Angola: what kind of a peace after decades of war?

Victoria Brittain was Associate Foreign Editor of The Guardian until March 2002. The presence of gamma-hydroxybutyric acid (GHB) and gamma-butyrolactone (GBL) in alcoholic and non-alcoholic beverages

Gamma-hydroxybutyric acid (GHB) and its precursor gamma-butyrolactone (GBL) are regularly implicated in instances of surreptitious drug administration, particularly in beverages (so-called "spiked drinks"). In order to assist in the interpretation of cases where analysis of the actual beverage is required, over 50 beverages purchased in the UK were analysed for the presence of GHB and GBL. It was found that naturally occurring GHB and GBL were detected in those beverages involving the fermentation of white and particularly red grapes. No GHB or GBL was detected in other drinks such as beer, juice, spirits or liqueurs. GHB/GBL was detected in red wine vermouth (8.2 mg/L), sherry (9.7 mg/L), port (GBL), red wine (4.1-21.4 mg/L) and white wine (<3-9.6 mg/L). The presence of GHB/GBL did not appear to be influenced by the alcohol content or the pH of the beverage. In addition, the concentration in wines did not appear to be related to the geographical origin of the grape type. This is believed to be the first published data concerning the endogenous presence of GHB and GBL in the beverages described.     

Political Competition and Policy Adoption: Market Reforms in Latin American Public Utilities

This article shows that political competition generates incentives that affect the pace of adoption of market reforms in the context of policy convergence. Previous work shows the effect of financial and technological pressures in promoting policy convergence and the impact of institutional constraints on shaping the pace of policymaking. Controlling for these effects, this article demonstrates the policy effects of political competition and ideological polarization even at a time when ideological policy differences seem to be fading due to policy convergence. This article studies policy adoption using duration analysis for the 18 countries of Latin America during the 1985–2000 period when most of the market reforms in public utilities were adopted.     

Who Delivers? Partisan Clients in the Argentine Electoral Market

Why do some parties fail to benefit from patronage in pork‐ridden political systems? This article analyzes the interaction between patronage and partisanship to explain why some incumbents are more likely to benefit from pork politics than others. We explain such differences by focusing on political parties' access to resources (supply side) and voters' dependence on fiscal largesse (demand side). We show how these differences affect the patron's choice of public sector wages and employment. We use subnational level data to show different electoral returns from patronage for the two major political coalitions in Argentina—Peronism and the UCR‐Alianza—and their effect on preferences over public sector wages and employment.     

DNA mixtures in forensic casework: a 4-year retrospective study

Occasionally interpretation guidelines from validation studies are difficult to apply to real forensic casework, especially in the case of mixed samples. Exogenous contamination, an unknown number of contributors or unbalanced proportion of each one in the sample and a varied degree of degradation of the biological materials, contribute to the difficulties in the interpretation of sample profiles. In this paper we have reviewed all the mixed genetic STR profiles encountered in our laboratory over 4 years (1997-2000) and evaluated the problems in the interpretation of the results. From 1547 criminal cases with 2424 samples typed, 163 showed a mixed profile (6.7%). We have observed that occasionally, a mixture appeared in the same sample with one multiplex amplification kit (e.g. Blue) and not with another (e.g. Green). From our results, it can be suggested that technical characteristics of the different fluorochrome groups in the multiplexes override the molecular characteristics of each STR in their capacity to detect mixtures.     

Radiographic evaluation of third molar development in Spanish children and young people

Third molar development was evaluated in 786 young people aged between 4 and 20 years, all patients at the School of Dentistry of the University of Granada. The development of third molars and of mandibular second premolars and second molars was determined according to the stages proposed by Nolla. The onset of mandibular third molar formation was observed at very variable ages in this series, ranging from 5.86 to 14.66 years. The first developmental stages of maxillary third molars are not usually visible radiographically, which can lead to an incorrect diagnosis of agenesis. We found no significant relationship between the gender or age of the patient and the presence or absence of third molars. However, the presence/absence of the third molar can be predicted in 82.82% of cases when there is some degree of calcification of mandibular second molars and second premolars.     

Contextualizing depression and physical functioning in battered women: adding vulnerability and resources to the analysis

This investigation examined the relationships between physical, psychological, and sexual abuse along with vulnerability appraisals, positive and negative social relations, and socioeconomic resources on battered women's depression symptomatology and physical functioning. Women were recruited following an incident of partner violence that resulted in a police-report or the filing of a protection order. Participants were surveyed using a standardized questionnaire. Bivariate correlations and multiple regressions were used to examine the relationships between predictors as well as the cumulative and unique contributions of each variable set in explaining depression and physical functioning. Findings indicate that vulnerability appraisals, social relations, and socioeconomic resources significantly explain women's depression and physical functioning over and above the unique effect of specific types of partner violence. Given that women's physical and mental health are important aspects of assisting women with safety planning and violence cessation strategies, implications for assessment and interventions for battered women are discussed.
