This essay examines Latin America's experience in the crisis and restructuring of world capitalism from the 1970s into the twenty‐first century, with particular emphasis on the neo‐liberal model, social conflicts and institutional quagmires that have engulfed the region, and the rise of a new resistance politics. The empirical and analytical sections look at: Latin America's changing profile in the global division of labour; the domination of speculative finance capital; the continued debt crisis, its social effects and political implications; capital–labour restructuring, the spread of informalisation and the new inequality; the passage from social explosions to institutional crises; the new popular electoral politics and the fragility of the neo‐liberal state. These issues are approached through the lens of global capitalism theory. This theory sees the turn‐of‐century global system as a new epoch in the history of world capitalism, emphasising new patterns of power and social polarisation worldwide and such concepts as a transnational accumulation, transnational capitalists and a transnational state. Finally, the essay argues that global capitalism faces a twin crisis in the early twenty‐first century, of overaccumulation and of legitimacy, and explores the prospects for social change in Latin America and worldwide. 相似文献

Two experiments (N=71) compare lay standards of insanity to standards incorporated in American legal codes. In Experiment 1, case vignettes provided only legally relevant information about defendants' degrees of impairment in cognition or in behavioral control. Respondents' judgments of criminal liability ornot guilty by reason of insanity (NGRI) reflected an exculpatory standard of substantial impairment in both cognition and control. In Experiment 2, case vignettes provided realistic information about defendants' psychiatric diagnoses; respondents had to infer levels of cognitive and control impairment. Results showed that respondents made highly idiosyncratic inferences based on diagnostic categories, but once made, these inferences predicted NGRI judgments. Abstract: The purpose of the paper is to identify the distinguishing features of an effective approach to managing retrenchment in a public service organization. It draws on the author's experience in Alberta and makes reference to experience in the rest of Canada and in the United States. Management responses to changes in the external environment are considered under two headings: strategic and operational. Strategic responses aim to acknowledge economic reality and to increase political support by enhancing credibility and visibility. A new corporate strategy aims to position the organization for maximum effectiveness at a smaller size in the post-retrenchment period. Operational responses emphasize communication and productivity planning. Restraint measures include voluntary staff reductions, compensation reductions and non-voluntary staff reductions, usually in that sequence. The central operational issue is reducing staff complement and the principal dilemma is whether to encourage voluntary terminations or to select the staff to be dismissed. The outcome is a trade-off between fairness and rationality. Ten principles of effective retrenchment management emerge from the experience discussed: 1. scan the environment; 2. acknowledge reality; 3. foster political support; 4. renew the commitment to productivity; 5. review the corporate strategy; 6. target the reductions; 7. reduce slowly; 8. seek alternatives to staff reductions; 9. balance rationality and fairness in staff reductions; and 10. communicate, communicate, communicate. 相似文献

Electoral rules can motivate politicians to cultivate a “personal vote” through their legislative voting records. However, I argue that candidate‐selection procedures have the ability to overpower these electoral incentives. This study—the first systematic study of how candidate selection and electoral rules interact—takes advantage of Lithuania's unique mixed electoral rules and fortuitous candidate‐selection procedures. Regardless of electoral rules, MPs whose future careers depend on getting renominated by central party leaders vote against the party less than those whose careers do not. This evidence of a “selectoral connection” suggests candidate‐selection procedures must be studied much more seriously. 相似文献

Globalisation is bringing about changes in social hierarchies in the world capitalist system which traditional categories and frameworks in development studies and macro-sociologies are unable to capture. Under globalisation processes of uneven accumulation are unfolding in accordance with a social and not a national logic. The increasing subordination of the logic of geography to that of production and the rising disjuncture between the fortunes of social groups and of nation-states, among other processes, demand that we rethink development. The social configuration of space can no longer be conceived in the nation-state terms that development theories posit but rather as processes of uneven development denoted primarily by social group rather than territorial differentiation. Social polarisation, the fragmentation of national economies, and the select integration of social groups into transnational networks, suggest that development may be reconceived not as a national process, in which what 'develops' is a nation, but in terms of developed, underdeveloped and intermediate population groups occupying contradictory or unstable locations in a transnational environment. The shift to flexible accumulation worldwide and from an international to a global division of labour result in an increasing heterogeneity of labour markets in each locale. Labour market participation becomes a key determinant of new social hierarchies and of development conceived in social groups terms. Local and national labour markets are themselves increasingly transnationalised, part of a global labour market, in which differentiated participation determines social development. This article applies these propositions to a case study of Central America, examining the changing fortunes of one particular region under global capitalism and the lessons it offers for changing social hierarchies in the world capitalist system and for a renewal of the sociology of development. 相似文献
