Situating soldiers’ demands: mutinies and protests in Burkina Faso

In Burkina Faso in 2011 military mutinies followed widespread civilian protests, indicating a crisis of confidence in President Compaoré. Through an in-depth examination of the events, this article encourages an understanding of military revolts that extends beyond the military. Although the mutineers never united with the demonstrators, their grievances mirrored those of the civilians. The article puts the revolts into a historic context and shows a pattern of interconnectedness between military revolts and civilian demonstrations in Burkina Faso. The work draws on interviews conducted with military personnel and civilians involved in the widespread protests.     

The Rhetoric of Appeasement: Hitler's Legitimation and British Foreign Policy, 1938–39

Few grand strategies have been more scrutinized than Britain's decision to appease Nazi Germany. From 1933 to 1938, Britain eschewed confrontation and attempted to settle German demands. However in the five months following the negotiations at Munich, the British abandoned appeasement and embraced a policy of confronting the German state. The roots of both appeasement and confrontation can be found in Germany's legitimation strategies. Until the Munich crisis, Adolf Hitler justified Germany's aims with appeals to collective security, equality, and self-determination—norms central to the European system established by the Treaty of Versailles. After Munich, in contrast, German politicians abandoned these legitimation strategies, arguing instead that expansion was justified as a matter of German might, and not international rights. As Britain came to see German demands as illegitimate, so too did they decide this revisionist state was insatiable, impervious to negotiation, and responsive only to the language of force.     

The role of self-help efforts in the reintegration of ‘politically motivated’ former prisoners: implications from the Northern Irish experience

Self-help (or mutual aid) processes play a substantial role in the reintegration of stigmatized individuals, in particular, a substantial self-help movement has developed around addiction recovery. Prisoners and ex-prisoners have also established self-help groups around the world. This paper focuses in particular on the role of self-help principles and practices among “politically motivated” former prisoners from all sides of the Northern Irish conflict. The concept of self-help and its application to former prisoners are analysed theoretically, then applied to the Northern Irish case study through a series of interviews with ex-prisoners whose incarceration has been related to the conflict in Northern Ireland. We draw on the implications of this case study for wider issues of reintegration for politically motivated and ordinary prisoners.     

Report of Increasing Overdose Deaths that include Acetyl Fentanyl in Multiple Counties of the Southwestern Region of the Commonwealth of Pennsylvania in 2015–2016

Acetyl fentanyl is a Schedule I controlled synthetic opioid that is becoming an increasingly detected “designer drug.” Routine drug screening procedures in local forensic toxicology laboratories identified a total of 41 overdose deaths associated with acetyl fentanyl within multiple counties of the southwestern region of the state of Pennsylvania. The range, median, mean, and standard deviation of blood acetyl fentanyl concentrations for these 41 cases were 0.13–2100 ng/mL, 11 ng/mL, 169.3 ng/mL, and 405.3 ng/mL, respectively. Thirty‐six individuals (88%) had a confirmed history of substance abuse, and all but one case (96%) were ruled multiple drug toxicities. This report characterizes this localized trend of overdose deaths associated with acetyl fentanyl and provides further evidence supporting an alarmingly concentrated opiate and opioid epidemic of both traditional and novel drugs within this region of the United States.
