Nearly 70 years ago, Dahl noted the difficulty of constructing a science of public administration that was plagued by three interrelated problems: values, behavior, and culture. Underlying all three problems was the presumption that public administration could establish a set of universal principles independent of moral or political ends, individual human differences, or social influences. In discussing these three broad and easily accessible themes, Dahl did more than identify and critique the field's problems and presumptions. He also provided a road map to move the field forward and establish a science of public administration. Drawing on the framework provided by Dahl, this article argues that the field has made considerable progress in recognizing, if not addressing, each problem raised by Dahl. Even so, several current presumptions or omissions are also identified that, if challenged, can provide additional possibilities to advance the science of public administration.  相似文献

Taiwan's newly-elected president, Ma Ying-jeou, is determined to relax the tension that has gripped the Taiwan Strait for more than a decade. His positions during the election campaign were calculated to reassure both the Beijing government and the Taiwanese people. On the one hand, he made it clear that he would remove barriers to improved relations and reach out to the Chinese leadership. At the same time, he was equally clear in his commitment to protecting Taiwan's interests. Ma's positions strike a balance between preserving Taiwan's de facto political independence and moving toward a more constructive relationship with the mainland. This approach enjoys widespread popular support in Taiwan. Still, the devil is in the details, and implementing Ma's ideas will require cooperation from Beijing, and from other political actors within Taiwan itself.  相似文献

In 1969, Speaker of the House Assembly of Papua and New Guinea John Guise, spoke of a "quiet decision" to limit the activities of "Native" Local Government Councils in the Territory, so that "they seem to be much more like those of Australian Shire Councils" . The present essay suggests that this "quiet decision", contrary to conventional wisdom, was not simply part of a colonial policy designed to serve "assimilationist purposes". Rather, the restricted role finally accorded to local councils was a corollary of the enhanced, post-war capacity of the metropolitan state. Early local government policy never envisaged councils as a first step toward self-government. Rather, councils were to be vehicles for securing the "systematic development of native agricultural potential". The decision to limit the scope of local government policy reflected not a rejection of this initial intent, but rather agrarian reform after 1956 was re-constituted as an object of direct government control. The legacy of local government in Papua New Guinea is not so much one of 'white' colonialism, but of 'development' entrapped in trusteeship.  相似文献

Using lifetime data from two waves of the National Epidemiologic Surveys on Alcohol and Related Conditions, this study sought to examine sex- and race-specific risks in the temporal relationship between adult onset severe physical intimate partner violence (IPV) victimization and alcohol misuse (binge drinking) and alcohol use disorders (abuse and dependence) and whether or not childhood trauma moderated these relationships among U.S. non-Hispanic White and Black women and men. IPV predicted most alcohol outcomes among White and Black women and White men. Conversely, binge drinking among White and Black women and alcohol abuse among Black women and men predicted IPV. Childhood trauma moderated the relationship between IPV and alcohol misuse mainly among Black respondents, with an increased risk of either outcome among those without childhood trauma. These findings suggest a reciprocal relationship between IPV victimization and alcohol misuse, with implications for sex- and race-specific prevention and intervention efforts.  相似文献

The emergence of new technologies is acting both as a driving force and an enabling factor to globalization. At the same time, these technologies are changing rapidly, shortening the life cycles of products and the underlying processes, and raising technology costs. Technology transfer from academic and scientific institutions has thus transformed into a strategic variable for companies and nations to cope with these challenges in a global economy. This article introduces the rationale for the special issue on the role of technology transfer in a global economy. The paper summarizes the main topics and themes covered by a selection of papers and keynotes presented at the annual conference of the Technology Transfer Society in 2011, as well as providing some pointers towards a future research agenda.  相似文献
