The Value of Remorse: How Drivers’ Responses to Police Predict Fines for Speeding

After they stop drivers for exceeding the speed limit, police often have the discretion to alter the penalty. We investigated the degree to which extra-legal factors (apologies and other verbal responses), in addition to speed over the limit, predict ticket costs for speeding. Surveys of speeders were conducted in the U.S. and Canada. The data suggest that what people say to police matters. Participants who reported statements of remorse, e.g., “I’m sorry,” received lower fines for speeding. The relation of speeders’ responses to ticket costs is discussed from legal and psychological perspectives.     

Visual detection of trace nitroaromatic explosive residue using photoluminescent metallole-containing polymers

The detection of trace explosives is important for forensic, military, and homeland security applications. Detection of widely used nitroaromatic explosives (trinitrotoluene [TNT], 2,4-dinitrotoluene [DNT], picric acid [PA]) was carried out using photoluminescent metallole-containing polymers. The method of detection is through the quenching of fluorescence of thin films of the polymer, prepared by spray coating organic solutions of the polymer, by the explosive analyte. Visual quenching of luminescence (lambda(em) approximately 400-510 nm) in the presence of the explosive is seen immediately upon illumination with near-UV light (lambda(ex)=360 nm). Detection limits were observed to be as low as 5 ng for TNT, 20 ng for DNT, and 5 ng for PA. In addition, experiments with normal production line explosives and their components show that this technology is also able to detect composition B, Pyrodex, and nitromethane. This method offers a convenient and sensitive method of detection of trace nitroaromatic explosive residue.     

In English and en Español?: Language Accessibility of County Websites

This article examines the response of U.S. county government websites to language diversity among county residents. Employing a survey of county websites and U.S. Census data, our findings reflect a general lack of Spanish language accessibility. The study finds that population size and proportion of Spanish-speaking population do not positively impact county website Spanish language accessibility. Border states from California to Florida outperform northern states. There are, however, notable exceptions to the generally negative findings of the study, especially with regard to identification of best practices and other opportunities that support efforts to become more language-inclusive.     

Maintaining change programmes for offenders: some suggestions for practice

Abstract

Despite the widespread acceptance that follow-up or maintenance sessions are an important part of the change process for those who have completed offender rehabilitation programmes, there have been few attempts to articulate the basis upon which such sessions might be developed. This paper reviews the current theoretical and empirical literature relating to maintenance programmes, concluding that whilst there are a number of theories which might be relevant to the design of effective maintenance programmes, there is almost no empirical basis from which to make any assessment of their likely value or effectiveness.     

Sentencing in child sexual assault cases: factors influencing judicial decision-making

Abstract

To date, there has been limited examination of variables that influence sentencing in child sexual abuse cases. This study examines the extent to which offence characteristics (such as the number of offences, number and age of victims), the behaviour and perceived credibility of the victim impact upon both sentence length and the setting of earliest parole dates. Analyses conducted using data from 66 adjudicated cases of child sexual assault from the County Court of Victoria, Australia revealed that longer sentences were handed down to offenders who had perpetrated multiple offences, or who had committed offences against younger children. Lower levels of victim credibility were associated with shorter sentences and earlier parole dates for offenders, which were also associated with the presence of more harmful behavioural indicators of abuse. The findings are discussed regarding the importance of presenting evidence about the behaviour of victims following sexual abuse in criminal trials.

A new form of “entertaining news,” accessed by most through television, has become a privileged domain of politics for the first time in countries “beyond the West” in the Middle East, Africa, and Asia. What are the political consequences of this development: What is the relationship between media and politics in these regions? We answer these questions through a case study of India, the world's largest democracy, where two decades of media expansion and liberalization have yielded the largest number of commercial television news outlets in the world. We show why prevailing theories of media privatization and commercialization cannot account for the distinctive architecture of media systems in places like India. In this article, we first provide an overview of the historical and contemporary dynamics of media liberalization in India and the challenges that this poses to existing models and typologies of the media-politics relationship. We then present a new typology of media systems and a theoretical framework for studying the relationship between television news and democratic politics in India, and by extension in the global South. In the concluding section, we reflect on the broader comparative insights of the essay and discuss directions for future research. We believe that our alternative comparative framework captures more meaningfully the diversity and complexity of emerging media systems and their relationships to democratic practice in these regions.     

The Impact of Prejudice Screening Procedures on Racial Bias in the Courtroom

The current study examines the impact of the challenge for cause procedure and its effectiveness in curbing racial prejudice in trials involving Black defendants. Participants were provided with a trial summary of a defendant charged with either drug trafficking or embezzlement. The race of the defendant was either White or Black, with participants in the Black defendant condition receiving (prior to the trial presentation) either no challenge, a close-ended standard challenge, or a modified reflective pretrial questioning strategy. Overall, the results revealed an anti-Black bias in judgments. While the closed ended challenge did little to reduce this bias, the reflective format demonstrated a reduction in racial bias. Theoretical and applied implications of these findings are discussed.

Symptoms of trauma, perceptions of discrimination, and anger: a comparison between Australian indigenous and nonindigenous prisoners

Although the need for the development and provision of culturally appropriate rehabilitation programs for offenders is widely acknowledged, there is a lack of empirical data that can be used as a basis for the development of new programs. This article reports the findings of a comparison of indigenous and nonindigenous male prisoners on a range of measures relevant to the experience of anger by indigenous prisoners in Australia. The results suggest that indigenous participants are more likely to experience symptoms of early trauma, have greater difficulties identifying and describing feelings, and perceive higher levels of discrimination than nonindigenous prisoners. The implications of this work for the development of culturally appropriate and effective anger management programs for indigenous male prisoners are discussed.     

Using polychromatic X-radiography to examine realistic imitation firearms

Sections 36-41 of the Violent Crimes Reduction Act (2006), which came into force in England and Wales on 1st October 2007, have placed significant restrictions on the sale and possession of 'realistic imitation firearms'. This legislation attempts to produce a definition of a 'realistic imitation' which clearly differentiates these items from other imitation firearms (which are not covered by the legislation). This paper will go a stage further by demonstrating techniques by which blank firing realistic imitation firearms which may be suitable for illegal conversion to fire live rounds may be differentiated from other less 'suitable' (but visually identical) realistic imitations. The article reports on the use of X-radiography, utilizing the bremsstrahlung of a commercial broad spectrum X-ray source, to identify the differences between alloys constituting the barrels of distinct replica and/or blank firing handguns. The resulting pseudo-signatures are transmission spectra over a range from 20 to 75 kV, taken at 1 kV intervals, which are extracted from stacks of registered, field flattened images. It is shown that it is possible to quantify differences between transmission spectra for components of different realistic imitation fire arms, and apply the results to determine the suitability of particular gun barrels from blank firing imitation firearms for illegal conversion to fire live rounds, or related illegal modifications.     

A century (plus) of parenthood: Changes in living with children, 1880–1990

This paper summarizes the broad foundations of the changing nature of parenthood by examining trends in coresidence with children under age 15. Our study uses data from the Integrated Public Use Microdata Samples (IPUMS) to provide a portrait of demographic parenthood in the US over the nineteenth and twentieth centuries. In describing changes in parenthood over the past 110 years, we distinguish between those living with own children and those living with other children. We focus in particular on changes in gender patterns of coresidential parenthood and changes in the likelihood that divorced men and women live with children. We also examine the impact of the baby boom on parenting. Our findings support a recasting of ongoing discussions of the parental roles of American men and women by shifting the historical demographic focus from biological transitions to the social aspects of parenting.
