This article describes a new measure designed to examine the process of implementation of child welfare systems change. The measure was developed to document the status of the interventions and strategies that are being implemented and the drivers that are being installed to achieve sustainable changes in systems. The measure was used in a Children's Bureau-supported national effort to assess the ongoing implementation of 24 systems-change projects in child welfare jurisdictions across the country. The article describes the process for measure development, method of administration and data collection, and quantitative and qualitative findings. 相似文献

This article examines the institutional impact of environmental management systems (EMSs), focusing on ISO 14001. It develops a pluralistic framework for thinking about the dynamic of corporate self-regulation that we term the polyphonic model. It argues that the adoption of ISO 14001 can move the firm into a new equilibrium trajectory, which enmeshes together environmental and economic goals and reflects greater sensitivity to ecological concerns. There is a positive reciprocal cycle between the pro-environmental structural changes induced by ISO 14001 and the employees' attitudes toward the firm and the environment. In order to examine ISO 14001 institutional impact, we conducted a series of interviews with managers and administered questionnaires to employees in 24 Israeli firms with and without certification. The findings indicate that the perceived environmental commitment of certified firms was higher than that of noncertified firms and was higher among employees that perceived the EMS as more highly integrated in the firm. Perceptions of the standard's integration were also found to be positively correlated with personal environmental commitment. The results also indicate that the increase in the firm's environmental commitment was positively associated with employees' organizational citizenship behavior within certified firms. Further indications of the pro-environmental dynamic induced by ISO 14001 were found in the in-depth interviews. 相似文献

This paper examines the impact of tax and expenditure limitations (TELs) on state governments. We examine how TELs are represented in empirical modeling. We compare and contrast an index of state-level TEL restrictiveness to a simple dummy variable approach. We use a panel of data for the 50 U.S. states to capture changes in state TELs and a generalized method of moments (GMM) dynamic panel estimator. We find that results vary across the two methods of capturing the presence of TELs, suggesting that simple dummy variables are not sufficient to capture the heterogeneity of TELs across states and over time. 相似文献

The plethora of literature on correctional officers and the work environment, more specifically occupational stress, has focused
almost exclusively on officers working in prison facilities. The primary purpose of the current study was to examine the predictors
of occupational stress and general stress among 373 jail correctional officers in one state in the Northeast, using the Stressors
identified in the previous literature on prison correctional officers and occupational stress. The results indicated that
organizational strengths, perceived danger, role problems, and job satisfaction were significant predictors of both occupational
and general stress. In addition, gender and salary predicted occupational stress while correctional experience and training
predicted general stress. Suggestions are made for administrators, as well as future research on the workplace experiences

A mass fatality DNA identification effort is a complex process in which direct matching and kinship analysis is used for identifying human remains. Kinship DNA identification is an important tool in the identification process in which victim's DNA profiles are compared to the profiles of “known” biologically related reference samples. Experience from the 9/11 World Trade Center DNA identification efforts showed that forms used to record biological relationships are important and that inaccurately documented information may hamper the kinship analysis and DNA identification process. In the identification efforts following Hurricane Katrina, a Family and/or Donor Reference Collection (FDRC) form was used as a means to document the reported relationship between the reference DNA donor and the purported missing individual. This FDRC form was developed based upon lessons learned from 9/11 and the Tsunami identification efforts. This paper analyses the effectiveness of the FDRC form used in the Hurricane Katrina kinship DNA identification efforts and proposes an improved sample collection form for kinship and other donor reference samples. The data presented can be used to enhance the accuracy of the data collection process through an improved sample collection form, streamlining the DNA kinship identification process and decreasing the burden on valuable resources. 相似文献

This article examines the impact of lawyer capability on the decisionmaking of the Supreme Court of Canada (SCC). Extending prior attorney capability studies of U.S. judicial decisionmaking, we test three lawyer variables: prior litigation experience, litigation team size, and Queen's Counsel designation. We find that the first two variables have a statistically significant and positive relationship with the SCC's decisions in non-reference-question cases from 1988 to 2000. Moreover, this relationship persists even after controlling for party capability, issue area, and judicial policy preferences. 相似文献

Experiments with human participants have inspired new theories to capture human social, economic, and justice preferences, and shed new light on the foundation of institutions that promote and support large-scale exchange. Another source of valuable data for informing this agenda derives from studies with non-human primates. Here, we argue that primate studies of social preferences provide behavioral evidence supporting the role of the brain as an evolved social record-keeping device. Our argument follows Dickhaut et al. (Accounting Horizons 24:221?C255, 2010), who pointed to record-keeping as critical in enabling large-scale trade. Here, we note that record-keeping also underlies justice judgments in both personal exchange and large-scale trade. The reason is that evaluating whether an allocation is just requires tracking not only benefits that accrue locally, but also benefits for distant others. Further, if record-keeping is an evolved trait (as Dickhaut et al. in Accounting Horizons 24:221?C255, 2010 suggest), then it seems reasonable to expect it to be evidenced not only in humans, but also in non-human primates. Indeed, we argue that evidence from non-human primate research supports the Dickhaut hypothesis, thus supporting the role of justice in the emergence of fair and efficient economic exchange. 相似文献
