This article begins by presenting development experience gained in the Indonesian province of Irian Jaya as a means of highlighting the centrality of popular participation to the development process. Important lessons from the ongoing development work in Irian Jaya were that it is not sufficient to consult beneficiaries and then act on their behalf or to engage in a development process unless the participants understand the project's conceptual orientation and language and have the tools to assess their needs and options for constructive change effectively. Also, developers must supply participants with information about the larger economic and political context in which they are operating. The article continues with an exploration of the ways in which a focus on class and gender raises participatory development to a new level. Constraints on transformative participation are then defined as 1) the political conditions and power structures existing in the country and community, 2) administrative opposition, 3) sociocultural impediments, and 4) limitations imposed by daily life. While it may be impossible to avoid the effects of such constraints, development agents can help villagers anticipate their impact and support efforts to cope with them. Participatory development challenges the status quo by enhancing economic equity and social equality and, if effective, will engender opposition, especially when a large amount of funding is at stake. Opposition can take many forms, including ridicule or resistance and can get personal. The demand to produce quick results also creates restraints on development agents. It is concluded that the development agent must engage key sectors of the local population in the development process and nurture this participation. Development agents should act as facilitators rather than independent initiators telling people what is best for them. Development agents must become very familiar with the community to earn the trust that is needed to guide people toward self-analysis and priority-setting.  相似文献

The author relates three cases of conflict which he has observed in Cairo and recognizes patterns that cut across each of these stories. The stories shed light on how people in Egypt approach and deal with conflict; in addition, they may help readers understand conflict in their home culture as well as be instructive on how to listen to conflict in different cultures. Inconsistent findings of attitude-behavior relations are commonly attributed to uncontrolled domain, time, or situational factors. Without integrative work, studies accounting for these factors may further complicate research by introducing potentially numerous third variables and render a coherent understanding of the attitude-behavior relationship even more difficult to achieve. In this paper, a developmental perspective is taken and the attitude-behavior relationship in delinquency is examined using three modes of investigation: multivariate patterns of attitude-behavior associations, their mutual predictability, and their developmental trajectories. Three grade cohorts of public school boys (n=1517 of the first, seventh, and tenth grades, initially) were followed over a period of 4 years, with an average age span of 7–16 years. Correspondence analyses suggested that adolescent boys with a tolerant attitude toward theft or violence were more deviant than those who had actual behavior of theft or violence. Stronger attitude effect on subsequent behavior, relative to behavior effect on subsequent attitudes, was found among boys aged 10–12 years. While mean scores of tolerant attitudes to serious theft and violence increased linearly with their behavior counterparts between 6 and 17 years of age, ages 11 and 14 were two turning points at which most delinquent attitudes and behaviors escalated at a higher speed. In general, delinquent attitudes and behaviors were related to each other in various patterns, and age was a defining factor that provided much of the explanation for the inconsistencies in research findings.  相似文献

The present research explored factors thought to affect compensatory awards for non-economic ham (pain and suffering) in personal injury cases. Experiment 1 showed that the nature and severity of the plaintiffs injury had a strong effect on perceptions of the extent of harm suffered and on award amounts. The parties' relatively active or passive roles in causing the injury affected assessments of their degree of fault, but perceived fault had little influence on awards. Experiment 2 replicated with more varied cases the strong impact of injury severity on harm perception and on awards for pain and suffering. In both studies, the disability and the mental suffering associated with injuries were stronger predictors of awards than were pain and disfigurement.  相似文献
