This article examines the historical evolution of Tunisia’s Constitutional Democratic Rally (RCD) from its beginnings in 1987, when President Zine el-Abidine Ben Ali took power, until his ousting in 2011 when the party was outlawed. I argue that the RCD evolved from a political force with wide popular support during a short democratic era (1987–89) into a repressive interest group in the 1990s, when the regime cracked down on political dissidents and popular freedoms whilst rewarding party members with lucrative benefits. In the 2000s the RCD adopted a quasi-mafiosi structure that profited the Ben Ali family, which increasingly monopolized economic and political power. Tunisia’s transformation into a near dynasty marginalized many RCD members and its wider networks, a central dynamic to understand Ben Ali’s ousting in 2011. 相似文献

Chester I. Barnard is an example of a manager-participant-observer whose concepts and theories have a major impact on managerial thought and practice in both the public and private sectors. I am greatly honored to be here and to participate in the first meeting of the Chester I. Barnard Society (U.S.A.). It seems only fitting that we make every effort to bring Barnard, the man, and Barnard's thinking to public attention. In this modern age where computers and rapidly advancing technology seem to be dominating our world, we need to find focus and balance in dealing with the eternal paradoxes and conflicts of a managerial society. Chester I. Barnard more than any other person in the field of management provides perspective for this challenge. Accordingly, I wish to discuss my perception of Chester I. Barnard and some of the key concepts found in his philosophy and his theory of management. However, before doing so I wish to summarize comments about Chester I. Barnard by a few outstanding persons. These will serve to give a feel for the breadth of Barnard's activities and the significance of his work. Barnard's thinking has been praised by outstanding men of science. Many see in the work of Herbert Simon, the Nobel Prize recipient, a significant shadow of Barnard. In Simon's book, Administrative Behavior, a number of ideas are traceable to Barnard: composite decision processes, bounded rationality, opportunism in decision processes, and so forth. Simon himself states that “The Functions of the Executive [Barnard's major publication](1) was a major influence upon my thinking about administration.(2) The eminent economist, Kenneth Boulding, states in his book, The Image, that one of the books which influenced him the most is the “pioneering work of Chester I. Barnard.”(3) The famous American philosopher, John Dewey, stated: “In the main I believe the great value of Barnard's discussion is that it is one of those rare cases in which a man of affairs, an experienced executive, also has genuine intellectual curiosity and wisdom.”(4) Bertrand de Jeuvenel, the distinguished French political scientist, wrote to Barnard: “Your thinking is political philosophy of the highest order...As one speaks of Keynesian revolution in economics, I feel one should speak of a Barnardian revolution in political science.”(5) Fortune Magazine,one of the renown American business periodicals, states: Chester I. Soviet trade with the developing countries is analyzed using formal statistical techniques. Soviet imports of primary products are found to grow more rapidly but to be no more stable than imports of these products by market economies. Evidence is found of Soviet price discrimination in trade in favor of LDC members of the CMEA and against LDCs with which it has bilateral clearing agreements (BCAs). BCAs are correlated with greater trade volumes, relatively diverse export structures and more stable LDC exports to the Soviet Union. There are few reported cases of death attributed to retrograde cerebral air embolism from central venous catheter. The pathophysiological mechanism and the necessary conditions are not fully understood, also because of missing experimental data. We performed experimental simulation while working on a possible case of retrograde cerebral air embolism. A hermetic system consisting of two containers connected to each other and to an electric pump by means of rubber hoses was built. In this system, a fluid (water and blood) could continuously flow under conditions similar to those of the common jugular vein. The part of the system representing the jugular vein could be freely positioned at angles between 0 and 90°. A central venous catheter was inserted into this part. After disconnection, the behavior of the air bubbles entering the hose through the tip of the catheter was evaluated at different positions. At angles between 0 and 45°, the air bubbles followed the fluid flow. At angles >45°, the air bubbles showed the tendency to flow upstream; this phenomenon was more evident the more vertically the hose was located. We were able to demonstrate that a retrograde air embolism can be caused by a disconnected catheter and is even more likely if the neck is in a vertical position. 相似文献

The National Academy of Sciences recommends that states assess the performance of medicolegal death investigation agencies. To aid in performance assessment, we adapted an instrument based on the CDC's 10 Essential Public Health Services by translating the terminology to that of essential medicolegal death investigation services. This produced a survey that could be used to standardize reporting practices and services of agencies. To validate the instrument, a stratified random sample of 12 death investigation chiefs in 12 states was interviewed. This sample represented both medical examiner and coroner jurisdictions within the varying medicolegal structures. A cognitive testing process elicited how well participants could respond to and interpret the survey questions. The response was favorable in that the respondents agreed that given specific revisions toward question clarification, the instrument would be a useful and relevant tool for assessing system performance. 相似文献

This article explores the powers and potentialities of imaginations of political community at the site of the museum in contemporary
South Africa. Taking the District Six Museum (Cape Town) and Constitution Hill (Johannesburg) as the empirical backdrop, I
explore the ways in which memorialising practices at these sites bolster or deflate the exaltation of the post-1996 constitutional
moment. This argument aligns closely with contemporary discussions by South African constitutional theorists about the role
of monumentalism and counter-monumentalism. Indeed, I argue that memorialising techniques employed at the District Six Museum
offer a practice of memory-making that resists the fixed and limited boundaries proffered by the new South African constitutional
discourse exalted at Constitution Hill. However, my critique does not include a call for a reform of the latter. Instead,
I argue that the continuation of monumental memory practices at Constitution Hill, in juxtaposition to counter-monumental practices at District Six, serves a key role in revealing the limits of fixed notions of law and subjectivity
in imagining past and future political communities. Drawing on Antonio Negri’s concept of constituent power, I argue that
the juxtaposition of monumental and counter-monumental memorial practices exposes the illusion of the division between transcendent
Power (potestas) and immanent power (potentia). Finally, I turn to Emilios Christodoulidis’ conception of ‘strategies of rupture’ to consider ways in which this contradiction
might be made to ‘persist’ through the site of the museum. Indeed, if the goal is to illuminate the illusion of transcendent
power, the juxtaposition of memorialising practices between the two sites (a museological form of ‘tapping of contradiction’)
