This commentary is designed to provide a critique of Jeffrey Sachs' The End of Poverty: How We Can Make It Happen In Our Lifetime, highlighting in particular the difficulties that arise from his focus on absolute poverty and his proposed recipe for its elimination. It begins by emphasising the many strengths of Sachs' arguments, but then suggests that these could usefully be tempered by greater attention to relative conceptualisations of poverty and the ethical grounds upon which his arguments are based. Six main issues are subsequently addressed: his use of the notion of a ladder of development; his concentration on countries rather than people; his understandings of geography and of history; his relative lack of attention to social and cultural dimensions of development; the inability of poor countries to absorb the levels of aid that he proposes; and the damage caused by suggesting that it is indeed possible to end poverty.  相似文献

Research on the impact of parties on public policy, and on immigration policy in particular, often finds limited evidence of partisan influence. In this paper, we examine immigration policy-making in the UK coalition government. Our case provides evidence that parties in government can have more of an impact on policy than previous studies acknowledge, but this only becomes apparent when we open up the ‘black box’ between election outcomes and policy outputs. By examining how, when and why election pledges are turned into government policies, we show that partisan influence depends not only on dynamics between the coalition partners, but how these dynamics interact with interdepartmental conflicts and lobbying by organised interests. In-depth process tracing allows us to see these complex dynamics, which easily get lost in large-n comparisons of pledges and outputs, let alone outcomes.  相似文献

Researching in contexts affected by armed conflict presents many challenges beyond those normally encountered by social scientists. Focusing on these special difficulties has, in the past, often obstructed the task of understanding the methods that are applicable to situations of armed conflict. This paper aims to suggest a means of rectification. First, it introduces some of the particular issues that relate to field research under conditions of armed conflict and, second, it suggests a possible strategic approach to mitigating these. Overall, it is argued that a creative combination of different methods and techniques, broadly termed 'the composite approach', represents the most effective way of dealing with the challenges that working in a conflict-affected situation presents.  相似文献

The relationship between western multinational corporations' perceived commercial interests and democratic quality in developing markets is more varied than habitually argued. While autocratic policy making and low-intensity democracy have been judged to provide benefits to investors, they are also increasingly recognized to generate features prejudicial to commercial operations. Many investment trends reflect the adverse impact of democratic limitations in developing markets. Multinational companies can be faulted less for a uniform effort to frustrate democratic improvements than for a failure to develop a coherent or proactive engagement in relation to the international democracy promotion agenda.  相似文献

Objectives

Current ‘geographical offender profiling’ methods that predict an offender’s base location from information about where he commits his crimes have been limited by being based on aggregate distributions across a number of offenders, restricting their responsiveness to variations between individuals as well as the possibility of axially distorted distributions. The efficacy of five ideographic models (derived only from individual crime series) was therefore tested.

Methods

A dataset of 63 burglary series from the UK was analysed using five different ideographic models to make predictions of the likely location of an offenders home/base: (1) a Gaussian-based density analysis (kernel density estimation); (2) a regression-based analysis; (3) an application of the ‘Circle Hypothesis’; (4) a mixed Gaussian method; and (5) a Minimum Spanning Tree (MST) analysis. These tests were carried out by incorporating the models into a new version of the widely utilised Dragnet geographical profiling system DragNetP. The efficacy of the models was determined using both distance and area measures.

Results

Results were compared between the different models and with previously reported findings employing nomothetic algorithms, Bayesian approaches and human judges. Overall the ideographic models performed better than alternate strategies and human judges. Each model was optimal for some crime series, no one model producing the best results for all series.

Conclusions

Although restricted to one limited sample the current study does show that these offenders vary considerably in the spatial distribution of offence location choice. This points to important differences between offenders in the morphology of their crime location choice. Mathematical models therefore need to take this into account. Such models, which do not draw on any aggregate distributions, will improve geographically based investigative decision support systems.  相似文献

The literature argues that if injurers cannot anticipate the precise level of harm, courts might use expected harm as a magnitude of compensation instead of actual harm without distorting care incentives. This paper shows that the use of expected harm is in fact preferable if victims choose the value of the object placed at risk. If the court were to insist on compensating actual harm, this would result in victims choosing inefficient object values. In contrast, restricting compensation to expected harm yields the first-best outcome.  相似文献
