Empirical criteria for the determination of suicide manner of death

A 16-item instrument was constructed as a tool to assist medicolegal official in their investigations and certifications of suicidal deaths. The Empirical Criteria for the Determination of Suicide (ECDS)--derived from a combined set of the 22 criterion items of the Operational Criteria for the Determination of Suicide (OCDS) and 33 other items obtained from experts and the professional literature--was constructed and validated by using 126 suicide and accident cases obtained from 70 medical examiner participants. Analysis of the cases confirmed that suicide is a manner of death in which there is evidence of both self-infliction and intention to die. The 16 items retained in the ECDS discriminated suicides from accidents best in relation to self-infliction and intention. In analysis of its concurrent validity, the ECDS instrument predicted 100% of the suicides and 83% of the accidents, thus correctly identifying 92% of all cases.     

Female Immigrant Victims of Domestic Violence: A Comparison between Immigrants from the Former Soviet Union in Israel and Israeli-Born Women

This study aimed to understand patterns of physical and psychological violence and the system of social support among female immigrants from the Former Soviet Union in Israel who are suffering from domestic violence. Immigrant women receiving help in Centers for the Treatment and Prevention of Domestic Violence and in shelters for battered women (n?=?74) were compared with Israeli-born women receiving help in the same Centers and shelters (n?=?107). Immigrant and Israeli-born women reported similar levels of physical and psychological violence, and the immigrants’ utilization of formal and informal systems of social support was similar to that among Israeli-born women. However, immigrant women were threatened more frequently with expulsion from Israel, and their partners were alcoholically intoxicated more often than the partners of Israeli-born women. Non-Jewish women were more frequently threatened with expulsion from Israel, and they reported a lower level of social support received from parents and friends.     

Ideational Theorizing in the Social Sciences since “Policy Paradigms,Social Learning,and the State”

In the years since Peter Hall's seminal 1993 article “Policy Paradigms, Social Learning and the State” appeared, the ideational research agenda has expanded enormously, to the point where it now includes everyone from constructivists to rational choice theorists. This article assesses what we have learned about the role of ideas in political life since “Policy Paradigms” appeared, analyzes how well social scientists have taken up the challenges and questions “Policy Paradigms” put forward, and discusses the strengths and weaknesses of current ideational scholarship. Based on this, the article concludes that the way forward for ideational scholars must include coming up with clearer, more easily agreed upon definitions of ideational variables, more extensive study of the processes through which ideas become institutionalized and thus able to affect political outcomes over time, and more careful investigations of the ways in which ideas shape or form both actors' motivations and contexts.     

The Psychosocial Inventory of Ego Strengths: Development and Validation of a New Eriksonian Measure

An underexamined component of Erik Erikson's psychosocial theory is the concept of ego strengths. The eight ego strengths are present throughout the life span, but each have their ascendance in conjunction with successful psychosocial stage resolutions. Upon careful analysis of Erikson's writings, the Psychosocial Inventory of Ego Strengths (PIES) was developed to assess this component of psychosocial theory. The measure was scrutinized by several Eriksonian scholars for its face and content validity. Then, two studies were conducted among college samples in the United States and Canada. Evidence for internal consistency was shown for the eight ego strengths, as well as on overall score. Convergent validity was shown between the PIES and assessments of identity achievement, self-esteem, purpose in life, internal locus of control, and sex roles. Discriminant validity was observed in negative correlations between the ego strengths and hopelessness, identity diffusion, identity moratorium, and personal distress. Suggestions for future research utilizing this measure are given.     

R&D consortia: Impact on competitiveness?

This research examines the impact of research and development (R&D) consortia on the competitiveness of American companies. It also concludes that since passage of the 1984 National Collaborative Research Act, which allows companies to jointly perform research, only a few R&D consortia have been formed and they do not have much impact on companies through applications of new technology. It is suggested that R&D consortia may have more impact on firms that are catching-up technologically or for which the particular research is tangential to their core business. He holds a Ph.D. in public policy from the George Washington University (1988), and has worked for the National Science Foundation, the Congressional Office of Technology Assessment, and the National Academy of Sciences. His interests focus on technology, economic competitiveness, and government policy. He has recently published on these topics in Research Policy (August 1990), and Policy Studies Review (Spring 1991, forthcoming).     

The Profession of Public Administration: An Ethics Edge in Introductory Textbooks?

Given the substantial interest in public service ethics, this study examines its foundations as reflected in paradigmatic textbooks—a unit of analysis that informs both theory and practice in the field. The interpretative framework employed evaluates the context (the amount and placement of the topic, the use of graphics, and sources cited) as well as the content (conceptualization of management ethics and inclusion of implementation issues) of ethics found in the publications. A limited definition of a professional—one in possession of largely technical skills—is reflected in the textbooks. The implications of the findings are explored.
