The purpose of this study is to compare a specialized community-oriented policing (COP) unit to a reactive unit on officer perceptions of public contact and officer perceptions of job performance. We also compare bicycle patrol officers to motor vehicle patrol officers within these units. Using a static group comparison design, questionnaires were distributed to officers within the Toronto Police Service (n = 178). Bicycle patrol is associated with more contacts with the public and higher rates of proactive policing when compared to motor vehicle patrol and bicycle officers are more likely to rate higher on several measures of crime control. Officers with a COP mandate engage with the public for a wider variety of reasons compared to those with a reactive mandate, and are more likely to rate higher on perceptions of performing job duties in a procedurally just manner. This study demonstrates the value of a specialized COP unit that includes bicycle patrol in achieving tenets of COP. It contributes to the literature on COP and the use of bicycle patrol in law enforcement by presenting the perspective of the police officer.  相似文献

Interest in utilizing pop culture as a means of teaching and enhancing students’ understanding of complex or abstract ideas in the classroom has increased over the course of the past decade. This includes the use of film, television, fiction books, the internet, and music. The fields of criminology and criminal justice have also increasingly noted the value of using such means to teach about atrocities such as state crime, transnational crime and corporate crimes as well as issues of inequality, racism, and classism. Film, music and television can also be great tools to enhance the understanding of and ability to apply criminological theory. Most articles that have focused on incorporating the use of a ‘popular criminology’ within the classroom, however, have concentrated on one form or another of ‘pop culture’ (i.e., film). This article seeks to add to the existing literature by providing an example of how the use of film combined with music can not only enhance undergraduate criminology and criminal justice students’ ability to grasp criminological theory and apply it in their everyday lives, but also can be utilized as tools for exams.  相似文献

Starting from census data on co-residence and household composition, the authors analyse principles of family organisation and family formation in twentieth-century urban Russia and the Soviet Union. The article uses an adapted version of the classification of households developed by Peter Laslett and Eugene Hammel to study variation in household structure for successive population censuses. Changes in this variation between cross-sections are explained with the help of additional quantitative and qualitative data and are linked to the fundamental demographic, social and economic shifts which took place in Russian society in the course of the twentieth century. The article finds a family system characterised by a tendency towards nuclear family formation, but incorporating a fairly stable element of household extension. Co-residence of three generations was both an answer to a perennial housing problem and offered important advantages in the sphere of childcare and care for the elderly. Variation and fluctuation in household structure are found to be most pronounced during the turbulent first half of the century. After a period of stability during the post-war decades of Soviet rule, post-Soviet transformations provoke new changes.  相似文献

Abstract

Historically, federal housing policy has contributed to the concentration of poverty in urban America. Moving out of poverty is not the right answer for every low‐income family, but tenant‐based housing assistance (Section 8 certificates and vouchers) has tremendous potential to help families move to healthier neighborhoods. This article explores the role of tenant‐based housing assistance in addressing the problem of concentrated inner‐city poverty.

The Section 8 program by itself does not ensure access to low‐poverty neighborhoods, particularly for minority families. Supplementing certificates and vouchers with housing counseling and search assistance can improve their performance; a growing number of assisted housing mobility initiatives are now in place across the country. The U.S. Department of Housing and Urban Development (HUD) should continue to fund these initiatives and increase their number over time. HUD should also strengthen incentives for all housing authorities to improve locational outcomes in their Section 8 programs.  相似文献

Abstract

The desire to increase residential choice for Section 8 voucher clients resulted in the adoption of portability by the U.S. Department of Housing and Urban Development. Portability allows voucher holders to move between the jurisdictions of local housing authorities (HAs). InterHA cooperation could ease the administrative and financial burdens imposed by portability and improve service to voucher recipients. However, voluntary regional cooperation is rare.

This article presents a case study of a successful, voluntary, intraregional cooperative agreement among HAs. Theoretical and empirical analyses suggest that a cooperative agreement is more likely to develop voluntarily if two conditions are present: rational self‐interest and shared norms and trust among the managers. Agreements can ease the burdens associated with portability, but it is important for the parties to regularly assess implementation issues to ensure the agreement's continuing effectiveness. The article concludes with policy implications based on the findings from this research.  相似文献

The ‘Urdu-speaking population’ in Bangladesh, displaced by the Partition in 1947 and made ‘stateless’ by the Liberation War of 1971, exemplifies some of the key problems facing uprooted populations. Exploring differences of ‘camp’ and ‘non-camp’ based displacement, this article represents a critical evaluation of the way ‘political space’ is contested at the local level and what this reveals about the nature and boundaries of citizenship. Semi-structured and narrative interviews conducted among ‘camp’ and ‘non-camp’ based ‘Urdu-speakers’ found that citizenship status has been profoundly affected by the spatial dynamics of settlement. However, it also revealed the ways in which ‘formal’ status is subverted – the moments of negotiation in which claims to political being are made. In asking how and when a ‘stateless’ population is able to ‘access’ citizenship, through which processes and by which means, it reveals the tension, ambiguity and conceptual limitations of ‘statelessness’ and citizenship, unearthing a reality of partial, shifting and deceptively permeable terrain. In doing so, it also reveals the dissonance and discord (constitutive of an ‘us’ and ‘them’ divide) upon which the creation of ‘political space’ may rely. Citizenship functions to exclude and, therefore, it is very often born of contestation.  相似文献

Experts from U.S. government agencies that administer export controls of space systems and representatives from non-governmental organizations and think tanks were invited in December 2014 to participate in an invitation-only workshop co-hosted by the Secure World Foundation and Astroconsulting International to discuss export controls with a delegation of industry representatives from The Society of Japanese Aerospace Companies. The underlying question when working on export controls is, with the increased access to space and burgeoning role of the private sector in space, how do you regulate this and encourage industry without harming national security? It is difficult to do this while supporting the space industrial base, as export control is perceived as a necessary part of shoring U.S. national security and assuring a stable and predictable space environment. A serious challenge is determining which technologies should be controlled: where do you draw the line? This is particularly the case for space technologies, many of which are dual-use. Countries also have to be careful of unintended consequences. Export control restrictions are extremely challenging to get “just right” and, as a result, should be undertaken only after a considerable amount of discussion with all stakeholders, including input from industry, and when the government has a solid understanding of what it is trying to accomplish via export control protections. Otherwise, the domestic industry can unduly suffer with very little benefit to national security.  相似文献

Certain drivers of social and economic differences facilitate the reification of ethnic identity between so-called uplanders and lowlanders on Palawan Island in the Philippines. Drawing on case studies, in this paper we examine how two seemingly distinct social groups – Christian migrants and indigenous Tagbanua – use their respective positions in society to mark differences in ethnic identity and livelihoods. We then argue that as non-governmental organisations build on notions of indigeneity as a means to facilitate their programmes, they further reinforce how each group articulates difference. We demonstrate that the tendency of NGOs to construct and reify notions of indigeneity in support of land claims and conservation has in fact polarised ethnic differences and, in turn, reinforced inequality between each group. We conclude that although non-governmental organisations have tried to remedy social and economic disparities between social groups, their simplification of local ways of life reinforces stereotypes of these people and their land uses.  相似文献

The social model of disability is presented as a new paradigm of the recent disability treatment, that has had theoretical and legal current development. It is a model that considers that the origins of disability are not either religious or scientific, but social in a great measure. From this new perspective, it is emphasized that the population with disability can contribute to the society in the same circumstances that the rest of the population, which integrates the society, all this from a valorization of the inclusion perspective and respect of diversity. This model is closely related with certain essential values which underline the human rights, such as human dignity, individual freedom and equality; all these conduce to a decrease of barriers and lead to a social inclusion that sets basis to principles as: personal autonomy, nondiscrimination, universal accessibility, environmental normalization, civil dialogue, inter alia. The premise is that disability is part of a social construction, and it is not the deficiency created by the society itself what limits and prevents people with disability to be included, to decide or to design autonomously their own life plan with opportunity equality.  相似文献
