The relation between timing of first sex and later delinquency was examined using a genetically informed sample of 534 same-sex
twin pairs from the National Longitudinal Study of Adolescent Health, who were assessed at three time points over a 7-year
interval. Genetic and environmental differences between families were found to account for the association between earlier
age at first sex and increases in delinquency. After controlling for these genetic and environmental confounds using a quasi-experimental
design, earlier age at first sex predicted lower levels of delinquency in early adulthood. The current study is contrasted
with previous research with non-genetically informative samples, including Armour and Haynie (2007, Journal of Youth and Adolescence, 36, 141–152). Results suggest a more nuanced perspective on the meaning and consequences of adolescent sexuality than is commonly
put forth in the literature.

Important research programs within New Institutional Economics advance culturalist arguments to explain failures of economic
development. Focusing on the work of Douglass C. North and Avner Greif, this article argues that such arguments rely on an
essentialist conception of culture that is both historically inaccurate and analytically misleading. Greif’s work in particular
rests on a selective use of empirical data that ultimately distorts the deductive models that are at the core of his work.
As a result, both scholars use culture to account for outcomes that are more adequately explained as the product of social
conflict and political struggles—struggles in which culture plays a far more contingent and destabilizing role than the one
they attribute to it. What is needed, I argue, is to link arguments about the persistence of inefficient institutions with
a sociologically informed conception of culture as an ensemble of resources that enhance rather than constrain the scope of individual agency. To come to terms with the effects of culture on institutional formation
and change it is necessary to replace the essentialism articulated by North and Greif with a strategic-instrumentalist view
in which culture is compatible with a wide spectrum of economic behaviors, individual actions, and thus institutional trajectories.
Steven Heydemann is a political scientist whose research focuses on democratization and economic reform in the Middle East, and on the relationship between institutions and economic development more broadly. Heydemann received his Ph.D. from the University of Chicago in 1990. He is currently vice president of the Grant and Fellowships Program of the U.S. Institute of Peace, and adjunct professor at Georgetown University. We discuss global options for initiatives intended to ameliorate adverse impacts of visa and work permit systems used by national
governments around the world. We first describe and document some of their effects, noting the relative lack of other research
work on these issues. We then discuss proposals for a new and supplemental global visa structure which have been made as part
of the Mode 4 GATS negotiations in the WTO, suggesting that the GATS/WTO may be an imperfect institutional location for negotiating
on these matters. We then evaluate other approaches, including what realistically could be possible if a new body specifically
created for global negotiation in the area were to be used.

Local government managers are described as key participants in the development of interlocal cooperation, but the interests of city councils in this process have gone largely unstudied. Here, the author addresses the theoretical importance of council-manager relations in interlocal public service cooperation. Three propositions identify areas of shared council-manager responsibility. Evidence from in-depth interviews with city council members is used to assess each proposition. While interlocal partnership has been described as a managerial activity, council members take an interest in network development and agreement assessment. Managers, on the other hand, give greater attention to public participation and education. The evidence refines assumptions about council-manager roles in the formation of cooperative agreements, with important implications for local government management. 相似文献

The existing literature does not agree on the optimal jury size. We demonstrate that the probability of type I and type II errors is not sensitive to the number of jurors under the following three conditions: jurors receive independent signals about a defendant’s guilt during the evidence stage of the trial; the jurors truthfully reveal their signals before deliberations begin through their votes on the first ballot; and the jury’s deliberation follows a random walk. Since the opportunity cost of jury service is positive, this implies an optimal jury size of one. 相似文献

A persisting question in international studies is whether academic research can have an impact on the making of foreign policy. Much research has shown that policy decisions can be greatly influenced by misperceptions, just as much as by objective factors. The article describes an effort by academic researchers to challenge U.S. policymakers' image of an actor in the U.S. foreign policy process—the American public. The study's focus was a widely held assumption in the U.S. foreign policy community that the American public in the wake of the Cold War was entering a renewed phase of isolationism, similar to the interwar years. The study first interviewed policy practitioners on their perceptions of the public, then performed a comprehensive review of existing polling data, and finally conducted new polls with input from policymakers themselves. The net result of the elite interviews and the analysis of public attitudes revealed a significant gap in all areas, which is presented in synopsis. Interviews with policy practitioners reveal two key dynamics that could well contribute to policymakers' misreading the public: a failure to seek out information about the public and a tendency to assume that the vocal public is representative of the general public. Indications that the study did have some impact on the thinking of policy practitioners are discussed in the conclusion. 相似文献
