Guardians Ad Litem and Children's Attorneys in Arizona: A Qualitative Examination of the Roles

An ongoing debate exists with little research support concerning the differences in the roles of guardians ad litem (GAL) and children's attorneys (CA) in dependency cases. Through qualitative interviews, this study examined GALs’ and CAs’ perceptions and execution of roles. Both executed their roles similarly and agreed the best interests of the child and the child's wishes are important. Shared goals included child safety, ensuring the child's voice is heard, keeping the family together, and minimizing the distress to the child. Challenges to executing their roles were often systemic, including overwhelmed courts and lack of community resources to serve clients’ needs.     

Who Benefits? The Interactional Determinants of Microfinance’s Varied Effects

Since its emergence as a development tool, scholars and practitioners have questioned microfinance’s short- and long-term impacts but have had insufficient empirical evidence to assess them. To address this gap, this paper draws on mixed method research to assess the effects of microfinance loan and educational services over time. It explores why, even within the same microfinance institution (MFI), some borrowers benefit from microfinance services more than others in the short-term, and examines how this translates into long-term impacts. The article identifies understudied sources of intra-group variation: the diversity and choices of borrowers and MFI employees interacting with each other and their broader contexts.     

Democracy and Social Policy in Brazil: Advancing Basic Needs, Preserving Privileged Interests

Has democracy promoted poverty alleviation and equity‐enhancing reforms in Brazil, a country of striking inequality and destitution? The effects of an open, competitive political system have not been straightforward. Factors that would seem to work toward this goal include the voting power of poor people, the progressive 1988 Constitution, the activism of social movements, and governance since 1995 by presidents affiliated with center‐left and left parties. Yet these factors have been counterbalanced by the strong political influence and lobbying power of organized interests with a stake in preexisting arrangements of social protection and human capital formation. An analysis of four key federal sectors, social security, education, health care, and public assistance, illustrates the challenges for social sector reforms that go beyond raising basic living standards to enhancing socioeconomic inequality.

Lifestyle illicit drug seizures: A routine ESI-LC-MS method for the identification of sildenafil and vardenafil

For street samples suspected of containing the phosphodiesterase-5 inhibitors sildenafil (Viagra(?)) and/or vardenafil (Levitra(?)), including powders or adulterated herbal supplements, a chemical analysis is needed to provide confirmatory identification of these illegally procured substances. Sildenafil and vardenafil are structurally similar and it is difficult to differentiate between them, as previous mass spectrometric studies have shown the two drugs to produce similar fragmentation patterns. The use of tandem mass spectrometry can produce confirmatory data, but the technique requires a high level of technical expertise. We have developed an electrospray ionization-liquid chromatography-mass spectrometry (ESI-LC-MS) method that allows differentiation between these two structurally similar molecules via in-source fragmentation in combination with an ion trap mass spectrometer. A very stable gas phase ion is formed during in-source fragmentation of vardenafil; the combination of the stability of this ion and the longer residence time for the ion in the ion trap results in a very strong signal. This feature results in a method that can provide clear differentiation between sildenafil and vardenafil while at the same time requiring less expertise from the routine analyst to confirm the presence or absence of the two compounds.     

Grantmaking in a Disorderly World: The Limits of Rationalism

This article reflects on the real world relevance of rational approaches to grantmaking. The characteristics and environment of foundation work are outlined, then both traditional and newer funding practices are analysed. Unpacking implicit assumptions of a rational approach, eight costs to foundations and their grantees are identified. The final sections of the paper consider what grantmaking for a complex and disorderly world might encompass. In conclusion, while rational approaches to grantmaking provide a comfortable aura of certainty, funders need to adapt to a little discomfort.
