Six years after unification German public opinion still regards Britain as the ‘No‐saying’ nation which not only holds up further European integration but also never really wanted German unity to happen. This article argues that British attitudes to the process of German unification in 1989/90 were more diverse and generally more positive than an undue concentration on the views of Margaret Thatcher and her advisers may suggest. An analysis of Foreign Office policies and an examination of public and published opinion as well as of the debates in both Houses of Parliament reveal a constructive British stance on German unity and a substantial and real contribution of British diplomats to the Two‐plus‐Four process. Whereas the Foreign Office and Downing Street agreed on the major effects German unity would have on Britain's international standing, they differed about the way Britain should respond to the new challenges. 相似文献

Rising fuel prices challenge a model of global transportation based on cheap energy, reinforcing the possibility of decoupling through great regionaliza‐tion of trade. Already, 50 percent of trade among ASEAN plus China and Japan is among each other. The Wall Street meltdown has spread a lack of confidence in the American financial system and the model of deregulation which stimulated rapid globalization of capital flows. Along with other developments, all this raises the question of whether the United States is prepared to operate successfully in a world it no longer dominates. To improve overall market sustainability, governments and their donors are ramping up efforts to strengthen stewardship in developing country health markets. Key stewardship functions include generating intelligence that enable policymakers, ministerial leaders, and program managers to develop evidence‐based policies and strategies to improve the resource management, supply, and use of health products and services. The total market approach (TMA), an analytic and policy framework, generates market intelligence and improves evidence‐based decision‐making, and also strengthens other stewardship functions, such as building and sustaining partnerships, strengthening tools for implementation, aligning government policy with market interventions, and ensuring accountability/transparency. TMA evolved in response to the phase out of donor support for reproductive health (RH) and family planning (FP) programs and the need to improve coordination among public, private, nongovernmental organizations, and civil society to achieve greater equity, health impact, and market sustainability. To assess TMA's role in strengthening the stewardship of RH/FP markets, this article reviews three countries that applied TMA principles: Mali, Uganda, and Kenya. It identifies how TMA processes influenced stewardship functions and assesses to what degree these processes have contributed to concrete actions to improve market efficiency and sustainability. 相似文献

Kelley’s (Nebr Symp Motiv 15:192–238, 1967) attribution theory can inform sexual harassment research by identifying how observers use consensus, consistency, and distinctiveness
information in determining whether a target or perpetrator is responsible for a sexual harassment situation. In this study,
Kelley’s theory is applied to a scenario in which a male perpetrator sexually harasses a female target in a university setting.
Results from 314 predominantly female college students indicate that consistency and consensus information significantly affect
participants’ judgments of blame and responsibility for the situation. The authors discuss the importance of the reference
groups used to derive consensus and distinctiveness information, and reintroduce Kelley’s attribution theory as a means of

During the winter in 2008, Iowa experienced an increase in sudden unexplained infant deaths (SUIDs). SUIDs and infectious causes of infant deaths generally average 3 monthly (SD = 1.0) in Iowa. However, in January 2008, 9 infant deaths were reported to the Iowa Department of Public Health and the Iowa Office of the State Medical Examiner. Between January and March of 2008, joint investigation of 22 SUIDs was conducted. The investigations required the involvement of multiple medical examiners from various jurisdictions, testing for pathogens at the University Hygienic Laboratory, epidemiologic support from the Iowa Department of Public Health, and consultation with the Centers for Disease Control and Prevention. The preliminary hypotheses for the increase in the infant mortality included viral respiratory disease and/or possible novel respiratory viral infections being the cause. Collaboration between public health and the medical examiner offices resulted in timely assessment of the cases. While no single causative agent was responsible for the increase seen in the number of infant deaths, respiratory pathogens played a role in the deaths of 15 of 22 children. 相似文献
