从外交到移民——美国对中国“滞留”学生政策的转变分析(1948~1957)

“滞留”美国的中国留学生是冷战初期中美关系中的重要议题之一。两国在围绕其去留的反复较量中,美国的政策变化不仅是对现实利益的追求,更重要的是为满足其冷战意识形态斗争的需要。中国留学生与中共的跨国政治联系直接影响了中国政府在争取滞留人士过程中的方针策略。此外,部分滞留的中国留学生转化为永久定居美国的移民,在美国移民政策中创造了诸多“先例”并产生了多米诺骨牌效应,对此后旅美外籍留学生申请永久移民产生了深远影响。

An Emerging Consensus on the US Threat: the United States according to PLA officers

Though the PLA elite perceptions of the United States have fluctuated over time, there has been some regularity in the evolution of their perceptions. Comparing the dominant perceptions of the United States among different generations of Chinese military elites in the PRC, we find that the PLA elite perceptions of US intentions have been foremost influenced by China's strategic interest in a certain period, rather than the level and intensity of bilateral exchanges at the time. Using the case of US arms sales to Taiwan and the case of the South China Sea and the Diaoyu Islands, we try to assess how consistent and persistent PLA elite perceptions of the US have been in recent years. While we agree that these outspoken military men cannot be taken on the surface as indicative of China's national policies, we will also point out several important dimensions that are likely to allow the PLA to play a more influential role in setting the agenda for China's strategic interest in the era of Xi Jinping.     

台湾地区情报理论研究的现状与特点管窥——以“中央警察大学”硕士研究生入学考试试题为例

近十年来,台湾＂中央警察大学＂情报学硕士研究生入学考试试题的考察重点主要集中在以下几个领域：冷战后尤其是＂9.11＂事件以来的情报改革与情报转型问题、情报控制问题、情报基础理论、现实情报工作。通过对试题及其考察重点的分析,可以发现台湾地区情报理论研究有如下特点：注重引进与借鉴西方尤其是美国的情报理论及实践成果、注重情报控制与＂国家＂安全法制化问题研究、注重情报与非传统安全及国土安全等安全问题研究、注重情报理论研究和情报实践的结合与互动。     

Co-occurring mental disorders among criminal offenders

Many convicted offenders suffer from major mental disorders. These offenders commit crimes with great frequency. They do not receive mental health care and are often found in isolation cells of correctional facilities. The present investigation examined lifetime multiple disorders, measured by the DIS, among a representative sample of male penitentiary inmates. Pure forms of the major mental disorders were rare. All possible combinations of the major disorders were found to exist. No patterns of groupings of disorders were evident.     

清末中国外交官群体变化论略

清末(1895—1911)中国外交官的群体构成与知识结构发生了明显的变化,总体专业水平有了明显的提高,显示出职业化的发展趋势。但不可否认,清末中国外交官的专业素质与真正意义上的职业外交官有着很大距离,表现出明显的过渡特征。

Predatory bidding in competitive tenders: A Swedish case study

Public procurement by competitive tendering is an important part of European policies to encourage competition in network industries previously dominated by public companies. In recent years, the appearance of very low bids has become an issue in several countries. We discuss predatory bidding from a theoretical, practical and legislative point of view. A case of tendering for train services in Sweden is used to illustrate the possibilities to detect an abnormally low bid. An analysis of projected costs and revenues is complemented with a method using historical data on previous tenders. One conclusion is that there is scope for reform in national competition policies in European Union member states concerning multinational enterprises participating in local tenders.
