Assisted Emigration from Northern Germany to South Australia in the Nineteenth Century

Between 1848 and 1854, the Kingdom of Hanover financed emigration from the Harz mountains to South Australia. The scheme employed was exceptional; emigrants received interest-free loans and only those with a "good character" were eligible, not the destitute, criminal or "undesirable". Emigration was voluntary. The decision of the Hanoverian government to assist emigration was influenced by socio-economic developments in the Harz. Most emigrants were young, employed in mining, and of limited means. In Australia the Harz emigrants constituted about fifteen per cent of all German immigrants in the mid-nineteenth century. They settled throughout South Australia and Victoria but few joined German communities. The settlement and naturalisation patterns, occupations and marriage patterns of the Harz immigrants in Australia indicate that, as a group, they differed from other nineteenth century German immigrants.     

Deciphering indented impressions on plastic

The questioned document laboratory is often called upon to decipher writing that has been erased, obliterated, or that has faded. In cases like these, the original writing is no longer legible to the naked eye, but may be enhanced using various light sources. Certain remnants of the ink's components absorb into the substrate's fibers and can be visualized, usually as luminescence or absorbance. A case is described here that involved the theft of a credit card. An empty plastic credit card holder was found in the possession of a suspect, and as submitted for examination. Indented impressions could be discerned on its clear plastic window and presumably originated from the credit card that had been held in the envelope. These indented impressions were deciphered in the hope that they would reveal enough details from the credit card to establish a connection between the plastic envelope and the stolen credit card. With methods generally utilized in the toolmarks and materials laboratory and the photography laboratory of the Israel Police, most of the indented impressions on the plastic were deciphered and a connection between the plastic envelope and the stolen credit card was demonstrated.     

Optimization of a duplex amplification and sequencing strategy for the HVI/HVII regions of human mitochondrial DNA for forensic casework

A duplex primer set for the amplification of mitochondrial DNA HVI and HVII control regions was evaluated for the optimization of a DNA sequencing protocol suitable for forensic casework. HVI and HVII products, with the absence of non-specific products, could be detected by agarose gel electrophoresis when as little as 0.5 and 0.1pg of DNA were amplified for 34 and 38 cycles, respectively. Because HVI and HVII amplicons are co-synthesized in the duplex PCR, fewer steps are required (lessening the risk of cross contamination events) and more frugal use of precious extracted DNA samples is possible, both desirable features for forensic casework. The ABI Prism BigDyetrade mark version 1.1 chemistry provided high quality sequencing data, with little or no background noise and uniform peak heights, outcomes that favored reliable detection of heteroplasmy, particularly at early sequence reads (<40 bases). Optimal compromise between sensitivity and sequence accuracy in the absence of noise was achieved starting at 150 mitochondrial genome copies. The protocol is effective (no sequence errors) with highly degraded DNA (average detectable template size of 200bp). Dual artificial template mixtures with the minor component at 15% suggests that heteroplasmy should be detected at this level with confidence.     

New Public Management in Austria: Local Variation on a Global Theme?

This article tracks public sector reform in Austria with a focus on the influence of New Public Management (NPM) both as label and as specific set of reform ideas. We analyse to what degree current reforms have been influenced and shaped by this widely acclaimed international trend. In this empirical study we combine the different data sources of media coverage, reform documents and public sector executive survey to cover different levels of analysis. Although the reforms include NPM-features, we see no evidence so far for an archetype change in the Austrian public sector.
