In November 2018, Butte County, California, was decimated by the Camp Fire, the deadliest wildfire in state history. Over 150,000 acres were destroyed, and at its peak, the fire consumed eighty acres per minute. The speed and intensity of the oncoming flames killed scores of people, and weeks before the fire was contained, first responders began searching through the rubble of 18,804 residences and commercial buildings. As with most mass disasters, conventional identification modalities (e.g., fingerprints, odontology, hardware) were utilized to identify victims. The intensity and duration of the fire severely degraded most of the remains, and these approaches were useful in only 22 of 84 cases. In the past, the remaining cases would have been subjected to conventional DNA analysis, which may have required months to years. Instead, Rapid DNA technology was utilized (in a rented recreational vehicle outside the Sacramento morgue) in the victim identification effort. Sixty-nine sets of remains were subjected to Rapid DNA Identification and, of these, 62 (89.9%) generated short tandem repeat profiles that were subjected to familial searching; essentially all these profiles were produced within hours of sample receipt. Samples successfully utilized for DNA identification included blood, bone, liver, muscle, soft tissue of unknown origin, and brain. In tandem with processing of 255 family reference samples, 58 victims were identified. This work represents the first use of Rapid DNA Identification in a mass casualty event, and the results support the use of Rapid DNA as an integrated tool with conventional disaster victim identification modalities.  相似文献

This article argues that neoliberalism with its pervasive patriarchy and co-option of feminism, renders women tacitly complicit in gendered pay inequalities. We show that in New Zealand, one of the world’s most neoliberal nations, women who might precisely be best equipped to argue for equal pay – engineers – do not do so because neoliberalism makes many feel responsible for, and accepting of, their lower salaries. In interviews and focus groups, many women engineers talk of deserving less pay than men because of their ‘choices’, their ‘personality’ and their lack of ‘responsibility’. In a disempowering environment, some women show agency by disavowing gender as a reason for the pay gap. Such narratives of individualized shortcomings reduce hope of collective action that might uncover and dismantle the systemic causes of pay inequity, which are not due to a woman’s choice or personality but rather what we frame as the neoliberal chimera.  相似文献

Parental kidnapping is examined through a survey instrument developed by Rosemary Farley Janvier. The survey was tested and mailed to 283 left-behind parent victims nationwide; 65 parents elected to participate (a 23% return rate). The survey results yielded a statistical profile of parental kidnappings, with distinct differences between domestic and international cases. The differences were both in gender of the perpetrator and the victims, marital, and custodial status. The circumstances surrounding the kidnappings, use and effectiveness of existing legal remedies as preventive measures, law enforcement, attorneys, and the court?s responses, both pre-kidnapping and post-kidnapping and the emotional and financial costs to the parent victims were assessed. Recommendations by the left-behind parents for prevention of parental kidnappings are offered for legislative changes and procedural changes for the law enforcement community, attorneys, and the judiciary in decisions to be made to ultimately protect children from this trauma through prevention. In this exploratory cross-cultural study, we use interview data from representatives of social service, criminal justice, and policy-making agencies in two capital cities (Washington, D.C.) and Madrid, Spain) to compare responses to domestic violence within each country's sociolegal and cultural context. While both countries have patriarchal structures, there is great difference in the history, funding, development, and participants of the battered women's movement. For instance, in Spain the government determined the appropriate response to domestic violence from the onset, whereas in the United States the power to frame, find, and respond to the issue operated through a more insidious process of state cooptation. In both countries, wider social changes did not result; rather, services were provided as the movements became tied to finding requirements and to satisfying bureaucratic exigencies. Within this context, we analyze respondents'perceptions and interpretations of domestic violence as well as the institutional practices and future strategies proposed for continued social action.  相似文献

The Successful Scholars Project examined the determinants of successful public administration scholars. We surveyed the top 89 public administration scholars alive today (nominated by leaders of five national organizations) and asked them to rank a set of characteristics and behaviors that may have helped them achieve their success. We then analyzed the curricula vitae of 63 of the scholars. This article reports our study's findings and the recommendations of our successful scholars. Scholars heralded good methodological training and quality mentoring as significant. For research, choosing important, cutting-edge issues to write about, not following fads, being oneself, and publishing quality works were touted as important. Presenting research at national conferences also was highly recommended (while chairing committees and serving as discussants were not). Most scholars recommended steering away from administrative positions and university politics. We conclude with lessons for budding public administration scholars as well as lessons for designing public administration doctoral programs.  相似文献

Leaders in public affairs identify tools and instruments for the new governance through networks of public, private, and nonprofit organizations. We argue the new governance also involves people—the tool makers and tool users—and the processes through which they participate in the work of government. Practitioners are using new quasi-legislative and quasi-judicial governance processes, including deliberative democracy, e-democracy, public conversations, participatory budgeting, citizen juries, study circles, collaborative policy making, and alternative dispute resolution, to permit citizens and stakeholders to actively participate in the work of government. We assess the existing legal infrastructure authorizing public managers to use new governance processes and discuss a selection of quasi-legislative and quasi-judicial new governance processes in international, federal, state, and local public institutions. We conclude that public administration needs to address these processes in teaching and research to help the public sector develop and use informed best practices.  相似文献
