Abstract

Since the Grabiner Report in 2000 Grabiner, Lord. 2000. The Informal Economy: A Report by Lord Grabiner QC, London: HM Treasury/The Stationery Office Ltd..  [Google Scholar] there has been growing concern on the part of government over the scale of the informal economy. Most of the proposals to address this growth have focused on ways to deter such activity. But there have also been efforts to assist those who wish to legitimise their activities. This paper argues that a social enterprise approach to formalisation would be of benefit to tackling joblessness and social exclusion as well as generating further social economic activity in deprived neighbourhoods. The paper draws upon review research and original research work currently being conducted into formalisation strategies.

Dissident Irish Republicans have increased their violent activities in recent years. These “spoilers” reject the 1998 Good Friday Agreement power-sharing deal between Unionist and Nationalist traditions in Northern Ireland. Instead dissident IRAs vow to maintain an armed campaign against Britain's sovereign claim to Northern Ireland and have killed British soldiers, police officers, and civilians in recent years. These groups have small political organisations with which they are associated. The assumption across the political spectrum is that, whereas Sinn Fein enjoyed significant electoral backing when linked to the now vanished Provisional IRA, contemporary violent Republican ultras and their political associates are utterly bereft of sympathy. Drawing upon new data from the Economic and Social Research Council 2010 Northern Ireland election survey, the first academic study to ask the electorate its views of dissident Republicans, this article examines whether there are any clusters of sympathy for these irreconcilables and their modus operandi. The piece assesses whether there are any demographic, structural, ideological, religious, or party trends indicating Republican dissident sympathies. It also assesses the extent to which dissidents are seen as a threat and examines whether this perception is shared evenly across Northern Ireland's two main communities.     

Left Behind: Boris E. Skvirsky and the Chita Delegation at the Washington Conference, 1921–22

Although the story of the role of the Special Trade Delegation of the Russian short-lived Far Eastern Republic during the Washington Conference on Naval Disarmament of 1921–22, seems to be well-known from its many Western accounts published since 1922, a recent search in the records of the Russian Communist Party has uncovered many hitherto unknown or obscure details that shed the light on the fascinating intelligence origins of the secret documentation, which the delegation made public during the conference. Particularly, the Russian records indicate the central role of one of the delegates, Boris Skvirsky, who would be left behind in the United States to become the Soviet unofficial representative and back channel during the years of non-recognition of the Soviet Union by the United States.     

Small Screens and Big Streets: A Comparison of Women Police Officers on Primetime Crime Shows and in U.S. Police Departments, 1950 to 2008

This article utilizes a longitudinal approach to assess the visibility of women as police officers in primetime crime shows from 1950 to 2008 and compares these numbers for television to actual data on women who work as police officers in the United States. We find that as expected, annual labor force data and crime show data both indicate increases in the number of minorities and women working in the criminal justice system over time. Given the robust literature on the general underrepresentation of women on television, however, we did not expect to uncover that both White and minority women are overrepresented as police officers on television every year compared to the occupational reality. Implications of the findings are discussed.     

Hair analysis for diphenhydramine after surreptitious administration to a child

Diphenhydramine is one of the first effective antihistamine agents to have been discovered. The compound is also used for its sedative and antiemetic effects. The first case involving repetitive sedation linked to the use of diphenhydramine as a drug-facilitated crime and subsequent impairment of a 9-year-old female victim is reported. Due to the long delay between the alleged crime and clinical examination, collection of blood or urine was of little value. Hence, the laboratory developed an original approach based on hair testing by LC-MS/MS. A single strand of hair from the victim was sampled about 7 weeks after the last suspected administration and was cut into small segments. After cutting into small pieces, about 20 mg of hair per segment was incubated overnight in a phosphate buffer (pH 8.4). The aqueous phase was extracted with 5 ml of a mixture of methylene chloride/diethyl ether (80/20), in presence of diazepam-d5, used as internal standard (IS). The hair extract was separated on an XTerra MS C18 column using a gradient of acetonitrile and formate buffer. Detection was based on two daughter ions: transitions m/z 256.2-152.1 and 167.1 and m/z 289.9-154.0 for diphenhydramine and the IS, respectively. In the hair of the child, diphenhydramine was detected at concentrations in the range 33-39 pg/mg, depending on the segment.     

Age Estimation from the Teeth Using a Modified Demirjian System*

Abstract: The estimation of age at time of death is often an important step in the identification of human remains. The purpose of this study was to test the applicability of the Demirjian system on a sample of the Sydney child population and to develop and test age‐prediction models using a large sample of Sydney children (1624 girls, 1637 boys). The use of the Demirjian standards resulted in consistent overestimates of chronological age in children under the age of 14 by as much as a mean of 0.99 years. Of the alternative predictive models derived from the Sydney sample, those that provided the most accurate age estimates are applicable for the age ranges 2–14 years, with R‐square = 0.94 and a 95% confidence interval of ±1.8 years. The Sydney‐based standards provided significantly different and more accurate estimates of age for that sample when compared to the published standards of Demirjian.     

African–American Parents’ Racial and Ethnic Socialization and Adolescent Academic Grades: Teasing Out the Role of Gender

This study examined the relationship of racial and ethnic socialization and academic achievement in a sample of 218 African American adolescents (grades 9–12; 52% girls) attending a public high school in the northeastern United States. Researchers were particularly interested in whether adolescent gender moderated the relationship between racial and ethnic socialization and academic grades. Results indicated that aspects of ethnic socialization, African American cultural values and African American heritage were linked to adolescent grades. Additionally, adolescent gender was found to moderate the association between these socialization variables and grades. The findings also suggest that socialization provided by paternal caregivers around African American cultural values and African American heritage may have differential effects for academic grades than the socialization messages provided by maternal caregivers. Information generated from this study broadens the understanding of socialization factors that can facilitate positive academic outcomes in African American youth and has practical implications for parents and educators.

Youth Worker Professional Development Participation,Preferences, and Agency Support

Using a Web-based survey, this study examined youth workers' professional development participation, preferences, and levels of agency support and the relationships between these variables and youth worker characteristics. Results revealed a positive relationship between participation in professional development opportunities and youth workers' self-reported job competency but also indicated low levels of agency support for participation in continuing education. Though perceptions of critical training topics varied among program staff from different geographic areas, most youth workers reported similar training experiences and interests regardless of their individual characteristics. Collaborative approaches to training and professional development may result in increased exposure to a broad range of professional development opportunities and significantly enhance the quality of youth programming.
