The AfPak Campaign and the Limits of Canadian Diplomacy

Initially, recognition of the vital role played by regional diplomacy did not accompany NATO’s substantial commitment to economic and political development in Afghanistan from 2001 to 2014. Pakistan in particular had a major influence on the conduct of reconstruction efforts and NATO’s efforts to lay the institutional foundations in Afghanistan. Canada, an early and committed participant in the International Security Assistance Force, would by 2005 come to recognise the vital importance of the role of Pakistan in the outcome of the mission. However, regional limits to the influence of the United States, the North Atlantic Treaty Organisation, and Canada made comprehensive efforts unattainable.     

Comparing the performance of IBIS and BulletTRAX-3D technology using bullets fired through 10 consecutively rifled barrels

This study evaluates the abilities of the Integrated Ballistics Identification System (IBIS) and BulletTRAX-3D electronic imaging systems to identify bullets fired by the same weapon in a large database of images. Ten consecutively rifled handgun barrels were test fired to obtain reference sample and known match sample pairs for upload onto both bullet acquisition systems. Both copper-jacketed and lead bullets were uploaded, to account for variations in the manner in which markings are reproduced on the different metal compositions. Ranked correlation lists were examined and evaluated. For copper-jacketed bullet correlations, both IBIS and BulletTRAX-3D identified all reference samples to their known matches within the top 10 positions. For lead bullets, BulletTRAX-3D identified all reference samples to their known match in the top 10 positions while IBIS identified only 30%. For inter composition comparisons, BulletTRAX-3D was more successful than IBIS, identifying 100% of reference samples to their known match in the top 20 for copper-jacketed to lead comparisons and 90% for lead to copper-jacketed comparisons. These results suggest that BulletTRAX-3D is more effective than IBIS in the analysis of a wider range of bullet types and it was also found to produce images of superior quality.     

Reading the spirits in Julia Alvarez’s A Wedding in Haiti

Dominican writer Julia Alvarez’s 2012 memoir, A Wedding in Haiti: The Story of a Friendship, documents her first-time travel from the Dominican Republic to Haiti over land in order to attend the wedding of Piti, a young Haitian man who had worked for her and her husband for a number of years. She deploys the literary non-fiction genre of memoir, a genre that is relatively new to her, to explore both the Dominican (collective) relationship with Haiti and her individual relationship with both Haiti and its people centering on her connection to Piti and his family. Drawing on Vodou, a nature religion that strives for balance, this article explores Alvarez’s memoir through several lwa. I argue that the lwa are deployed and manifest as mechanisms from within Vodou epistemology to restore balance to a world relationship between Haiti and the DR that reverberates in the metaphysical world. Examinations of this unequal relationship between the two nations are even more prescient contemporarily considering the recent decision by the Dominican Constitutional Court to strip children of “irregular” migrants born in the DR after 1929 of their Dominican citizenship.     

Food Safety Regulation and the Conflict of Interest: The Case of MeatSafety and E. Coli 0157

The Food Standards Agency (FSA) aims to remove the longstanding conflict of interest between producers and consumers which is thought to lie at the heart of the rising number of food safety problems of recent years, to restore consumer confidence, and to protect public health. This paper sets out firstly to understand what the conflicts are, how they arise and their implications for food safety, and secondly to provide some means of evaluating the proposals for the Food Standards Agency. It does this by examining the current food safety regulatory regime as it relates to e. coli 0157, one of the problems that gave rise to the FSA and an exemplar of the problems of meat safety, and places it in its wider economic context.
The results show that the financial pressures on the food industry were such that food hygiene was largely dependent upon external regulation and enforcement. But the deficiencies in the conception, design and implementation of the Food Safety Act, which was fundamentally deregulatory and privileged producer interests, permitted the food safety problems to grow. The case also, by illustrating how the interests of big business predominate in the formulation of public policy at the expense of the public, reveals how the class nature of the state affects public policy and social relations. Without addressing these issues, the problems they give rise to will remain. While the case is based on experiences in Britain, the problem of food safety and the issues raised have an international significance.     

Three-dimensional computer visualization of forensic pathology data

Despite a decade of use in US courtrooms, it is only recently that forensic computer animations have become an increasingly important form of communication in legal spheres within the United Kingdom. Aims Research at the University of Nottingham has been influential in the critical investigation of forensic computer graphics reconstruction methodologies and techniques and in raising the profile of this novel form of data visualization within the United Kingdom. The case study presented demonstrates research undertaken by Aims Research and the Department of Forensic Pathology at the University of Sheffield, which aims to apply, evaluate, and develop novel 3-dimensional computer graphics (CG) visualization and virtual reality (VR) techniques in the presentation and investigation of forensic information concerning the human body. The inclusion of such visualizations within other CG or VR environments may ultimately provide the potential for alternative exploratory directions, processes, and results within forensic pathology investigations.

The United Nations is frequently the object of blame for "failing' ' to act in response to what are deemed to be ethical imperatives. Implicit in such condemnations is an understanding of the United Nations as a body that has moral duties, and possesses the various capacities for deliberating and acting that would make this a reasonable conception. Yet this portrayal of the United Nations as a moral agent is one that should only be invoked with great care, and some qualification. By constructing a model of "institutional moral agency'', and examining whether the United Nations meets its criteria, this article aims to offer a preliminary account of the internal features, and enabling conditions that would allow the United Nations to bear the related burdens of duty and blame in international politics. It also suggests who—or what— might bear these burdens when the United Nations is incapable of acting.
