Rejoinder

Abstract

Many of Mr. van Walt's criticisms are based solely on fabrications of his own making. For example, I am accused, twice, of referring to myself as a “scholar” and to my article as “scholarly.” I could find no trace of either. I am further accused of considering all Tibetan refugee accounts as “unreliable.” To be sure, I believe that one cannot base the study of historical events solely on refugee accounts, but that does not make all of these stories “unreliable.” After all, Dawa Norbu, a refugee himself, wrote in Red Star Over Tibet, “I never saw or heard of any case of misconduct by a Red soldier.” I would never argue that this statement was unreliable. We are further told that I refer to Tibetans as Chinese when in the second paragraph of my review I wrote, “… Tibetans [are] only one of 56 minority nationalities.” Chinese citizens yes, ethnic Hans no. A final example, although there are many more, is Mr. van Walt's attempt to attribute to me the opinion that

… the only importance to the Western academic world is that the situation in Tibet can teach us how to eliminate a “mystical religion” and that “it gives clues as to how Peking will integrate a capitalist Taiwan into a Communist China in the future”. (emphasis added)     

Old conservatism in ‘new’ clothes

This review article considers two books about development theory and practice informed by what is variously referred to as an ‘impasse'/'post‐impasse'/'post‐Marxist’ framework. The latter, its adherents maintain, is a new approach to development that transcends economic reductionism and instead recognises/celebrates cultural ‘difference’, ‘diversity’ and ‘choice’. By contrast, it is argued here that many of the allegedly ‘new’ claims/arguments advanced by the postmodern ‘impasse’ are those traditionally made not just by populism but also by conservatism.

The Articles of Confederation as the Background to the Federal Republic

The Articles of Confederation, usually neglected by those studyingthe American founding, formed an important part of the backgroundto the 1787 Constitution. The Articles functioned as the firstnational constitution of the United States and, as such, reflectedAmerican political theory as it emerged during the Revolution.Equally important, a textual analysis reveals the extent towhich the 1787 Constitution was a logical extension of the Articlesof Confederation. Most of the Articles were incorporated inthe U.S. Constitution, and several key changes found in thelater document were present in embryo in the Articles of Confederation.     

How to Succeed in Reorganizing: The Case of the Norwegian Health Administration*

There has been a growing concern about administrative reform in many countries during the last 10–20 years. The central administrative apparatus has been restructured, partly as an instrument to fulfill collective, political goals. This study of the reorganization of the central health administration in N orway shows that political and administrative leaders increase their control through a planned reorganization. But such a comprehensive reform also creates problems in adjusting to new administrative roles.     

Detection of ketosis in vitreous at autopsy after embalming

Ketosis occurs in ketoacidosis or malnourishment. When either is suspected in relation to a death, it may be important to analyze for ketosis at autopsy. We encountered a case where starvation was suspected in a deceased nursing home resident, where the body had been embalmed prior to autopsy. Gas chromatography (GC) was unable to separate acetone from formaldehyde, a component of embalming fluid. The Acetest is a simple test that can detect acetone and acetoacetate in body fluids. We validated the Acetest with GC on vitreous. The Acetest and GC were consistent except at very low levels of acetone or acetoacetate. The sensitivity of the Acetest for acetoacetate in vitreous was 10 mg/dL, consistent with early starvation. Significant interference from embalming fluid did not occur. The Acetest was negative in the described case. The Acetest is a simple and useful test for the detection of ketosis in embalmed autopsies.     

Party Potential and the Pattern of Party Competition in the 2003 Swiss Federal Elections

This article explores both the party potential of the five major parties in Switzerland at the 2003 elections and how well the parties actually did in relation to how well they could have done. A party's electoral potential depends on both the probability of the electorate voting for the party and on the probability of individual voters participating in an election. The analysis shows that the SVP and the CVP were successful in mobilising their potential voters in the 2003 elections, while the FDP did almost as badly as they could have done. However, compared to the potential of the FDP or the SP, the overall potential of the SVP is limited. For the SVP, issue specific factors account for the mobilising success. This is especially the case for its stands against the EU and asylum seekers. The CVP profited from the Ruth Metzler effect, who was a key figure in the 2003 CVP campaign.     

The periphery-dominated centre

Abstract Irish political parties cannot be easily fitted into a conventional left-right framework. The Lipset-Rokkan centre-periphery concept is employed to explain this situation, and, in particular, to throw light on the persistent success of Fianna Fáil, the nationalist-populist party which has dominated the system since 1932. It is argued that Ireland affords an example of a polity in which the political concerns and style of the rural periphery came to 'invade' and dominate the urban centre for more than a generation. Evidence from a study of urban party activists indicates a persistence of rural political styles and ideological perspectives in a social context which has been for well over half a century.
