The prominence of fraud in New South Wales metropolitan media reporting

This study analyses the coverage of six major crime types in two of Australia’s largest newspapers. The study aims to test the prevailing viewpoint that fraud and financial crimes are proportionally underreported in the media. The study considers the cost of fraud and financial crime to society, the choices the media makes when reporting on fraud and financial crime, and the impact of media reporting on public policy and law enforcement. The study challenges prevailing views on the extent of media coverage of fraud, finding that there is significant coverage of fraud in the sampled Australian newspapers.     

To lease or not to lease? The leasing of indigenous statutory lands in Australia: lessons from Canada

In Australia, land rights legislation provides statutory schemes for the transfer of land to Indigenous peoples. The first significant land rights legislation was passed by the Australian Commonwealth government in 1976. This was the Aboriginal Land Rights (Northern Territory) Act (ALRA) 1976 (Cth). In 2006, the Australian Commonwealth government passed significant amendments to the ALRA. One of the key amendments introduced the leasing of Aboriginal ‘township lands’ held under that Act. It is these leasing amendments which are a focus of this article. A primary motivation behind the amendments was to decrease poverty in Indigenous communities and to allow for economic development on Aboriginal lands. This article critiques the township leasing scheme under the amended Act. It questions whether the new leasing arrangements are the most appropriate forms of leasing to achieve economic development on Aboriginal lands and to benefit the Aboriginal communities who hold these lands. In 2008, leasing amendments were passed to Queensland's statutory land scheme in the Aboriginal Land Act 1991 (Qld) and these amendments are subject to review in this article. Furthermore, the article examines alternative forms of leasing used for economic development on Indigenous reserve lands in Canada and whether there are lessons that Australia could learn from these tenures and their modes of leasing.     

Local Government Structure and Public Expenditures

The ``Law of 1/n'' postulates a positive relationship betweenthe number of democratically electedrepresentative districts and governmentspending. Strong support for thisrelationship exists in legislatures in theUnited States (at both the state andnational level) and across countries. Fewstudies have examined this relationship atthe local level despite the fact that localgovernments operate under constraintssimilar to those faced by representativelegislatures. Using a sample of Georgiacounties we find the number of countycommissioners to be positively correlatedwith county government expenditures,indicating support for the Law of 1/nat the local level.     

DNA Profiling Success Rates from Degraded Skeletal Remains in Guatemala

No data are available regarding the success of DNA Short Tandem Repeat (STR) profiling from degraded skeletal remains in Guatemala. Therefore, DNA profiling success rates relating to 2595 skeletons from eleven cases at the Forensic Anthropology Foundation of Guatemala (FAFG) are presented. The typical postmortem interval was 30 years. DNA was extracted from bone powder and amplified using Identifiler and Minifler. DNA profiling success rates differed between cases, ranging from 50.8% to 7.0%, the overall success rate for samples was 36.3%. The best DNA profiling success rates were obtained from femur (36.2%) and tooth (33.7%) samples. DNA profiles were significantly better from lower body bones than upper body bones (p = <0.0001). Bone samples from males gave significantly better profiles than samples from females (p = <0.0001). These results are believed to be related to bone density. The findings are important for designing forensic DNA sampling strategies in future victim recovery investigations.     

Exploring the Intersection of Theory and Practice of Arts for Peacebuilding

A rising number of public and nongovernmental organisation (NGO) leaders are employing the arts in efforts aimed at encouraging social change. Meanwhile, scholars have offered a number of theories concerning the character of political agency and its exercise, and contended that effective use of the arts may result in individual and group epistemic change. Far fewer analysts, however, have married such theorisations of aesthetics with empirical investigations of how professionals actually use the arts to promote such shifts. This article addresses this concern by studying the strategies adopted by two international nongovernmental organisations (INGOs), American Voices and Bond Street Theatre, that have worked to encourage peace through music and theatre-making in light of changing conceptions of agency and the power of aesthetics to stimulate its exercise. We outline the approaches these NGOs adopt to do so and the mechanisms by which their leaders believe their work catalyses changes in values at the individual and community levels. We argue that understanding these dynamics more thoroughly and in light of conceptions of agency and aesthetics leads to a stronger theorisation of whether and how arts-based peacebuilding efforts can lead to sustainable community cultural change.     

The Theory and Practice of Group Representation: Reflections on the Governance of Race Equality in Birmingham

A number of political theorists have recently argued that group representation is essential to the achievement of social justice. However relatively little work exists on the institutional implications of such arguments beyond the analysis of electoral mechanisms to achieve greater representation within legislatures. This leaves unanswered one of the most difficult questions facing policy-makers – how to effectively engage the range of Black and minority ethnic (BME) communities in decision-making processes. Through a detailed analysis of the changing nature of the arrangements in place in Birmingham (UK) to engage BME communities, this paper is able to reflect on the theoretical and practical challenges of group representation in contemporary polities.
