Low self-control has emerged as a consistent and strong predictor of antisocial and delinquent behaviors. Using the twin subsample of the National Longitudinal Study of Adolescent Health (Add Health), genetic analyses were conducted to examine the genetic and environmental contributions to low self-control and offending as well as to their relationship with one another. The results revealed that low self-control and criminal behaviors are influenced by genetic and nonshared environmental factors with the effects of shared environmental factors being negligible. In addition, the co-variation between low self-control and criminal behaviors appears to be largely due to common genetic and nonshared environmental factors operating on both phenotypes. The implications of these findings on the current understanding of Gottfredson and Hirschi??s general theory of crime are discussed. 相似文献

This Article argues that the current approach of the Department of Health and Human Services and the Centers for Medicare and Medicaid Services (CMS) to enforcement of the Ethics in Patient Referrals Act (the "Stark Law") is unnecessarily punitive and discourages health-care providers from self-disclosing even very minor violations of the Stark Law. This Article suggests a number of specific changes to encourage provider self-disclosure and proposes that CMS create a demonstration project under the authority of the Patient Protection and Affordable Care Act to test the reforms. A demonstration project provides the perfect vehicle to prove that increased self-disclosure protocols for the Stark Law can decrease the government's costs of enforcement, improve program integrity, and encourage providers to deal responsibly with the inevitable minor lapses in compliance that arise in such an enormous government program as Medicare. 相似文献

This article examines Nepalese forestry governance from gender perspectives. We argue that gendered institutional norms and values are associated with forest-governing institutions, such as forest bureaucracies, shaping the nature, and extent of women’s involvement in decision-making processes in the Nepalese forest bureaucracy. Studies on Nepalese forestry reveal that substantial progress has been made in forming policies and initiating activities for including women in forestry governance of Nepal; however despite this, gendered dynamics create difficulties for women to enter and progress in the forestry profession, thereby creating gendered employment territories through institutional, legislative, normative, and infrastructural measures. 相似文献

A systematic evaluation of the FBI's crisis negotiations with the Branch Davidians during a 51‐day standoff in 1993 is conducted. The analysis uncovers extensive violations of basic hostage‐barricade standards and protocols. The violations appear shortly after negotiations began indicating a premature disregard for the publicly declared goal of a peaceful resolution. Failed negotiations subsequently were cited by FBI officials as a rationale for organizing a violent and dangerous CS gas assault on the barricaded group, resulting in the destruction of the religious community and the deaths of 74 people. The violations do not appear to be random, incidental, or the result of disorganization, as officials claim. The data indicate that the FBI's on‐scene commanders and tactical component of the Hostage‐Rescue Team (HRT) contributed largely to the failed negotiations through methods of increased tactical pressure and psychological warfare providing justification for the high‐risk assault. The thesis is advanced that the HRT command may have pursued furtively what some insiders call a ‘Western’ view of hostage‐barricade incidents ‐ i.e., that negotiations should be used as a means of manipulating people into positions where a tactical solution can be executed. In this context, the standoff is analyzed as a government massacre. Possible motives for this state violence are linked to the sect's defiant posture, aspects of police culture, effective demonization of the sect, and the disturbing trend of ‘militarization’ within law enforcement. 相似文献

In this paper, the author revisits the emotive theory of value and argues that values are not entities but nothing other than linguistic fictions. Accordingly, valuations—i.e., valuing actions—can be defined as approving or disapproving attitudes of a subject to some object. In this perspective, values cannot be true or false: What we can do is just compare them with regard to strength. As a consequence, value judgments are to be understood as sentences which are used either to say that a subject s values an object o positively or negatively, or to express (evince) a valuation. The author then shows some relations between normative and evaluative discourses. First, he claims that norms as well as valuations are not true or false. Second, he argues that both may be explained or justified, even if the former are usually justified teleologically whereas the latter are explained referring back to the subject's background and life-style. Third, he notes that a legal order originates from the fact that valuations crystallize into norms. Finally, the author examines some further questions related to his analysis. In particular, he argues that the different realms of values, e.g., morals, aesthetics, politics, etc., do not correspond to different evaluative attitudes, but to different phenomena and diverse spheres of human life. 相似文献

An exploratory, qualitative examination of homeless, recovering alcoholic men in a Twelve-Step program shows the ways these
men adapt tools of sobriety to match their needs. Using semi-structured interviews, the experiences of these men were evaluated
in order to find out how they stay sober without a formal place to live. Based on the narrative histories, three varieties
of adaptations to the conventional Alcoholics Anonymous program are discussed: excessive twelfth-stepping, a mélange of religious

ABSTRACTThis paper analyses Commonwealth engagement in education against a background of issues, trends, and partnerships in education. It argues for reforms towards a ‘New Commonwealth’ that is fit for the 21st century; embracing the celebration of diversity and moving beyond the donor/recipient model of development. The relevance, effectiveness, and sustainability of education engagement by the Commonwealth are gauged in relation to the focus of the sustainable development goals (SDGs) on the indigenous, immigrant, refugee, and other disadvantaged populations. The paper explores education challenges facing these population groups and proposes some options or niche areas that may be considered for Commonwealth engagement in education. The first option is engagement in the influential Global Partnership for Education (GPE), where Commonwealth countries already operate, and synergies are possible with UNICEF, UNESCO, and the World Bank. Second is pan-Commonwealth ‘facilities’ for implementing bi-lateral projects. Third is Commonwealth Talent Academies to address youth unemployment and illegal migration. Fourth is using COL to enhance distance learning leadership. Fifth is a Commonwealth Teachers Exchange Scheme to ‘right-size’ teaching forces. Sixth is the Commonwealth Remittances Transaction Cost Reduction initiative. Viability of these options will depend on the appetite for reform towards a multi-polar Commonwealth with financial burden sharing. 相似文献
