A public agency's capacity to implement policy and achieve valued public outcomes has been a long-running area of research in public administration. Many articles provide theory and empirics regarding the capacity to implement policy, but relatively few examine multiple types of agency capacity within the same analysis. This article develops a model based on the election administration literature in political science and public administration to examine the effects of managerial capacity, financial capacity, and technology on the election management outcome of the residual vote rate in North Carolina election jurisdictions. The results indicate that higher levels of management capacity and technology significantly reduce problems with voting as measured by the residual vote rate. Financial capacity shows a negative association with the residual vote rate but is not significant. The article concludes by discussing how studying election administration provides an important and uniquely good administrative context for developing administrative theory. 相似文献

While fingerprints are a highly used means of identification, not every fingerprint left behind on a potential crime scene can be used for identification purposes. In some cases, the fingerprint may be smudged, partially preserved or overlapping with other prints hence distorting the ridge pattern and may therefore be not appropriate for identification. Further, fingermark residue yields a very low abundance of genetic material for DNA analysis. In such cases, the fingermark may be used to retrieve basic donor information such as sex. The focus of this paper was to assess the possibility of differentiating between the sexes of the donor of latent fingermarks. Analytical method was GC–MS analysis of the chemical compounds of latent fingermarks using 22 male and 22 female donors. Results showed 44 identified compounds. Two alcohols, octadecanol C18 and eicosanol C20, were found to show a difference that was statistically significant between male and female donors. There is also some evidence for the possibility of distinguishing sex of the fingermark donor based on the distribution of branched chain fatty acids, as free compounds or esterified in wax esters. 相似文献

In this essay, I apply international human rights theory to the domestic discussion of criminalization. The essay takes as
its starting point the “right not to be punished” that Douglas Husak posited in his recent book Overcriminalization. By reviewing international human rights norms, I take up Husak’s challenge to imbue this right with further normative content.
This process reveals additional relationships between the criminal law and human rights theory, and I discuss one analogy:
the derogation by states of an individual’s human rights under specified conditions has certain similarities to the punishment
by states of an individual who holds a right not to be punished. Along the way, I highlight the normative implications of
defining a human right not to be punished under both generalist and specificationist perspectives on moral rights. Noting
the similarities as well as the differences in the concepts of punishment and derogation, this essay aims to contribute to
the exchange between theories of human rights and the criminal law. 相似文献

In the past two decades the United Nations Educational, Scientific, and Cultural Organisation (UNESCO) has broadened its focus on heritage from tangible sites to intangible cultural practices. It has also, according to supporters, advocated for the inclusion of local residents at heritage sites in management plans, emphasised the need to promote and protect human rights, and sought to balance preservation and conservation with what it terms “social and economic” needs. This article examines these claims via a case study on world heritage in China. It is suggested that UNESCO’s embrace of community involvement in heritage management is underpinned by a reliance on two fictive categories: an “international community” that agrees on heritage policies and a fictive homogeneous “local community” assumed to share the institutional values of UNESCO. This in turn reflects assumptions found at the centre of UNESCO’s cosmopolitan project going back to its establishment in 1948. 相似文献

Abstract: The Food and Drug Administration does not require surgical sutures to be tracked by manufacturer, physician, or patient; thereby, surgical sutures have been of little use to forensic practitioners who are tasked with establishing a positive identification with biological evidence. This study demonstrates the investigative process used to pinpoint suture manufacturers by presenting a case where surgical sutures were a distinctive characteristic that aided in the positive identification of skeletal remains. The suture’s manufacturer, construction material and structure, size, and medical use was determined by contacting a local surgical suture and orthopedic implant manufacturer and utilizing publicly available manufacturer websites, which provide catalogs and specific product details. This research was one of many lines of evidence used to establish the positive identification of a 47‐year‐old male. 相似文献

Allele and haplotype frequencies were obtained for the six Y STR loci DYS19, DYS389II, DYS390, DYS391, DYS393 and DYS385 in the New Zealand population. Ninety-two different haplotypes were found. The Maori population had a specific haplotype that occurred in over 30% of the population. The Pacific Island population exhibited a triple repeat at the DYS385 locus in 26% of individuals, something rarely observed in other population groups. 相似文献

Many national governments have adopted the idea of the ‘right to access information’ (RTI) or ‘freedom of information’ (FOI) as an essential element of the rights of citizens to freedom of opinion and expression, human rights, trust in public discourse and transparent, accountable and open government. Over 100 countries worldwide have introduced access to information legislation: 50+ in Europe; a dozen in Africa; 20 in the Americas and Caribbean; more than 15 in Asia and the Pacific; and two in the Middle East (Banisar, 2014). This article will provide an overview of access to information legislation and focus on the UK Freedom of Information Act 2000 as a case example. It will discuss the impact of the UK FOI Act on public authorities, with particular attention to records management implications, drawing on research undertaken by University College London. In the final section, it will reflect on relationships between access to information and open government data. If governments are moving to more openness, what implications might this have for those charged with implementing FOI and RTI policies, including for records management professionals? 相似文献
