Asia is increasingly entering into the Australian imaginary as the nation grapples with the issue of ‘Australian identity’. This article examines two instances in which the idea of Asia has been taken up in debates about marriage and relations between men and women. Asia is a site of fantasy for men in an era when they feel that ‘traditional’ values of male pre-eminence in the family are being undermined. In this fantasy, ‘Asia’ is known through stereotypic representations, the stereotypes underlying the nature of the response in the popular media.  相似文献

When Jeff Kennett was swept into office on 3 October 1992, one of his first priorities was to reform the Victorian public sector as one part of his broad strategy to get 'Victoria on the Move'. Without losing much time, and with very little community or parliamentary debate, both the Public Sector Management Act 1992 (Vic) and the Employee Relations Act 1992 (Vic) were passed. These pieces of legislation have been the main instruments to regulate terms and conditions of employment for employees in the Victorian public service. Changes to the legislation will be examined in this paper and discussed in the context of whether a paradigm shift has occurred in managing employee relations in the Victorian public service.  相似文献

Good economic institutions promote prosperity. Yet bad institutions can persist because they induce patterns of distribution that benefit certain groups, which accordingly have a vested interest in the status quo. InWithout a Map: Political Tactics and Economic Reform in Russia, Andrei Shleifer and Daniel Treisman show how politicians in Russia used a specific kind of deal, a mixture of expropriation and co-optation, to destroy these vested interests in the transition to a market economy. In this essay I show that there are close analogies between institutional change in contemporary Russia, and that which occurred in nineteenth-century Latin America, particularly in Mexico during thePorfiriato. After developing the analogy I draw some conclusions from the Mexican experience for the long-run implications of Shleifer-Treisman deals. The good news is that sustained economic growth is possible with the institutions that Russia seems to have developed. The bad news is that these may lead to extreme social conflict and ultimately revolution. I argue that there are two mitigating factors in Russia that provide grounds for optimism that revolution may be avoided. First, Russia is a democracy; second, the role of foreign investment is limited. This study assessed whether sexual assault offenders were differently adjudicated from other violent felons and to what extent any differences in adjudication decisions were explained by the defendant's race. Five court decisions were analyzed using a weighted sample of 41,151 cases adjudicated between 1990 and 1996 that were representative of cases in the seventy-five most populous United States counties. The results did not support the hypothesis that sexual assault cases were given, on average, more leniency than less serious violent offenses, however, various adjudication decisions for the four violent offenses were moderated by the defendant's race. Interaction models showed minorities were treated more punitively compared to Whites when they were charged with an assault, robbery, or murder, but they were treated more leniently when they were charged with a sexual assault. Explanatory models that accounted for the differential processing of minorities that were disproportionately lenient or punitive, depending on the crime, are discussed.  相似文献

In this paper we investigate empirically whether or not the notion of an enclave adds substantially to existing knowledge of the determinants of long-run economic, political, or institutional development. We discuss the prominent place of enclaves in historical accounts in the dependent development literature, particularly in the work of Cardoso and Faletto (1966, 1979) and the large difficulties of determining in practice whether or not a country was or was not an enclave. We find little evidence for a relationship between past enclave status and long-run growth, inequality, or the size of the government. However, there does seem to be some preliminary evidence that countries that were enclaves have greater state capacity than non-enclaves and have been less democratic in the post-WWII period.  相似文献
