War and the West

The outline of human history over the last two thousand years is framed by armed conflict. Many would like to overlook this simple historical reality, and the perilous consequences of ignoring military affairs. The advantage the West now enjoys is the product of several developments in political and social domains culminating in what can be called a Military Revolution. The creation of powerful states as the overarching social organization is an example of one such revolution, which supported a series of smaller innovations and changes in the way the West fought its wars. These smaller changes are “revolutions in military affairs.” These revolutions do not have to be tied to technology. Britain generated an advantage over France by creating a financial system which substantially altered its ability to sustain the conduct of war in the eighteenth century. History reveals the degree of political, social, economic and technological adaptation needed to maximize security and minimize the consequences of failure. The study of history is necessary to insure that we do not have to fight wars more often, or at far higher cost in human terms.     

The Review of the APS: Is gender really on anyone's agenda?

As recently as 2016, the Australian Government stated its commitment to increasing gender equality in the Australian Public Service (APS) workforce. In May 2018, the Prime Minister announced a broad‐ranging Review of the APS, but gender equality was not mentioned in the Review Terms of Reference. An interim Review report was released in March 2019, which was also largely silent on gender issues. We examine the submissions to the Review to assess whether, and how, organisations have considered gender equality. We found an almost universal gender blindness in submissions and conclude that this may have contributed to the Review panel ignoring gender equality issues in their interim report. We further conclude that without a focus on gender equality within the Review and ensuing reforms, the APS gender equality strategy is rendered merely symbolic. We recommend the Review implement gender mainstreaming to ensure gender equality can progress in the APS.     

From Accountability to Decision-Making? Budgeting with Mandated Performance Measures

Government agencies in many nations, including local school districts in the United States, are under pressure to shift to an outcome-based approach to accountability. While the implications of such systems are widely debated, the use of performance measures within local school districts for budgetary decision-making has received relatively little attention. This study of school business officials finds that mandated performance measures, specifically standardized test scores, are important factors in budgetary decision-making but less influential than other factors. Variables that help explain the influence of mandated performance measures include district performance, socio-economic status, and the importance of community involvement in decision-making.     

The communal/exchange distinction and some implications for understanding justice in families

This article briefly reviews 10 years of research on a distinction between communal and exchange norms. Communal norms dictate benefits should be given in response to the other's needs. Exchange norms dictate benefits should be given in response to specific benefits received in the past or with the expectation of receiving specific benefits in the future. Choice of norms is shown to be influenced by the type of relationship desired or existing between two people. Evidence of chronic individual differences in tendencies to follow communal and to follow exchange norms in relationships is also presented. We argue that most people believe that communal norms should be followed in family relationships and we outline implications of the research reviewed for understanding justice in the family. Implications of (i) behavior in accord with exchange norms (e.g., quick repayment of benefits received, keeping track of individual inputs into joint tasks), (ii) behavior in accord with communal norms (e.g., helping, expressing emotion) and (iii) individual differences in relationship orientations are discussed.     

The significance of postmortem radiographs in infants

The radiographs of 108 infants were analyzed prospectively before autopsy to correlate radiographic findings with those found at the postmortem examination. There was poor correlation between radiographs and autopsy findings when pulmonary pathology was present, and there was no gut pathology when radiographs revealed portal venous air. The radiographs were most helpful when either bony abnormalities (that is, fractures or congenital abnormalities) or free air were found before autopsy.
