The article investigates accountability structures in the Secretariat of the United Nations (UN) by emphasizing the institutional design and the interaction between member states and Secretariat. Empirical findings indicate that reform endeavors toward a more performance‐based accountability in the UN Secretariat have fallen short. The article finds that mistrust between Secretariat and member states and among the member states themselves is predominantly responsible for the identified shortcomings and outlines how polarized the legislative organs – namely the member states – are. Evidently, a substantial concern of the countries represented in the G77 is that an empowerment of the Secretariat would ultimately lead to an empowerment of the influential donor countries and the permanent members of the Security Council. Consequently, the authors identify three main challenges that have to be handled in order to move toward a more performance oriented accountability structure: The creation of a trusting environment and strategic partnerships between the governing bodies, the further empowerment of senior managers, and a review of the current performance management system. The boundaries of democracy are typically defined by the boundaries of formal status citizenship. Such state-centered theories of democracy leave many migrants without a voice in political decision-making in the areas where they live and work, giving rise to a problem of democratic legitimacy. Drawing on two democratic principles of inclusion, the all affected interests and coercion principles, this article elaborates this problem and examines two responses offered by scholars of citizenship for what receiving states might do. The first approach involves expanding the circle of citizenship to include resident noncitizens. A second approach involves disaggregating the rights conventionally associated with citizenship from the legal status of citizenship and extending some of those rights, including voting rights, to resident noncitizens. This article argues that both approaches fall short of satisfying the democratic principles of inclusion, which call for enfranchising individuals not only beyond the boundaries of citizenship but also beyond territorial boundaries.  相似文献

Abstract

Social work education in the United States takes place not only in classrooms but also in the many workplaces where students complete their mandatory internships. This practicum, known as “field education,” is social work’s “signature pedagogy.” Although efforts have been made to integrate human rights education (HRE) into US social work education and the Council on Social Work Education now mandates a human rights competency, little research has examined how and whether the HRE mandate is implemented in field education. This article examines the impact of HRE on social work field education by focusing on one state—Florida. For this study, we surveyed 158 Florida field educators about their human rights knowledge and practices and conducted telephone interviews with the staff members who coordinate student internships at six social work schools. The data paint a complex picture. Although strides to foster students’ ability to apply human rights understanding in field education have been made, sustained institutional support for integrating HRE in field is needed at the university and associational level. True integration of HRE into field education will only be achieved when all educators receive the support they need to become educated on social work as a human rights practice.  相似文献

This research presents implications of the global pandemic for local government resiliency in the United States. The authors explore insights from local government officials and managers on the front lines of response and recovery efforts to the biological natural disaster. Findings from the latest nationwide survey of U.S. local governments regarding their preparedness for weather-related natural disasters also inform responses to the current crisis. Results indicate that local governments are innovating and taking strategic actions to fight the virus, even as COVID-19 has exposed social inequities that are exacerbated as the virus spreads. Survey findings of disaster readiness of local governments to weather-related disasters shows that small, resource-poor governments will not be able to respond well and social inequities will grow. Policy strategies at all levels of government must recognize and account for these inequities as threat of this virus subsides, to support stronger, more effective readiness for the next biological catastrophe.  相似文献

ABSTRACT

This article considers the place of women’s amateur film within regional and national film archive holdings through a specific case study of the ‘Women Amateur Filmmakers in Britain’ project at the East Anglian Film Archive (EAFA). Reflecting on the process of cataloguing and presenting this collection, the article will explore the challenges of making women’s creative filmed work visible, suggesting that women’s amateur films exist at a crucial overlap of archival oversight and cultural stigma. We argue that prevailing associations of archive film with space, place and location could prevent feminist-led projects from gaining traction in the contested world of exhibition where locality often overshadows other thematic or stylistic approaches. We argue that only by reconsidering the types of films that are prioritised for preservation and presentation can women’s films be made fully visible.  相似文献

One test of the practical relevance of any theory of international justice will be to apply it to the case of global climate change. Several thinkers have already dismissed John Rawls’s Law of Peoples as a possible candidate for helping to manage this problem, arguing, among other things, that it demands too little, too late. This paper revisits and defends the Rawlsian framework as a viable approach to managing climate change. In particular, it argues that the duty to assist (the eighth principle of the Law of Peoples) may actually be an invaluable resource for dealing with the now inevitable consequences of global climate change.  相似文献

Abstract

Protest performances inside parliament during 2012–2016 articulated claims to uphold democracy that contributed to the maintenance of pluralism in Ukraine during attempted authoritarian consolidation. Simultaneously, such protests were para-institutional instruments in the ongoing power struggle engendered by a patronal system where formal institutions and norms weakly constrained actors. A diverse repertoire of protest, including rostrum-blocking, visual protest, withdrawal, auditory disruption, somatic protest and spectacle, was used frequently and adapted in response to changes in the political opportunity structure. Innovations to the repertoire drew on and modified performative methods used by social movements.  相似文献

Postmortem computed tomography (PMCT) has been integrated into the practice of many forensic pathologists. To evaluate the utility of PMCT in supplementing and/or supplanting medicolegal autopsy, we conducted a prospective double-blind comparison of abnormal findings reported by the autopsy pathologist with those reported by a radiologist reviewing the PMCT. We reviewed 890 cases: 167 with blunt force injury (BFI), 63 with pediatric trauma (under 5 years), 203 firearm injuries, and 457 drug poisoning deaths. Autopsy and radiology reports were coded using the Abbreviated Injury Scale and abnormal findings and cause of death (COD) were compared for congruence in consensus conferences with novel pathologists and radiologists. Overall sensitivity for recognizing abnormal findings was 71% for PMCT and 74.6% for autopsy. Sensitivities for PMCT/autopsy were 74%/73.1% for BFI, 61.5%/71.4% for pediatric trauma, 84.9%/83.7% for firearm injuries, and 56.5%/66.4% for drug poisoning deaths. COD assigned by reviewing PMCT/autopsy was correct in 88%/95.8% of BFI cases, 99%/99.5% of firearm fatalities, 82.5%/98.5% of pediatric trauma deaths, and 84%/100% of drug poisoning deaths of individuals younger than 50. Both autopsy and PMCT were imperfect in recognizing injuries. However, both methods identified the most important findings and are sufficient to establish COD in cases of BFI, pediatric trauma, firearm injuries and drug poisoning in individuals younger than 50. Ideally, all forensic pathologists would have access to a CT scanner and a consulting radiologist. This would allow a flexible approach that meets the diagnostic needs of each case and best serves decedents' families and other stakeholders.  相似文献
