The Civic Education Project in Belarus,Ukraine, and Moldova: the impact of dependency

The reliance of development NGOs on donor funding exposes them to the danger of formulating programmes geared to meeting the needs of the donors, rather than those of local beneficiaries. In the worst-case scenario, NGOs may exacerbate existing problems through interventions that reinforce their own dominance and undermine local empowerment. This article examines some of the practices of one international NGO which worked in the field of higher education in three former Soviet countries.     

Regionalism in the Asia‐Pacific — a response to Kanishka Jayasuriya

This paper is a response to the debate generated in the special issue of The Pacific Review on ‘Ideas, policy networks and international policy coordination in the Asia‐Pacific’. It suggests that an understanding of the discourses and practices of regionalism in the Asia‐Pacific has to be based on a broader account of societal discourses and a sharper delineation of the policy process specific to the region.     

Violence ratings of female patients in broadmoor hospital

Abstract

A study is described which characterised the female population of Broadmoor Special Hospital on a scale (Robertson et al., 1987) which rates violence associated with the index offence and previous episodes of violence both in terms of prosecuted violence and unprosecuted incidents. This scale has been applied recently to the male population of Broadmoor (Wong et al., 1993). The findings here confirm the notion that the female population of a Special Hospital are less violent than the males in terms of rating of violence associated with the index offence and in previous convictions for violent offending. The females contain a larger proportion of patients convicted of the offence of Arson (index offence) and patients transferred from other hospitals because of being unmanageable in these settings (under Section 3 of the Mental Health Act). Extreme ratings of violence amongst the females is associated with a diagnosis of personality disorder rather than schizophrenia or psychosis.     

China's fascination with the development of Singapore

Singapore has achieved rapid economic growth and has also managed to maintain a stable social order, characteristics that make it attractive to China as a model for future development, according to Professor John Wong, Research Director of the East Asian Institute (EAI), National University of Singapore. The Singapore government has played a vital role in fostering economic development, and while it has eschewed mandatory economic planning in favor of support for free enterprise and open competition, it has nevertheless been very active in providing macro economic guidance for the economy, and in managing a number of economic and business activities. The success of the government's participation in economic development has been made possible by a strong political leadership dedicated to the pursuit of economic growth, an efficient and incorruptible public administration, and an effective legal system. An earlier version of this paper was presented at the International Symposium on the Government's Role in the Market Economy, held at the China Institute for Reform and Development (CIRD), Haikou, Hainan, China, in January 1997.     

府际管理的兴起及其内容

政府间关系的管理经历了“联邦主义”、“府际关系”和“府际管理”三个阶段。府际管理的主要框架有六方面:协调性、依赖性的网络型结构,公共产品和服务的多元化供给,项目和管理功能上的府际间转移,多方协商、调和的合作机制,小社区、跨邻里的大都市地区治理结构,目标导向、网际沟通的冲突解决方式。府际管理的兴起将打破传统政府管理的区域和层级观念,有助于由传统的较为权威、封闭和狭隘的旧地方主义,转为强调权力或资源相互依赖、开放和区域合作的新地方主义。府际管理对中国的政府间关系的管理变革有积极的借鉴意义。     

DIVORCE MEDIATION AMONG ASIAN AMERICANS

This article explores the Asian American use of mediation and the effects of increasing divorce rates on the Asian American family. It examines mediation across cultural settings and documents the need for mediators to be versed in understanding persons from many different cultures.     

Data protection: The future of privacy

The Art. 29 Working Party (hereinafter “Art. 29 WP”) is an influential body comprised of representatives from the Member State Data Protection Authorities² established under the Data Protection Directive 95/46/EC, has recently issued an opinion with the Working Party on Police and Justice. This is quite significant, since the opinion sets out some of the issues that will need to be addressed in the lead up to the revision of the Data Protection Directive 95/46/EC.³ This comes at a time, when there have been discussions on the current application of the European Data Protection Directive to the internet,⁴ (such as social networking) and the recent European Commission’s consultation on the legal framework for the fundamental right to protection of personal data. Not least, there have been a number of cases brought before the European Court of Justice dealing with the partial implementation of the Data Protection Directive 95/46/EC.⁵The aim of this paper is to consider in detail the issues set out by the Art. 29 WP and the likely challenges in revising the Data Protection Directive 95/46/EC.
