For the past twenty‐five years Australia's bilateral relationship with India has been typified by an ongoing process of “rediscovery”, irrespective of whether Labor or Liberal administrations have steered foreign policy. This article explores the reasons why this might be the case by analysing Australia's foreign policy approaches to India spanning the period 1983 to 2011. It interrogates various Labor and Liberal strategies that have been mobilised to “reinvigorate” the relationship and searches for reasons why they have only been partially successful in strengthening Australia's rapport with India. The authors draw upon discussions with strategic affairs editors of India's major daily newspapers and current affairs journals to gain insights into Indian impressions of Australia from a political and foreign policy perspective. 相似文献

It is thought that deaf or hard of hearing individuals are at greater risk of abuse than the hearing population. The purpose of this paper is to systematically examine and integrate existing literature to determine the prevalence rates of neglect, emotional, physical and sexual abuse and intimate partner violence (IPV). A set of inclusion and exclusion criteria was determined. Following this a comprehensive search of numerous databases was conducted. Fourteen studies met the inclusion criteria. Eight studies reviewed the prevalence of sexual abuse, seven reviewed physical abuse, five reviewed emotional abuse, four reviewed neglect and six examined IPV. This exceeds 14 as numerous studies examined multiple types of abuse. Quality assessment indicated 12 studies were of ‘moderate’ quality and the remaining two were rated ‘good’ quality. Issues with similar samples, a tendency towards young, educated women within the IPV data, and small samples suggest caution is to be used when interpreting their results. The reliance on written measures and the absence of an interpreter or translation of materials in some studies further complicates the results. All types of abuse were found to be more prevalent within the deaf and hard of hearing population compared to the hearing population. 相似文献

This article describes legal and human rights issues in three cases of transnational online offending involving extradition requests by the United States (US). These cases were selected as all suspects claimed the negative impacts of autism spectrum disorders (ASDs) were sufficient to deny extradition on human rights grounds. We demonstrate how recent developments in UK and Irish extradition law raise human rights and prosecutorial challenges specific to online offending that are not met by established protections under domestic and internationally sanctioned approaches to extradition or human rights law. In these cases, although the allegedly unlawful conduct occurred exclusively online and concurrent jurisdiction enables prosecution at both the source and location of harm, we demonstrate why national courts hearing extradition challenges are extremely reluctant to shift the trial forum. We conclude by discussing the implications of the new geographies of online offending for future criminological research and transnational criminal justice. 相似文献

Tamara Hareven was widely recognized for her contribution to the study of the family in the context of economic activity, but she was also a pioneer in developing an understanding of carework, the unpaid work that families, usually women, do for the young, and the dependent elderly. This article reviews her insights from interviews in Manchester and in Kyoto, where she examined family strategies for combining paid work and carework among working class families. She described how women integrated child care and economic activity in the decades when women were expected to be at home and out of the labour force. The Manchester interviews also revealed the role of the adult child providing care for the elderly parent and how this role changed rapidly between early and later cohorts of adult children born in the early 20th century. From this she developed her insights on the importance of the historical context for understanding how transitions to parent care differed for different cohorts. In the early 21st century, carework has become integral to the study of the family and of women's roles in the family. Tamara Hareven's work provides early insights as to how these issues were managed in the context of more traditional family roles in the early 20th century. 相似文献

The Republicans gained a majority in the US House from the 1994 elections, and upon taking office they rewrote the rules that determine legislative power relations. This paper combines a 1996 attitudinal survey of US Representatives with demographic information, status within the House, and party position to examine the impact of the 1995 rule changes on satisfaction, ambition, and retirement. This paper demonstrates that member reactions to reform are explained jointly by their partisanship and their relative position within their party. Senior members of any party dislike rules making power more exclusive, and dissatisfaction increases the likelihood of retirement. 相似文献

The paper is a call to re-ignite the debate over the future shape of the EU’s concentration or merger control architecture in the longer-term. The paper contributes to this debate by considering the efficacy of replacing the current merger control architecture of separate jurisdictional zones with a more cooperative approach. It demonstrates that the adoption of the cooperative architecture would result in a number of benefits relative to the operation of the current architecture. For in effectively resolving a major problem that has dogged the operational effectiveness of the current architecture since it became law in 1990, the misallocation problem, the proposed architecture would also lead to a strengthening of the application of the principle of subsidiarity in this field, be supportive of the reinterpreted more appropriate authority goal, and resolve the multiple notification issue. Further, by ending the multiple notification issue, the valued one-stop shop approach to merger regulation would be reinforced. Yet the paper recognises that the cooperative architecture itself is not concern free, for the cooperative approach in granting Member state regulators the right for the first time to apply EU merger law, albeit in certain circumstances only, creates the possibility of inconsistent decision-making across this network. This would distort the regulatory level playing field, undermining what the architecture is supposed to guarantee, the Single European Market. With this in mind, necessary safeguards are explained. The paper concludes by briefly commenting upon key systems that need to be in place to ensure the operational effectiveness of the cooperative architecture. Of course, and at the cost of stating the obvious, improving the protection of competition in the field of merger control in the longer-term requires a willingness on the part of the key stakeholders to look beyond the current architecture of separate jurisdictional zones. 相似文献

The erosion of partisan ties observed in many advanced industrialised democracies has been attributed to a cluster of factors associated with societal modernisation. This article considers the impact of one of these explanatory factors, the political sophistication of the electorate, in the case of France. Specifically, it tests the proposition that a more highly-educated and better-informed electorate will be less partisan. Its findings challenge a number of the assumptions behind the ‘independent’ voter thesis. The evidence points to the fact that it is lower rather than higher cognitive mobilisation that is associated with apartisanship. More politically-sophisticated voters, young and old alike, tend to have stronger party attachment and to rely on this rather than on complex evaluations of issues and policy to guide their voting decision. 相似文献

The potentially numerous cases of ‘genocide’ around the world can now invoke the precedent of NATO's use of military force for humanitarian purposes against Serbia in spring 1999. Such a claim was suggested by Georgian President Eduard Shevardnadze over Georgia's disputed former autonomous republic of Abkhazia. The conflict over this former ‘Soviet Riviera’ again demonstrates the constraints behind gaining accurate information on the causes and consequences of a conflict. Particularly, it illustrates the difficulty of determining what constitutes ‘genocide’ and against whom, as both the Abkhaz and the displaced Georgians make such claims. On that basis, each party can expect ‐ and equally fear ‐ a NATO‐style military intervention. In the event, even if both sides view themselves as victims of ‘genocide’ and entitled to such intervention, Western perceptions of strategic interests in the Caucasus prevent this scenario.
