Interlinked contracts have been examined almost exclusively in the context of the rural sphere. This article describes the nature of exchange regimes between two sets of primary collectors of recyclable waste, that is, waste pickers and itinerant buyers, and their dealers, in the city of Delhi. Far from the casualised labour transaction commonly described for the unorganised urban sector, the findings portray a picture of personalised and surprisingly long-term exchange between the parties. While a new institutional economics approach might explain the underlying motivation and consequent general form of the implicit contracts, it cannot explain the differential nature of each. It is suggested that in order to do that a political economy approach must be taken. This would understand interlinked transactions as being embedded within and consequently influenced by the particular social context, in this case of an inequitable and impermeable caste hierarchy amongst those that engage in waste work.  相似文献

A decade after the United Nations conferences on gender equality and social development, this paper explores their policy origins and discusses their differential impact on international aid since 1995. The author draws on her direct experience to consider why Copenhagen led to Poverty Reduction Strategies and the first Millennium Development Goal, whereas Beijing has become largely invisible in the mainstream world of aid. She argues that the powerful influence of economic rational choice theory associated with bureaucratic modes of thought has meant that the central debate in development policy has remained that of growth versus equity. Beijing's agenda of societal transformation offered another paradigm of development that has remained marginal. The paper concludes with a proposal. If international aid policy could handle more than one paradigm and thus be more open to different ways of thinking about economy, society and politics, aid agencies would be better able to support transformative processes for social justice.  相似文献

This article assesses and presents the determinants and directions of Chinese acquisitions of weapons and weapons technology from abroad, focusing on major conventional weapons and their relevant technologies. Following a brief development of historical themes which continue to affect Chinese military‐related imports today, the study considers the principal contemporary domestic and international determinants which contribute to shaping Chinese arms import policies, and the type of foreign arms acquisitions likely to result from those policies. In analysing past and current security policies, weapons development policies, foreign weapons procurement policies, the study reaches four main conclusions. First, a wide range of problems — including prohibitive cost, political and bureaucratic infighting, absorptive capacities, managerial and administrative roadblocks, and supplier controls — stand in the way of a Chinese military modernization strategy based on foreign procurement. Second, with the exception of Sino‐Soviet cooperation in the 1950s, Chinese arms and arms technology acquisitions from abroad have consistently been relatively modest, sporadic, and problematic. Even in the case of current transfers from such suppliers as Israel and Russia, it is unclear the extent to which these countries are willing to part with significant amounts of top‐of‐the‐line systems and technologies. Third, the impact upon international security of the improvement of Chinese military capability through the acquisition of foreign weapons and technology is not likely to manifest itself in violent military disruptiveness, but rather in the nuanced and steady expansion of Chinese power and influence in parts of East Asia around China's periphery. Fourth, the military capabilities of China's arms clients will probably not be significantly improved through the acquisition of foreign weapons and weapons technologies by China. In sum, Chinese military modernization through arms and technology imports will continue to be a slow and painful process.  相似文献

Hyperglycemia and new onset diabetes have been described with certain antipsychotic medications and some of the initial presentations are fatal diabetic ketoacidosis (DKA). We report 17 deaths due to DKA in psychiatric patients treated with second generation antipsychotic medications. Death certificates and toxicology data were searched for DKA and hyperglycemia. We reviewed the medical examiner records which included the autopsy, toxicology, police, and medical examiner investigators' reports. The decedents ranged in age from 32 to 57 years (average 48 years). There were 15 men and two women. The immediate cause of death was DKA in all. The psychiatric disorders included: 10 schizophrenia, three bipolar/schizophrenia, two bipolar, and two major depression. The most frequent atypical antipsychotic medications found were quetiapine and olanzapine followed by risperidone. In 16 deaths, we considered the medication as primary or contributory to the cause of death.  相似文献

Death certification of "suicide by cop" is controversial among some medical examiners and coroners. We present five such deaths that were certified as suicides and discuss the medico-legal issues involved with these certifications. To certify such a death as a suicide, certain criteria should be met. Suicide by cop is a circumstance that involves competing intentional acts that may result in dichotomous determinations of the manner of death. Despite the absence of direct self-infliction, there is overwhelming evidence that these five individuals intended to end their own lives. Their use of an unusual method to accomplish this goal may inappropriately result in a reflexive certification of homicide. All of the decedents possessed weapons or a facsimile of a weapon. We present five instances of suicide by cop and contend that these types of deaths are best certified as suicides.  相似文献
