The Covid-19 pandemic has seen most governments worldwide having to think on their feet rather than implementing detailed and well-rehearsed plans. This is notwithstanding the fact that a pandemic was bound to happen, sooner or later (and will happen again). The effectiveness of national responses has varied enormously. Globally, New Zealand has been perceived as setting the gold standard in ‘curve crushing’, and for a short period achieved Covid-free status. For this achievement, much credit is due to the New Zealand government, especially to Prime Minister, Jacinda Ardern. However, post-lockdown the New Zealand government has encountered a number of Covid policy implementation problems (many of which could have been anticipated). Nevertheless, Covid-19 might still turn out to have been a seismic shock to existing policy processes and policy frames (such as austerity). If so, there are grounds for hope that in the future, governments and voters might be less short-term in their outlook. This paper aims at testing whether there exist spending interactions between French municipalities by estimating a dynamic panel data model. Our results suggest that there are some interactions between neighbouring municipalities as regards primary and investment expenditures. A positive relationship between municipalities’ wage bill and unemployment rates is likely to stress a rise of temporary employment in those municipalities that suffer from social troubles. Further, the estimation results show that these interdependences also exist between cities whose mayors have the same partisan affiliation. Migration did not figure in the European Security Strategy of 2003. Never mentioned as a threat, it was not even mentioned as a risk. Thirteen years later, migration is widely cited in the new European Union Global Strategy. Much richer than the previous security document and global in aspiration, the Global Strategy treats migration as a challenge and an opportunity, recognising the key role it plays in a rapidly changing security landscape. However, this multi-faceted perspective on migration uncovers starkly different political and normative claims, all of which are legitimate in principle. The different narratives on migration present in the new strategic document attest to the Union’s comprehensive approach to the issue but also to critical and possibly competing normative dilemmas. 相似文献

This article explores the extent to which the state's duties and responsibilities in the context of adoption are framed and reinforced by a rights-based discourse. It argues that the human rights paradigm plays an invaluable role in the pre-adoption process by identifying and imposing ever more exacting obligations on the state - obligations which are currently not being fully met by the Adoption and Children Act 2002. The application of a rights-based discourse to the post-adoption context proves, however, to be considerably more problematic. Indeed, it is argued that rather than extend and strengthen the state's responsibilities towards the child and the adopted family, liberal rights-based doctrine tends towards a more traditional model of adoption in which a minimalist state and the privacy, autonomy, and self-sufficiency of the new adoptive family are further entrenched. It is thus concluded that a human rights analysis provides no secure basis for challenging the Adoption and Children Act's rather limited provisions on post-adoption support. 相似文献

Although there is growing research interest in populist radical right (PRR) parties in Western Europe, little attention has been paid to the case of Spain – a country where these parties are almost non-existent or irrelevant from an electoral and political point of view. In a nutshell, we maintain that in contemporary Spain there is real demand for PRR parties, but three supply-side factors are impeding their electoral breakthrough and persistence: the cleavage structure of the country, the strategy of competition of the mainstream right and the electoral system. At the same time, we postulate that at least in the case of Spain the Great Recession has not improved the electoral odds of the PRR as such but rather facilitated the emergence of leftist populist forces. 相似文献

This commentary focuses on the tenuous line between health and disease and the conflicting characterizations of genetic predisposition that sometimes place it on one side of that line, and sometimes on the other. For example, GINA uses the line between health and disease to distinguish between, respectively, the healthy (including, those with genetic predispositions), who are shielded from discrimination, and those with ‘manifested illness,’ who are not. At the same time, some have argued that the Americans with Disabilities Act protects individuals with genetic predispositions, relying on a label akin to disability, as opposed to health, to characterize this group. Similarly, courts have described genetic predisposition as a disease of sorts to justify insurance payment for medical intervention. Attempts to fit genetic predisposition neatly into the binary world of health or illness can be problematic because this dichotomy doesn''t capture the complex continuum between those states. Some individuals reside in yet another ‘liminal’ state when they develop mild symptoms or biomarkers, placing them somewhere between genetic predisposition and actual disease manifestation. As a result, they may be unprotected under existing frameworks. Liminal states are therefore problematic not only with respect to insurance reimbursement, but in other areas as well. 相似文献

—This article considers the structure in which women’s gendered identity is subsumed under nationalist identity formed around the notion of patriotic-patriarchy. By focusing on the case of Korean women in Japan, who regard themselves as North Korea’s overseas nationals, this article examines how women’s emancipatory identity was connected to their positive redefinition of “patriotic motherhood” within the limits of nationalist discourse. Especially in the process of decolonization and self-identification as North Korea’s nationals overseas, which was done largely by way of learning the public language given by the North Korean organization in Japan, women secured their position in joining the public life of nationalist cause. By taking an historical perspective, the article considers how language of emancipation shifts from the process of decolonization, with a potentially serious gap between the demise of “patriotic motherhood” and the rise of a new form of gendered identity, to a more decentered terrain of postcolonial everyday life found among the younger generation. 相似文献
