Terror and Its Limits: The Historical Understanding of Terrorist Movements,States and Tribes in an Age of Cultural Anxiety

This article argues that much of the historical analysis of terror and terrorism in history has been weak in understanding the limits on terrorist activity and how terrorist campaigns eventually end. Reviewing three recent studies that examine various aspects of terrorism and the language of terror, the article seeks to show that states often play a major role in the way terrorist movements develop and eventually end up either defeated or moving into mainstream political engagement. The article points to a number of examples to illuminate this including the Carbonara in nineteenth century Italy, the Paris Commune and the ending segregation in the U.S. South in the 1960s.     

Post-liberation Politics in Africa: examining the political legacy of struggle

This article examines the politics of African states in which insurgencies or liberation movements have taken control of the government. It analyses the impact on governance of reforms introduced by these post-liberation regimes, their relations with traditional authorities and civil society and relationships within and between competing guerrilla movements. It interrogates the nature of the state that emerges from this process. The ‘post-liberation’ state label is argued to be both meaningful and useful, as part of a larger project of exploring and explaining the post-colonial African state, highlighting debates about representation, citizenship and nation building. While post-liberation regimes have advantages in implementing state building projects, they are also subject to contestation when the new state institutions and regime incumbents become too exclusivist or predatory.     

Addressing the mental healthcare needs of foster children: perspectives of stakeholders from the child welfare system

A qualitative study was conducted to better understand the factors that contribute to psychotropic medication (PM) overuse among children in the child welfare system in Kentucky, including barriers to providing psychosocial interventions that potentially minimize the need for PM. Semi-structured interviews were conducted with personnel in the Department of Community-Based Services (DCBS). Participants identified important areas to target for system-wide quality improvement efforts, which included improved exchange of health information, training, and communications on the use of PM, and measures to improve access to non-pharmacological psychosocial interventions to address the mental healthcare needs of children in the child welfare system.
