Reforming Social Services in Hong Kong: The Role of Contracting and Performance Management in the Non‐Profit Sector

Contracts and performance management, along with the concept of consumerism, have become the fundamental metaphors for New Public Management (NPM) and key changes in the public service. ‘Doing well while doing good’ and finding generally acceptable accountability measures for social services have become the perennial aspirations of planners, service providers and funders. This article examines the contingent factors and rationales behind the quality movement and recontracting exercise in reforming the delivery of personal social service programs in Hong Kong within the framework of New Public Management (NPM). It explains the use of long‐term relational contracts rather than the standard business contracts between the government as funder and non‐profit organisations as service providers. It also deals with the complex relationships among quality issues, quality standards, consumerism, accountability, performance indicators, and performance management.     

Some observations on humor and laughter in young adolescent girls

Some of the functions of humor and laughter in two groups of young adolescent girls were studied. When humor was successful and giggling and laughter a pleasureful release, the material, spontaneous talk and jokes, resonated with current developmental tasks. Among them were those dealing with bodily changes, early relationships with boys, disguised masturbatory wishes, and ambivalent feelings toward mothers. Some cognitive aspects of joking are examined. Humor worked when frightening words could be reduced to familiar or diminutive ones. Humor failed when content was too grownup: when the subject matter stimulated frightening fantasies of male penetration and damage and frightening images of the mature female body or fears of punishment.Received Master's degree in social science at the University of Chicago and Master's degree in psychiatric social work at Adelphi University. Was a supervisor and teacher of psychiatric residents and psychiatric social workers from 1955 to 1974 in the Adolescent Mental Hygiene Clinic of the Bronx Muncipal Hospital and director of the School Consultation Program sponsored by the Department of Child Psychiatry. Has had a long-time research and clinical interest in the borderline adolescent and, in addition, is interested in the interplay of psychiatry, mythology, and archeology.     

Sudden death in children due to mesenteric defect and mesenteric cyst.

Two cases of sudden death in young female children due to small intestinal volvulus are reported, which involved a mesenteric defect and a mesenteric cyst. Death due to small intestinal volvulus is uncommon, especially when complicated by either a mesenteric defect or cyst.     

Population data for the Identifier 15 STR loci in Hong Kong Chinese

Allele frequencies for 15 STR loci, namely D8S1179, D21S11, D7S820, CSF1PO, D3S1358, TH01, D13S317, D16S539, D2S1338, D19S433, vWA, TPOX, D18S51, D5S818 and FGA, which are tested for by PE Applied Biosystem's Identifier kit, were obtained from a sample of 325 unrelated Chinese in Hong Kong.     

An updated validation of Promega's PowerPlex 16 System: high throughput databasing under reduced PCR volume conditions on Applied Biosystem's 96 capillary 3730xl DNA Analyzer

The PowerPlex 16 System from Promega Corporation allows single tube multiplex amplification of sixteen short tandem repeat (STR) loci including all 13 core combined DNA index system STRs. This report presents an updated validation of the PowerPlex 16 System on Applied Biosystem's 96 capillary 3730xl DNA Analyzer. The validation protocol developed in our laboratory allows for the analysis of 1536 loci (96 x 16) in c. 50 min. We have further optimized the assay by decreasing the reaction volume to one-quarter that recommended by the manufacturer thereby substantially reducing the total cost per sample without compromising reproducibility or specificity. This reduction in reaction volume has the ancillary benefit of dramatically increasing the sensitivity of the assay allowing for accurate analysis of lower quantities of DNA. Due to its substantially increased throughput capability, this extended validation of the PowerPlex 16 System should be useful in reducing the backlog of unanalyzed DNA samples currently facing public DNA forensic laboratories.
