In Search of Inclusion: Informal Sector Participation in a Voluntary,Defined Contribution Pension System

This paper examines who contributes and who persists in contributing in a national, voluntary, defined contributory pension programme, where the government provides the incentive of matching contributions of a minimum amount (USD 16). The paper uses proprietary data from a financial services firm where 12 per cent of customers (37,000 individuals) chose to participate in this programme. The evidence shows that only about 50 per cent of contributors reach the minimum amount for the co-contribution, but that participants persist in contributing even if they failed to contribute the minimum amount in a given year. While this paper does not provide causal estimates, it does present evidence of considerable interest among the informal sector in a state-run voluntary pension programme in an emerging market where access to formal finance is otherwise poor.     

Using strength-based approaches to explore pretreatment change in men who abuse their partners

Group work with men who batter has traditionally consisted predominantly of psychoeducational programs that ignore concepts such as self-determination, goal setting, and positive engagement with men. More recently, this paradigm has begun to shift to include cognitive approaches and the utilization of strength-based strategies. The present sample included 42 men who were part of an ongoing batterer intervention program. Information for this study included assessment of each man's strengths, their goals, and their perceptions of the changes they felt they had already made prior to attending group treatment. Through a grounded theory analysis, a model was developed that highlights the pretherapeutic change processes that men experience due to their being arrested, charged with a misdemeanour domestic charge, and subsequently convicted of domestic violence. Particularly highlighted are changes in the ways that men view and navigate three distinct areas of their lives: their external world (including work and education); their internal world (perception of self, values, and skills); and their interpersonal relationships with their partner and children.     

Sexual assault of older women by strangers

This study examines victim, offender, and offence characteristics associated with sexual assaults by strangers of older women compared to those against younger women. Cases are obtained from the Serious Crime Analysis Section of the United Kingdom National Policing Improvement Agency (NPIA; formerly Centrex). All possible cases of rape, attempted rape, and lesser sexual assault involving a single female victim aged 60 or older are selected (n = 53). These are matched with a sample of sexual assaults against women aged between 20 to 45 years ( n = 53). Research findings reveal significant differences in relation to a number of variables, including ethnicity of the offender, number of previous convictions of the offender, and characteristics associated with the assault itself. The results of this research reveal new information about violent sexual assaults on older women by strangers and have implications for practitioners dealing with such cases.     

Party contestation and Europe on the news agenda: The 2009 European Parliamentary Elections

In this article we analyse the news coverage of the 2009 EP elections in all 27 EU member states (N = 52,009). We propose that the extent to which these second-order elections are salient to the media depends on political parties contesting the elections. Consistent with expectations, the findings suggest that the saliency of EP elections is increasing and that the degree of political contestation over Europe contributes to this development in a non-linear fashion so that only when contestation develops beyond a certain point, does media coverage increase.     

Death with "dignity": the wedge that divides the disability rights movement from the right to die movement

Much of the American debate over physician assisted death (PAD) is framed as an ideological split between conservatives and liberals, pro life and pro choice advocates, and those who emphasize morality versus personal autonomy. Less examined, but no less relevant, is a split within the ranks of progressives--one that divides those supporting a right to die in the name of human rights from disability rights activists who invoke human rights to vehemently oppose euthanasia. This paper reviews how "dignity" serves both as a divisive wedge in this debate but also as a value that can span the divide between groups and open the way to productive discourse. Supporters of legalized euthanasia use "dignity" to express their position that some deaths might indeed be accelerated. At the same time, opponents adopt the concept to argue that physician assisted suicide stigmatizes life with a disability. To bridge this divide, the worldviews of two groups, Compassion & Choices and Not Dead Yet, are studied. The analysis concludes that the two organizations are more parallel than contrary--a finding that offers opportunities for dialogue and perhaps even advances in public policy.
