Program in search of a policy: The chrysler loan guarantee

In 1979, the U.S. government responded to the threat that Chrysler might close its doors with a program that had almost no U.S. precedents. The policy that lay behind the program was obscure at the time and remains so. A variant of the traditional argument for the protection of infant industries offers the glimmering of a rationalization. But defining a general policy in such cases remains a task for the future.     

Understanding the Judicial Role in Addressing Gender Bias: A View from the Eighth Circuit Federal Court System

The role of trial judges in the litigation process is frequently debated. Are judges to be dispassionate adjudicators, disengaged referees in a sport in which attorneys compete? Or are they charged with a more active role in promoting the substance, form, and process of justice? In the present paper, we explore the judicial role in addressing gender bias in federal litigation, using data gathered for the Eighth Circuit Gender Fairness Task Force. The federal judges of this circuit were surveyed about their experiences, observations, and opinions of gender-biased conduct. Results indicated that although judges viewed judicial intervention as an appropriate response to gender bias, they had little personal experience with intervention in such a situation. Fur thermore, when specific hypothetical scenarios were presented, they generally agreed that the described conduct was inappropriate but offered little consensus regarding the best course of action for an attorney or judge confronted with such behavior. The Eighth Circuit data thus provide the basis for expanded understanding of the conduct at issue, the options for action in response, and the persistent discrepancy in viewpoints on gender bias and the judicial role.     

Decentralisation and local governance in Mozambique: the challenges of promoting bottom-up dynamics from the top down

Since the conclusion of the peace accords in 1992, Mozambique has undergone several changes in the field of governance and institution-building. One key aspect of such reforms, strongly promoted by donors in peace-building contexts, has been the agenda of decentralisation and local governance, which has entailed political devolution in selected municipalities, and deconcentration and the creation of local councils in the rural districts. This article examines this agenda and its implementation focusing on two domains. First, it discusses the different interests that have shaped the political decisions taken on this agenda at the national level. Second, it examines the case of the local councils in the district of Angoche, critically debating the extent to which they epitomise the increase of local representativeness and, thus, whether or not they enhance bottom-up dynamics of governance. I argue that the limited effectiveness of such reforms in Mozambique reflect the inherent contradiction between the strong top-down dynamics that shape this process and the bottom-up effects that it aims to promote.     

Dimensional Review of Scales for Forensic Photography

Scales for photography provide a geometrical reference in the photographic documentation of a crime scene, pattern, or item of evidence. The ABFO No. 2 Standard Reference Scale (1) is used by the forensic science community as an accurate reference scale. We investigated the overall accuracy of the major centimeter graduations, internal/external diameters of the circles, error in placement of the circle centers, and leg perpendicularity. Four vendors were selected for the scales, and the features were measured on a vision‐based coordinate measurement system. The scales were well within the specified tolerance for the length graduations. After 4 years, the same scales were measured to determine what change could be measured. The scales demonstrated acceptable stability in the scale length and center‐to‐center measurements; however, the perpendicularity exhibited change. The study results indicate that scale quality checks using certified metal rulers are good practice.     

Heteroqueer ladies: some performative transactions between gay men and heterosexual women

As theories of performativity struggle to disentangle and reconfigure the relationships between act and identity, a heterowoman who relishes the performance of femininity is still aware that she can be read as reactionary. Her choice of sexual partners seems to undermine the efficacy of similar strategies constructed by femme lesbians. One queer option for a heterosexual woman is to ‘act’ like a gay man. As more than one cultural commentator has pointed out, it appears that only a male drag queen can be a ‘lady’ these days. This particular woman does not want to change her biological sex to ‘be’ a gay man. She has learned how to be a ‘lady’ from the ‘feminized fags’ who may have learned from her mother. Their ironic distancing, camp connoiseurship, and parodic appropriation of the notion of a stable gender identity came as part of the package. As a result of this transaction, she acts as if she has balls under her dress. Such mimetic masquerades can be most easily recognized as resistant when performativity is ‘bound’ into a formalized performance. It is implicit that this artifice is not sustainable, nor is this desirable. ‘Doing’ queer means possessing the agency to defy and destabilize gendered behaviours, sexes, and sexualities through continuing and conscious decisions. This article explores the efficacy of heterosexual femme performances that attempt to challenge and subvert ideological normativities through their transactions with gay men.     

Breaking Down Barriers of Culture and Geography? Caring-at-a-Distance through Web 2.0

ABSTRACT

This article analyzes Join My Village (JMV), an NGO–corporation partnership that aims to “break down barriers of culture and geography” using the “power of online communities.” JMV uses Web 2.0 technologies to entice online users in the USA to engage with content about women’s lives in Malawi. Each time a user clicks on JMV content, the corporate partners donate money to the NGO. Using discourse analysis and interviews, I examine how JMV encourages users to care about distant others and with what effects. I draw attention to the use of Web 2.0 in the campaign in terms of how distant others become entangled in social media users’ everyday lives and the types of engagement JMV encourages. I conclude that while JMV offers some possibilities for caring-at-a-distance, the contradictory messaging and the corporate aspects of the campaign need more critical analysis.     

The Role of Risk in Improving Goal Setting in Performance Management Practices within Public Sector: An Explorative Research in Courts Offices in Italy

The study investigates whether the adoption of a risk-based approach that allows public managers to take into account the context and external not-controllable factors during goal setting may contribute to overcome unintended managerial side effects of performance management (PM) practices that hamper their success within public organizations. An explorative research is carried out on court officials of Italian public administration. The results from this study show that the adoption of a risk-based approach could enhance goal setting within the PM process and provide interesting insights to policy-makers invested of the responsibility to improve the effectiveness of current PM procedures.
