Abstract. An examination of public employment and expenditure data for 17 OECD countries for the period 1963–1983 reveals decelerating growth in public employment after 1970, whereas expenditure growth rates have been accelerating. Two contrary tendencies in public sector employment since the early 1970s are apparent: a general decline in goods and market services, and a significant increase in communal and social services. Comparative empirical analysis, using a pooled cross section-time series technique, confirms the important contribution of increasing wealth to public employment growth. Similarly, a strong societal position for organised labour and increasing unemployment rates contribute to public employment growth, thereby suggesting the presence of a discretionary stabilization policy. Contrary to expectations, however, increased trade dependence exerts a negative impact. With regard to the relationship between expenditure and employment, a general increase in the employment creation efficiency of spending can be discerned. Empirical estimates again suggest that the importance of labour in political-economic decision-making has intensified the employment creation effect of public spending.  相似文献

Abstract. Little research on peripheral nationalism goes beyond the case study approach. Comparative studies provide greater understanding of national self-identification by comparing different ethnic groups, yet encounter difficulties in rigorously delineating specific non-group causal factors. This study adds to our insights into peripheral nationalism by comparing self-identification within the same group but in two different political systems. Study of the Basques in both Spain and France permits a comparison of the same group, thus imposing an analytical control on ethnicity, under two different sets of state policy directions. Utilizing survey data, this investigation found sharp differences in national self-identification in the Basques in Spain and France. The argument is advanced that, even when other explanatory factors are considered, this difference in Basque identification should be understood in light of the different policy stances taken over time by the central governments in Paris and Madrid toward their respective Basque minorities. While initially counter-intuitive, it is suggested that toleration and non-repressive policies toward such minorities may actually serve in the long term to decrease peripheral national identification.  相似文献

Government formation in multi-party systems often requires coalition negotiations and finding common ground among coalition partners. Supporters of parties involved in the government formation process face a trade-off when evaluating such bargaining processes: on the one hand, voters usually prefer seeing their party being in government rather than in opposition; on the other hand, negotiations require coalition compromises that they might dislike. In this paper, we study voters’ willingness to accept policy compromises during government formation processes. We argue that voters’ acceptance of policy compromises depends on both the strength of their party attachment and the importance they assign to the issue at stake during the coalition negotiations. Not giving in on important issues is key, especially for supporters of challenger parties, who hold strong policy preferences on a selected number of issues. To test these expectations, we collected original survey data immediately after the Spanish general election in November 2019. The results show support for the hypothesized effects, shed light on the pressure potential coalition partners face during government formation and help explain the failures of government formation attempts in increasingly polarized societies.  相似文献

In 1977, the Washington State Legislature enacted radical modifications of its juvenile justice code. Explicitly abandoning the parens patriae philosophy of the juvenile justice system, a "justice" philosophy was adopted. Provisions of the law include a determinate sentencing structure, the divestiture of status offenses, greater due process rights for juveniles, and a formalized diversion process which emphasizes accountability rather than treatment. This paper brings together the available research on the implementation of the law to assess how the introduction of a justice approach has influenced equality, fairness, and punishment levels in Washington State's juvenile justice system.  相似文献
