‘I was completely oblivious to gender’: an exploration of how women in STEMM navigate leadership in a neoliberal,post-feminist context

Women are under-represented in science, technology, engineering, mathematics and medicine (STEMM) fields worldwide, particularly in leadership positions. We explore this phenomenon by examining the leadership experiences of 25 women who were actively seeking to enhance their leadership capacities in STEMM fields from five countries in the Global North. We argue that women in this study seemed to be caught in an ‘ideological dilemma’ between recognizing sexism and gender bias in their organizational contexts and seeing their organizations as gender neutral. We argue that a post-feminist climate and a neoliberal ethic of meritocracy in science render inequality difficult to articulate and address. Considering this dilemma through the lens of ‘cruel optimism’, we suggest that women are problematically bound to a fantasy of success in STEMM in which leadership is attainable through arduous effort.

Priorities for 2001 and Beyond

In July 1995, ASPA's Endowment Board established the Donald C. Stone Fund to honor the memory of this public administration legend. Income from this fund is used to sponsor a lecture or symposium at ASPA's national conference, which reflects Stone's varied interests and contributions to the field. This year marked the sixth Donald C. Stone Lecture. On March 13, Ferrel Heady was ASPA's Stone Lecturer and gave the following speech.     

The Greening of the Grey: National Competition Policy and the Environment

Concern for environmental degradation is now widespread, and has penetrated key policy institutions such as the National Competition Council (NCC) - the body overseeing National Competition Policy. While the NCC's primary focus is on promoting competition, it acknowledges the importance of environmental considerations. Such a body thus represents the contemporary Ecological Modernsiation approach to environmental policy-making. Ecological Modernisation posits that there can be a reconciliation and synthesis between economic and ecological goals. This paper investigates this claim by exploring the relationship between competition and the environment in the three areas of electricity, regulatory review and rural water.     

Listen First: a pilot system for managing downward accountability in NGOs

This article reports on a research project intended to develop systematic ways of managing downward accountability in an international NGO. Innovative tools were developed and trialled in six countries. The tools comprised a framework, defining downward accountability in practical terms, and three management processes. They were successfully used to (a) encourage staff to improve downward accountability in ways relevant to their context; (b) hear beneficiaries' assessments of the level of accountability achieved and the value of the NGO's work; and (c) generate quantified performance summaries for managers. Taken together, they form a coherent draft management system. Areas for further research are identified.     

The Queensland Public Sector: Recent Developments in Employment Relations

With the incumbent Labor government embracing a recentralisation of industrial relations, public sector agencies in Queensland are experiencing a dramatic shift in the framework of employment relations. This paper discusses the approach of the previous Coalition government to managing the public sector workforce and the emerging approach of the Labor government. The comparison of contrasting governmental approaches to public sector employment relations throughout the 1990s suggests that successive governments have balanced very differently the three main pressures they have faced: political, managerialist and industrial relations.     

A Tale of Two Pulp Mills: Realising Ecologically Sustainable Development in Australia

Pulp mills can be fraught projects. This has certainly been the case in Tasmania with its two major attempts at building pulp mills generating much discord. The first project, Wesley Vale, was officially abandoned in 1989 after much conflict and conditionally controversy. The current project, Tamar Valley, has proved equally contentious and, although approved, remains problematic. Despite striking similarities between the two projects, the emergence of a new environmental policy regime in the intervening 20 years has engendered considerable differences as well. Yet the new regime's capacity to ensure smooth passage has shown itself to be limited. This article uses the opportunity presented by the two pulp mills to reflect on the merits of Australia's sustainability regime.     

Yubbi Yarning Circle Model: Collective Narratives and Cultural Expression in the Journey of Trauma

This article describes a “working model” that started as a culturally appropriate workshop created by students and staff involved in the Certificate III in Visual Arts at Goulburn Ovens Institute of TAFE, Shepparton Campus, Victoria in 2018. The Yubbi Yarning Circle Model (YYCM) sees First Nations Artists, as both Facilitators and Storytellers, expressing the ongoing effects of Aboriginal Exemption using visual storytelling. We explore how the model of a visual narrative can be utilised in further cultural activities planned for research into Aboriginal Exemption and how this art resource may effectively be disseminated to Storytellers who not only have a history of Aboriginal Exemption, but also more broadly in the wider community. The YYCM approach is multi-disciplinary and combines the cultural healing practices of the Yarning Circle, the Mariku knowledge of symbology, participatory action research using decolonised methodologies and findings on behavioral research from Northern Ireland about how the narrative can heal trauma.
