Do Peers Matter in the Development of Self-Control? Evidence from a Longitudinal Study of Youth

According to Gottfredson and Hirschi??s self-control theory, child and adolescent variation in self-control results primarily from variations in parental socialization. Although much research reveals a link between parenting and self-control, many recent studies indicate that the etiology of self-control is more complex than what has been theoretically specified. In further considering this issue, the current study first presents a theoretical model that emphasizes the role that peers may play in the development of self-control, even when accounting for the influence of parents. Next, we empirically assess the extent to which peer behavior influences self-control during childhood. The data come from a sample of U.S. families (n?=?776); 48% of the subjects are male, their age was 9?years, and non-Hispanic whites represented 84% of the sample. The analysis revealed that peer behavior is significantly associated with subsequent self-control, even after accounting for differences in parental socialization, prior self-control, and other potential sources of spuriousness. The implications of the findings for theory and future research are discussed.     

John Locke and the Limits of Religious Liberty: Marriage License Refusal,Religious Freedom Laws,Vaccine Refusal,Contraception Mandate Exemptions,and Ultrasound Requirements

Nearly two hundred fifty years into its existence, the American polity faces a conundrum over a core founding principle: religious liberty. Multiple debates have emerged over the extent and limits of religious liberty, including arguments over how far any one person’s religious liberty extends into the public sphere as well as into the private lives of other citizens. Highly influential on James Madison’s crafting of the First Amendment, John Locke’s Letter Concerning Toleration outlines a strong conception of both religious toleration and of religious liberty. In the “Letter,” Locke’s reasoning is sympathetic to the concerns and convictions of believers while remaining cognizant of the calamities to which religious differences can give rise. Further, he provides a robust explication of the mutually exclusive domains of ecclesiastical and civil authorities, now known more colloquially as the division of church and state. In the following article, I illustrate how the principles put forth by Locke offer guidance in adjudicating religious liberty claims in the cases of Kim Davis, religious freedom laws, vaccine refusal, contraception mandate exemptions, and ultrasound requirements.     

How Do Indifferent Voters Decide? The Political Importance of Implicit Attitudes

A hallmark finding in the study of public opinion is that many citizens approach the political realm with one‐sided attitudes that color their judgments, making attitude change difficult. This finding highlights the importance of citizens with weak prior attitudes, since they might represent a segment of the electorate that is more susceptible to influence. The judgment processes of citizens with weak attitudes, however, are poorly understood. Drawing from dual‐process models in psychology, I test the idea that citizens with weak explicit attitudes rely on implicit attitudes as they render political judgments. I find support for this conjecture in experimental and observational data. There are two main contributions. First, I show that an important and understudied segment of the electorate arrives at political decisions via automatic (but nonetheless predictable) mental processes. Second, I characterize the conditions under which implicit political attitudes matter more and less.     

Does Training and Coaching Matter? An 18-Month Evaluation of a Community Supervision Model

During the last decade, several formalized approaches have been developed to improve the effectiveness of probation and parole by implementing evidence-based research into community supervision practices. A key component of these new approaches are the use of officer coaching sessions, which are designed to improve officer fidelity in the core correctional skill areas. This study explores the impact of an initial training and monthly coaching sessions in the Effective Practices in Community Supervision (EPICS) model on probation and parole officer use of core correctional skills. The results examine the average quarterly officer use of skills over an 18-month follow-up period based on training status (i.e., trained versus untrained officers) in the EPICS model. This study adds to the understanding of the role training and coaching may play in improving officer use of core correctional skills. Policy implications and recommendations for future research are also discussed.     

No hay ganancia en la milpa: the agrarian question,food sovereignty,and the on-farm conservation of agrobiodiversity in the Guatemalan highlands

Although they receive little recognition for their contribution, peasant farmers in the global South play a fundamental role in securing the long-term global food supply. Via their self-sufficient agricultural practices, they cultivate the crop genetic diversity that enables food crops to adapt to changing environmental conditions. In this paper I draw upon empirical data from the Guatemalan center of agricultural biodiversity to investigate the concern that market expansion will displace peasant agriculture and undermine a cornerstone of the global food supply. I find that even though peasants' livelihoods involve multiple forms of market provisioning, they also engage in a Polanyian ‘double movement’ to protect their subsistence-oriented agricultural practices from the potentially deleterious effects of markets. I also investigate the so-called ‘agrarian question’ about the effects of market expansion on the viability of peasant agriculture, finding that although new forms of market provisioning are likely exacerbating rural inequality, the income from market activities actually enables rural Guatemalans to reproduce the conditions for peasant agriculture. Ultimately, I observe that the conservation of agricultural biodiversity and, consequently, global food security are contingent upon the ‘food sovereignty’ of peasant farmers.     

Adolescent Neglect, Juvenile Delinquency and the Risk of Recidivism

Victims of child abuse and neglect are at an increased risk of involvement with the juvenile justice and adult correctional systems. Yet, little is known about the continuation and trajectories of offending beyond initial contact with law enforcement. Neglect likely plays a critical role in continued offending as parental monitoring, parental rejection and family relationships are instrumental in explaining juvenile conduct problems. This study sought to determine whether neglect is associated with recidivism for moderate and high risk juvenile offenders in Washington State. Statewide risk assessments and administrative records for child welfare, juvenile justice, and adult corrections were analyzed. The sample was diverse (24 % female, 13 % African American, 8 % Hispanic, 5 % Native American) and included all moderate and high risk juvenile offenders screened by juvenile probation between 2004 and 2007 (n = 19,833). Official records from child protection were used to identify juvenile offenders with a history of child neglect and to identify juvenile offenders with an ongoing case of neglect. Event history models were developed to estimate the risk of subsequent offending. Adolescents with an ongoing case neglect were significantly more likely to continue offending as compared with youth with no official history of neglect. These findings remain even after controlling for a wide range of family, peer, academic, mental health, and substance abuse covariates. Interrupting trajectories of offending is a primary focus of juvenile justice. The findings of the current study indicate that ongoing dependency issues play a critical role in explaining the outcomes achieved for adolescents in juvenile justice settings. The implications for improved collaboration between child welfare and juvenile justice are discussed.     

Shifting Foundations: women economists in the Weimar Republic

This article draws on a biographical case study of the first women to obtain doctorates in economics at the University of Berlin between 1900 and 1925. Their educational opportunities and experiences were linked to the networks that tied the women’s and social reform movements, as well as to the disciplinary differentiation of the German social sciences and the development of social work. These connections allowed them to exploit particular employment niches before and during the First World War, but the foundations of the expertise upon which women economists could call did not hold in the new political and institutional context of the Weimar Republic. What these early graduates patched together in response reveals a complex of opportunities and limitations presented by their simultaneous exploitation of essentialist and expertise‐based arguments.     

Interweaving Aboriginal/Indigenous Rights with Urban Citizenship: A View from the Winnipeg Low-Cost Housing Sector,Canada

State-society relations around low-cost housing in Canada changed from a period of strong federal leadership centred on social rights to a period of state retrenchment. A coalition of housing stakeholders from the public, private, and voluntary sectors self-organized in Winnipeg to create new low-cost housing following the 1993 discontinuation of federal social housing programs. This move toward urban citizenship was not received in the same way by Aboriginal peoples pursuing a distinctive set of rights centred on self-determination alongside common social (housing) goals. While Aboriginal rights are given regard at the federal level, they were not embedded in localized citizenship processes. Expanding the theorization of urban citizenship, the empirical results in this article reveal that discourses of democratic racism and cultural neutrality permeate mainstream views, running counter to Aboriginal citizenship pursuits.
