Abstract: This study explores the views of Victorian Chief Administrators (CAs) about their jobs. CAs report that the environment of administration has changed in three broad areas: greater public expectations, a breakdown of the politics-administration dichotomy and difficulties reconciling managerial accountability with limited managerial autonomy. In response, CAs describe a distinctive pattern of concerns — with the "what", "why" and "how" of agency operation. First, they attempt to shape the "what" or the ends and values their agency creates. Second, they act to enhance the "why" or their agency's legitimacy and the support it attracts from constituencies. Third, CAs are concerned with "how" to mobilise organisational resources, particularly by moulding culture towards the agency values they identify. These findings suggest that CAs have devised understandings of their responsibilities which conform more to theoretical conceptions of leadership than either administration or management. The research points to the emergence of a distinctive type of administrative leadership.  相似文献

Interpersonal communication presents a methodological challenge and a research opportunity for researchers involved in field experiments. The challenge is that communication among subjects blurs the line between treatment and control conditions. When treatment effects are transmitted from subject to subject, the stable unit treatment value assumption (SUTVA) is violated, and comparison of treatment and control outcomes may provide a biased assessment of the treatment’s causal influence. Social scientists are increasingly interested in the substantive phenomena that lead to SUTVA violations, such as communication in advance of an election. Experimental designs that gauge SUTVA violations provide useful insights into the extent and influence of interpersonal communication. This article illustrates the value of one such design, a multilevel experiment in which treatments are randomly assigned to individuals and varying proportions of their neighbors. After describing the theoretical and statistical underpinnings of this design, we apply it to a large‐scale voter‐mobilization experiment conducted in Chicago during a special election in 2009 using social‐pressure mailings that highlight individual electoral participation. We find some evidence of within‐household spillovers but no evidence of spillovers across households. We conclude by discussing how multilevel designs might be employed in other substantive domains, such as the study of deterrence and policy diffusion.  相似文献

Building on recent research investigating the role of books in the discipline of criminology and criminal justice (C/CJ), this paper uses Google Scholar to identify the most cited books in the field. In particular, the researchers examined the most cited books in four different eras. Prior to1900, the most cited C/CJ-related book was On the Origin of Species. Merton’s Social Theory and Social Structure was the most cited book in the second era (1900–1949). The third era (1950–1999) produced the most cited work in the study, Foucault’s Discipline & Punish. And in the final era (2000 to present), Garland’s Culture of Control was the most cited work. The researchers also sought to determine the most cited books by women and African Americans/Blacks. The most cited book by a female author was Judith Herman’s Trauma and Recovery, and the most cited book by an African American/Black scholar was William Julius Wilson’s The Truly Disadvantaged. The authors conclude by arguing for the continued emphasis on demarcating the “great books” in the discipline.  相似文献

Abstract

Understanding how import prices adjust to exchange rates helps anticipate inflation effects and monetary policy responses. This article examines exchange rate pass-through to the monthly import price index in South Africa during 1980–2009. Short-horizon pass-through estimates are calculated using both single equation equilibrium correction models and systems (Johansen) models, controlling for both domestic and foreign costs. Average pass-through is incomplete at about 50 per cent within a year and 30 per cent in six months, and in the long-run, from the Johansen analysis including feedback effects, is about 55 per cent. There is evidence of slower pass-through under inflation targeting; pass-through is found to decline with recent exchange rate volatility and there is evidence for asymmetry, with greater pass-through occurring for small appreciations.  相似文献

Drawing upon recent critiques of the ways in which organised political violence in the global ‘South’ is interpreted and responded to, this paper examines the recent conflict and intervention in Solomon Islands. We argue that standardised liberal templates have served to frame both the aetiology of the Solomons conflict and the manner of its proposed resolution. Australia's intervention in Solomon Islands can be said to represent the ‘local North’ as it seeks to impose a liberal peace over a ‘deviant’ and ‘unruly’ neighbour. We draw upon published material to highlight the social, cultural and historical contexts of the conflict. We then demonstrate how the ‘off-the-shelf’ intervention, with its emphasis on asserting a liberal peace, fails to account for these complex social dimensions of the conflict. The antinomies of conflict and intervention in Solomon Islands demonstrate how both the liberal interpretation of developing-country conflict and its bedfellow, the liberal peace, attempt to divorce conflicts from their social contexts. In doing so, the demonstrable potential for violent intrastate conflict to result in positive social transformation is reduced.  相似文献

In this paper we investigate to what extent perceptions of economic conditions, policy-oriented evaluations, and blame attribution affected Californians’ involvement in political activities in 2010. We use a statistical methodology that allows us to study not only the behavior of the average citizen, but also the behavior of “types” of citizens with latent predispositions that incline them toward participation or abstention. The 2010 election is an excellent case study, because it was a period when citizens were still suffering the consequences of the 2008 financial crisis and many were concerned about the state’s budgetary crisis. We find that individuals who blamed one of the parties for the problems with the budget process, and who held a position on the 2010 Affordable Care Act, were often considerably more likely to participate. We also find, however, that the impact of economic evaluations, positions on the health care reform, and blame attributions was contingent on citizens’ latent participation propensities and depended on the class of political activity.  相似文献

Research Summary

We found that romance fraud was rising year-on-year across every region in England and Wales, increasing 55% during the 3 years between October 2018 and October 2021. Fifty percent of all the romance fraud victims in the period resided in 17% of the places where romance fraud had occurred. A total of 439 locations (outward postcode areas) were identified as the “power few” in the first year of the data set. Of these 439 locations, 162 of them recurred in both of the following years, becoming chronic “hot spot” locations containing more than one in six of all reported romance fraud victims. The demography of victims in repeat locations differed considerably, but hot spots were more frequently predominantly populated by less affluent populations.

Policy Implications

We conclude that the current national one-size-fits-all fraud prevention approach may not be the most efficient or effective way to reach those victims who most require crime prevention advice. The National Fraud Intelligence Bureau, based in the City of London Police, could adopt a tailored approach to providing preventative information to local police forces based on the year-to-year patterns in crime and the associated intelligence provided by sociodemographic data sources such as Acorn.  相似文献
