Genetic data on 12 STRs (F13A01, F13B,FESFPS, LPL,CSF1PO,TPOX, TH01, vWA,D16S539, D7S820, D13S317, D5S818) from four ethnic groups of São Paulo,Brazil

Allelic frequencies for 12 short tandem repeats (STRs) (F13A01, F13B, FESFPS, LPL, CSF1PO, TPOX, TH01, vWA, D16S539, D7S820, D13S317 and D5S818) were estimated, also as forensic parameters, from a sample of 916 unrelated Brazilian subjects classified into four ethnic groups: European-derived, African-derived, Brazilian Mulattos and Asian-derived.     

Contestation and co-optation: why secrecy in EU external relations varies

Abstract

The question posed in this article is how to explain that the governance of secrecy in EU external relations varies. While the Common Foreign and Security Policy appears to retain its secretive character, the EU’s external trade policy has recently seen a shift towards more transparency. This article argues that to understand this variation, one has to take into account the institutional power of the European Parliament as well as the extent to which the rules and practices of secrecy are perceived as legitimate. The empowerment of the Parliament in trade means that it has had recent success in pushing back secrecy in this area. However, a general finding is that the majority of parliamentarians seem only rarely to question the executive’s governance of secrecy in external relations. The analysis shows that perceptions of legitimacy are crucial to account for different secrecy regimes – a finding that is likely to be relevant for the understanding of secrecy in foreign policy beyond the EU.     

Introduction: A post-Polanyian political economy for our times

Abstract

2014 is the seventieth anniversary of the publication of Karl Polanyi's The great transformation and the fiftieth anniversary of its author's passing. This special issue celebrates these markers by bringing together a collection of critical engagements with Polanyi's work which, whilst sympathetic to his intellectual aims, ward against any straightforward application to contemporary issues. In so doing, it suggests that part of the value of Polanyi's work lies not in its ability to be recited, repeated and re-applied in its original form, but rather in its openness and its susceptibility to alteration and transmutation. In this introductory article, I consider the return to intellectual ‘voices from the past’ in the post-2008 landscape. I suggest that the distinctiveness of Polanyi's voice comes from his attempt to problematize, challenge and re-imagine the very notion of ‘economy’ itself, a theme which underpins all of his most important ideas, and one which reverberates across contributions to this special issue. I suggest that, beyond his immediate critique of free-market ideas, the desire to de-centre the notion of an autonomous economic sphere – and to challenge abstract modes of thought that address such a notion, regardless of their political sensibilities – is his most valuable legacy, and one which might encourage us to seek out new innovations and engagements in future Polanyian scholarship.
