Witnessing spouse abuse and experiencing physical abuse: A “double whammy”?

Child witnesses to parental violence, both abused (N =40) and nonabused (N =44), who were temporarily residing in a battered women's shelter were compared with children from a similar economic background (N =66) on measures of anxiety, depression, and behavior problems. Mothers of the three groups of children (comparison, witness, abused/witness) across the age range from 4 to 12 years completed a behavior problem inventory; the youngsters responded to paper-and-pencil self-report measures. Results indicated that the abused/witness children were manifesting significantly more distress on the behavior problem measure than the comparison youngsters, with the witness children showing a moderate amount and the comparison children the least. However, these patterns were mediated by the age of the child. Implications of these differential findings are discussed.     

Changing the Tobacco Use Management System: Blending Systems Thinking with Actor–Network Theory

Managing “wicked” issues like the tobacco epidemic is addressed using a combination of Open Systems Thinking (OST) and Actor–Network Theory (ANT). OST was used to construct a model of the tobacco problem as a management system acting in a broader environment. This highlighted several problems with the current system but provided no mechanism for reform. ANT, the “sociology of translation,” was used for understanding how change occurs. Unlike systems thinking, ANT focuses the contest for change on heterogeneous networks of human and nonhuman actors that must be constructed through a process of defining and defending models of change, building alliances, gaining public acceptance, and finally achieving institutional acceptance of the reform (or of some compromise). We then show how this dual approach can shed light on a current challenge in controlling tobacco, the issue of product regulation, and the broader issue of harm reduction versus harm elimination.

Many voters are canvassed by British political parties in the months and weeks immediately preceding a general election – but many are not. The parties are selective in whom they make contact with, and where. They focus on those in marginal constituencies who are likely to vote for them – and having identified them early in the process they contact them again, seeking to sustain that support in the seats where the contest overall will be either won or lost. A large panel survey conducted immediately before and after the 2010 general election allows detailed insight into that pattern of canvassing, identifying who the parties contacted, and where, in the six months prior to the election being called, and then who were contacted during the month immediately preceding polling day, and in how many different ways. Each party focused on its own supporters in the marginal constituencies, and in the middle-class neighbourhoods within those constituencies, but whereas the Conservatives, expecting to win the election, campaigned most intensively in the seats they lost by relatively small margins at the previous contest, Labour and the Liberal Democrats fought defensive campaigns in the seats that they won then. Such tactics were successful; the more ways in which respondents were contacted by a party, the more likely they were to vote for it.

Weighing Ethical Considerations in Proposed Non-recent Child Sexual Abuse Investigations: A Response to Maslen and Paine’s Oxford CSA Framework

Questions about when it is right for police forces to investigate alleged offences committed in the more or less distant past have become increasingly pressing. Recent widely publicized cases of child sexual abuse (CSA) and exploitation, sometimes involving high profile individuals, have illustrated the ethical, psychological, and forensic complexities of investigating non-recent child sexual abuse. Hannah Maslen and Colin Paine have developed the Oxford CSA Framework to assist police to weigh the various ethical considerations that militate for and against initiating a CSA investigation. While such a tool is to be welcomed, and while there is much that is helpful in Maslen and Paine's approach, we suggest that the Oxford CSA framework could be strengthened. Our first suggestion is to abandon a proposed distinction between a set of considerations that is said to generate a “presumption” in favor of investigation and other considerations that may supplement or oppose this presumption. Our second suggestion is to review the weightings applied to the considerations within the model, which lack clear justification and create problematic effects. Finally, we suggest that referring the Oxford CSA Framework to a panel with lived and professional experience of CSA could serve important procedural justice goals and enhance the Framework's recommendations.     

Gender Arguments and Paradigmatic Challenges within Intimate Partner Violence Research: A Call for a more Inclusive Paradigm of Understanding Regarding Physical Partner Violence Perpetration

This paper suggests that the epistemology surrounding intimate partner violence (IPV) is flawed due to two areas in particular: 1) an overreliance on quantitative methodologies that lack the detailed and contextual information required for complex understandings of IPV and 2) the minimization of alternative theoretical perspectives on the meaning of gender. Although an ecological perspective to understanding IPV has been advocated by the World Health Organization as a useful theoretical framework from which to understand IPV (Krug et al. 2002), few empirical studies have tested this complex perspective. We suggest that broader research approaches may prove useful in shedding light on non-conventional IPV experiences, potentially broadening our understanding of this complex phenomenon.     

The United Kingdom and International Peacekeeping: 1960–2014

Abstract

The UK has continued to regard itself as a world power despite the reduction in its capability for intervention overseas. Its armed forces pride themselves on professionalism, competence and adaptability. In practice their involvement in peacekeeping operation has been sporadic given different priorities, defence cuts and public unease about military intervention overseas. The UK’s current involvement is minimal and the UK is likely to remain a marginal player for the foreseeable future.     

Program Budgeting and Accountability in Local Government

Much has been written about program budgeting and its relevance to improved efficiency and effectiveness. However, there is little discussion about the relationship between the use of program budgeting and accountability. While, organisations using program budgeting focus on the issues of performance, the accountability of management to an elected body, such as a local council has been given little attention. In this article three questions are posed: (1) Is the performance information available to enable councillors to form a judgment about management's performance?; (2) Is management involved in determining issues of policy, such as objectives, programs and performance measurement?; and (3) Are councillors confronted by a greater volume of budgetary documentation but with no increase in time to consider it? The results show that program budgeting does not always enhance accountability in local government.
