This article assesses the effect that leveraging civilian defense force militias has on the dynamics of violence in civil war. We argue that the delegation of security and combat roles to local civilians shifts the primary targets of insurgent violence toward civilians, in an attempt to deter future defections, and re-establish control over the local population. This argument is assessed through an analysis of the Sunni Awakening and ancillary Sons of Iraq paramilitary program. The results suggest that at least in the Al-Anbar province of Iraq, the utilization of the civilian population in counterinsurgent roles had significant implications for the targets of insurgent violence. 相似文献

This article demonstrates the centrality of the small group process, known as consciousness-raising, to the women's liberation movement in 1970s Britain. It argues that by focusing on women's liberation campaigns, demands and conferences too much emphasis has been placed on the ‘public’ face of the movement and insufficient emphasis has been given to the process by which women sought to understand their oppression, redefine themselves and create new feminist identities. By examining the impact of women's liberation on personal life we see how women sought to live out the implications of the slogan ‘the personal is political’. Public agencies use surveys to solicit feedback from citizens and targeted customer groups, but many experts question whether the results of these surveys are valuable. This paper explores how a recent innovation in citizen surveys—asking public administrators to predict how citizens will respond to survey questions—may be used to increase that value and, at the same time, provide additional data of interest on its own account. The innovation is explored through two surveys: (1) a public opinion poll of Georgia residents conducted by the authors for the Georgia Department of Transportation in January 2004, and (2) a brief survey of that agency's administrators asking for their predictions of public opinion. The prediction process appeared to increase the agency's interest in the resident survey. The findings document the frequent superiority of groups—what Surowiecki terms "the wisdom of crowds"—over individuals in predicting public opinion. 相似文献

Emotional and behavioral correlates of Type A behavior in children and adolescents were examined in 184 fifth-, seventh-, and ninth-grade students, classified as high or low Type A, using self-report, teacher ratings (fifth grade only), and structured interview procedures. Measures included the Hunter-Wolf A-B Rating Scale, Behavioral Symptoms of Stress Inventory, Dimensions of Temperament Survey, Desire for Control Scale, Eysenck Personality Inventory, and the Multiple Affect Adjective Checklist. High Type A children reported significantly more stressed-related behaviors, higher levels of depression, anger, anxiety, and cognitive disorganization, and greater reactivity than Low Type A. No differences were found on measures of temperament (activity level, attention span, adaptibility, and rhythmicity), desire for control, or introversion-extroversion. Females, in general, reported significantly more behavioral stress symptoms. However, no other gender differences were found. Possible reasons for reported differences between Type A children and adults are discussed, along with gender differences in behavioral symptoms. In an era when everyone wants to be a millionaire, governments struggle to attract and retain highly qualified employees, making it more important than ever to understand what attracts people to the public service. Using contingency table analysis and logistic regression on the 1989 and 1998 General Social Surveys, we explore how individuals' demographic characteristics and the importance they place on various job qualities influence their preference for and employment in the public sector. Job security may still be the strongest attraction of government jobs, but high income and the opportunity to be useful to society also attract some Americans to the public service. Minorities, veterans, Democrats, and older Americans preferred public-sector jobs more than whites, nonveterans, Republicans, and younger Americans, who were otherwise similar. Women and college graduates were more likely than comparable men and less-educated respondents to have government jobs, but no more likely to prefer them. Overall, desire for government jobs declined markedly between 1989 and 1998. 相似文献
