At cocktail parties, in board rooms, at workstations, in classrooms, and in government offices, “technology transfer” is bandied about as if it were some natural phenomenon, a technological tsunami overwhelming everything in its path. Technology transfer, it is sometimes suggested, is an El Niño in business, government, industry, and even education decision-making, and for some it has meant disruption, dislocation, and danger. For others, technology transfer has been the vanguard of progress and an inexhaustible fountain of productivity, empowerment, and convenience. For all, “technology transfer” today is too often a personal shortcut in our communication that points to unintended meanings or implications. Just whatis “technology transfer,” anyway? To move beyond knee-jerk advocacy or damnation of technology transfer on the questionable basis of faith, and to lay out a new dimension to the definition, understanding, and acceptance of technology transfer that is clear and understandable to any layman, is the purpose of this paper. It is based on a selective yet careful web search, since the Internet World Wide Web is a principal source for information in the growing debate about public policy issues.  相似文献

Abstract: An examination of a single institution and its relationships with different levels of government can be used to question commonly held interpretations. This study of the Queensland Housing Commission (QHC) indicates that there is some need to reassess the effectiveness of tied grants as a mechanism for commonwealth intervention in areas of state concern. In Queensland, at least, the state government played a much more significant role in determining both the overall direction of the housing authority and its day-to-day operations. This suggests that the assumption that statutory authorities have some autonomy from direct government intervention may not always be appropriate. The weakness of local government in Australia is acknowledged but it is important to note that state government instrumentalities have contributed significantly to this weakness. This study of the QHC provides one example of how local autonomy can be compromised.  相似文献

The historical study of exemptions has focused on escape from protectionist policies designed to control and monitor Aboriginal people in Australia — restricting their freedom of movement, intruding into their family life, and reducing their ability to participate on equal terms in the labour force. In this paper, we consider a contemporary policy — income management — which primarily restricts the freedom to dispose of personal income and has targeted Aboriginal people and communities, both directly and indirectly. Provisions for individual exemptions have been incorporated inconsistently within the many iterations of income management, and Aboriginal people are significantly less likely than others to be granted an exit from this form of financial control. The study reported here is an example of mixed-methods social research, rather than an historiography. We use techniques of historical comparison to illuminate contemporary practices and identify the ongoing influence of settler-colonial governance in the lives of Aboriginal people.  相似文献

California's farmworkers are among the lowest-paid wage earners in the state. They often live in crowded or substandard housing. The Polanco Bill—state legislation enacted in the early 1990s—aimed to increase the supply of housing for farmworkers by encouraging the development of employee housing on land zoned for agriculture. This article discusses the implementation and effects of the Polanco Bill in the agricultural area of the eastern Coachella Valley. It finds, somewhat unexpectedly, that groups of farmworkers, often family members, have used the bill to collaborate and develop small, resident-owned, informal mobile home communities, called polancos, and focuses on one such case. Although the article's key contribution is to identify the informal approach and its key attributes, it also discusses whether a new housing model based on the collectively owned polancos is possible.  相似文献
