Jane Campion and Gerard Lee’s miniseries Top of the Lake (2013) marked New Zealand-born but Australian resident Campion’s return to New Zealand for the first time since The Piano (1993). The show’s central subject of child sexual abuse by state officials echoes the different yet resonating political situations in twenty-first century Australia and New Zealand, a state of emergency that allows for the emergence of what Rebecca Solnit (2009) calls a ‘disaster community’. Implicitly addressing critiques of her colonialist gaze in the earlier film, the miniseries both decolonises the idea of the utopian no-place and offers an alternate, emplaced vision of relational, anti-colonial provisional utopia through the main, mirroring female characters, Detective Robin Griffin and her half-sister Tui Mitcham. In contrast to contemporaneous police procedurals focussed on lone female officers, Top of the Lake rejects the authority of the police state and offers a resolution aslant that critiques generic expectations of individual heroism and resolution within a legal framework. Looking specifically at how the show knows its place—Lake Wakatipu on South Island, New Zealand—the article offers a close reading of Top of the Lake’s formal critique of the male colonial gaze and its adoption of a feminist soundscape in relation to Campion’s oeuvre; and considers its politics through indigenous media theory, to argue that it marks an initial step towards a decolonisation of viewing practices in relation to feminist conceptions of utopia.  相似文献

Scholarship on race in Latin America has overwhelmingly characterized racial mixture as a unique feature of the political and social landscape there. Studies of eugenics in Latin America especially highlight the relative pragmatism regarding race mixing in contrast to eugenics elsewhere. However, an acceptance of race mixing did not preclude the persistence of racial hierarchy among Latin American racial theorists. Examining the development of eugenics in Chile, this article reveals how notions of racial plasticity existed alongside that of racial superiority. Specifically, it contends that Chilean racial exceptionalism in the early twentieth century was predicated on the idea that some types of racial mixture were better than others. Conveniently for Chileans, their mostly indigenous and European ancestry was one such preferred combination. Yet, racial mixing was only desirable insofar as it resulted in a homogeneous national population. This combination of ideas functioned much like white supremacy in other parts of the world. Using historical texts, popular and medical periodicals, and visual images produced between 1900 and 1950, this paper will demonstrate how race science in Chile reconciled the nation’s history of racial mixture with its claims to racial homogeneity and superiority relative to the rest of Latin America.  相似文献

The recent events in Burma/Myanmar, beginning with the November 2010 elections and the subsequent series of reforms, have taken Europe by surprise. For the last 20?years, the European Union (EU) has been one of the most vocal critics of the junta regime, thus jeopardising its constructive relations with the Association of Southeast Asian Nations (ASEAN) and its members. In a new context of transition, the EU has to show that it can quickly adjust to an unanticipated scenario if it does not want its credibility to remain deeply undermined in a regional space that is undergoing structural transformations. Europe and ASEAN should together find a way to consolidate both the socio-political transitions in Southeast Asia and the validity of European values.  相似文献

Opinion is divided about the capacity of civil society organisations (CSOs) to enhance the political capabilities of disadvantaged groups in neo-patrimonial contexts, and particularly through a hegemonic paradigm which seeks to advance poverty reduction through good governance. Drawing on a qualitative study of CSOs in western Uganda, this paper argues that strategies focused on increasing the participation of rural citizens in formal decentralised planning spaces may be less effective in enhancing their political capabilities than those facilitating social mobilisation through the formation of producer groups and federations. This has important implications for thinking and practice around popular empowerment in sub-Saharan Africa.  相似文献

The way that water is entangled with broader social relations has become a prominent concern in political ecology, geography and beyond. Employing the concept of the hydro-social cycle highlights how water is produced by, and simultaneously constitutes, social and power relations. Applying and expanding the hydro-social cycle as an analytical lens, this paper explores the contestation of different discourses of water. Looking at the conflict over the construction of a proposed dam in Chile, we examine different meanings given to water to understand how these produce uneven power relations with material and symbolic implications. By teasing out the workings and contestations of this conflict as a hydro-social cycle, we aim to highlight the diverse range of elements enlisted in it beyond water, to expose its complexity and to search for more just and inclusive alternatives.  相似文献

When developing concepts for protecting children and youth who live in institutions, the perspective of the addressees has so far been insufficiently taken into account. This study aims to compare the assessment of children, youth, and caregivers in institutions with regard to group atmosphere, participation, and sense of safety. A combined quantitative and qualitative approach compares the assessment of children or youth and caregivers in child and youth welfare institutions, boarding schools, and clinics through the use of an online questionnaire and group discussions that address the topics safety, group atmosphere, and participation. The quantitative questionnaire included 233 youth age 14 years and up and 490 caregivers; 87 children or youth between the ages of 11 and 18 years and 73 caregivers were part of the qualitative group discussion. The questionnaire showed that youth and caregivers assessed the sense of security in principle as positive. With regard to group atmosphere and participation, youth tended to see these aspects in a positive light, but almost all youth-aged participants viewed these specific categories more critically than did the adult caregivers. The results from the group discussions make clear that children, adolescents, and caregivers often underestimate the real dangers. The existing sense of security in institutions may be the result of underestimating real dangers. Implications for the implementation of protection concepts are drawn.  相似文献
