The residents of US territories often vote against statehood for fear government will use its greater sovereignty to impose a heavier tax burden. On the other hand, public choice theory predicts that fiscal decentralization limits government’s size. The financial reports of New Mexico and Arizona were examined before and after statehood in 1912. Graphical and regression analyses of the ratios of receipts and expenditures to property values and US GNP suggest that the relative price of government rose far more in the two new states than in a control state, Nevada, thus supporting the claims of statehood’s opponents. 相似文献

This paper examines the gender distribution of the benefits of economic growth in several Asian economies from 1970–90. Using Borda rank ordering, we compare the progress made in these countries towards closing the gender gap in well-being. In addition to commonly-used indicators, trends in the ratio of females to males in the population are examined. We explore determinants of changes in this ratio, using regression analysis. The results indicate that gender equity in quality-of-life ratings is highest in those Asian economies that grew the slowest over the period in question. Further, the data indicate that economic growth does not have a significant effect on the female-to-male population ratios for this set of countries. Variables that affect women's bargaining power do, however, have a positive effect on relative female life chances, as does spending on public education. 相似文献

Concerned by the number of status offenders in secure detention and the processing of noncriminal behavior through the juvenile and family courts, Connecticut began efforts to reform their approach to troubled and troublesome youth in 2005 (Weithorn, 2005). Between 2005 and 2007, Connecticut enacted a series of legislative changes to both improve services for troubled youth and Families with Service Needs (FWSN), and achieve systematic reforms for processing status offenses. At a systems level, the reforms sought to divert non‐criminal behaviors from formal court processing and prevent secure confinement for status offenders who violated court orders related to their behavior. Anxiety about the Asia‐Pacific region has held an evocative place in the Australian imagination, and has featured in federal elections since Federation. This article explores discussions of regional opportunity and threat in the spoken campaign language of Labor Prime Minister Paul Keating, and his Liberal opponents, in the 1993 and 1996 elections. This language forms part of an ongoing project by Australian political leaders to provide voters with a secure identity by managing regional threat: from extending “civilisation” in the first half of the twentieth century; to the image of Australia as a benevolent stabilising force in an unstable region following the Second World War; and the contested frameworks of engagement and opportunity from the 1980s onwards. While specific constructions of regional threat have changed since federation, leaders' discursive reassurances have remained remarkably consistent over 110 years. 相似文献
