AbstractPresident Nixon’s January 25th speech represented not the beginning but the end of negotiations. It signified that the U.S. is downgrading the Paris talks and that no further secret negotiations are taking place. Nixon’s statement of the “U.S.-South Vietnam Proposal for a Negotiated Settlement” and its rejection by the other side is the latest clarification of a truth which has underlain the Paris Peace Talks since they began, namely that the contradictions between the Nixon Administration’s vision of a peace in Indochina and that of the Provisional Revolutionary Government of South Vietnam (PRG) and the North Vietnamese are irreconcilable. Nixon has never been, and is still not, willing to make the kind of concessions necessary to make real progress in the negotiations because he has throughout been committed to the maintenance of a staunchly anti-communist government in Saigon and the continuation of dominant U.S. influence over the domestic politics of South Vietnam. As a result, the PRG has not been willing to make the kind of concessions which would allow scope for negotiation because this would mean committing political suicide by entrusting itself to the tender mercies of the Thieu government. 相似文献

Abstract: There has been a continued loss of wetlands in Ontario as pressurcs from conflicting land uses escalate. This paper examines the manner in which the Ontario Municipal Board has treated the issue of wetlands protcction in hearings on land-use disputes in the provinw. Bastul on a review of nine wetlands caws dating from 1980 to 1993, the decision-making process of the Ontario Municipal Board was examined with regard to wetlands prokxtion. Analysis of the cases revealed a number of issues: the lack of relevant information at hearings; the role of policy and legislation in thc decision-making process; the use of negotiation and mediation in the hearing process; and the significance of private property rights versus the public interest in wetlands protection. This paper dismsses these issues in the context of the role of the Ontario Municipal Board in the planning and management of wetlands in Ontario. Sommaire: AG mesure qu'augmentent les pressions résultant des utilisations contra-dictoires des terres, la pcrte de terres humides continue en Ontario. Cct article examine la manière dont la Commission des affaires municipales de l'Ontario a traité cette question au cours des audiences sur les disputes concernant l'utilisation des terres dans la province. En analysant neuf cas relatifs aux teres humides datant de 1980 à 1993, on a examiné le processus décisionnel de la Commission en ce qui concerne leur protection. L'analyse des cas a révélé plusieurs questions telles que le marque d'informations disponibles pendant les audiences, le rôle des plitiques et des lois dans le processus décisionnel, l'emploi de la négcriation et de la médiation dans le processus d'audience et enfin, la prise en compte des droits fonciers privés par rapport à l'intérêt public dans la protection des terres humides. Abstract This research investigates the where and when of sexual assaults to determine what types of sexual crimes are committed at different time and place classifications. Exhaustive CHAID (chi-squared automatic interaction detection) analyses are conducted, examining factors associated with crimes that were committed indoors or outdoors, in private or public places, during the day or at night, and during the week or on the weekend. These methods are applied to a sample of 361 sexual crime events committed by 72 serial sex offenders. The results are strikingly different dependent on which spatial or temporal aspect of the crime is examined, which implies the complexity of sexual crime events and their situational components. This research brings to light possible policy implications with respect to situational crime prevention. 相似文献
