Cores,Peripheries, and Contemporary Political Economy

This note underscores the need for more precise causal theories linking the international division of labor, national economies, and public policies. To that end, the author recommends two literatures upon which a revised dependency theory might build, namely, those on economic geography and the political economy of redistribution.     

Socially responsible Criminology: Quality relevant research with targeted,effective dissemination

This address argues that some members of the criminology community must take upon themselves the responsibility of communicating the knowledge developed by the field to practitioners and decision makers. It is reasoned that only with such targeted dissemination will the full potential benefits from our work be realized.     

Eurasian Economic Union: present and future perspectives

This paper analyzes the economic and political situation in the Eurasian Economic Union. The basic question is why it was created after the failure of all previous integration projects in the Commonwealth of Independent States and Central Asian region? The paper examines the effects and opportunities for the regional economy of economic sanctions imposed on Russia and of Russian counter-sanctions. It also analyzes relations between the Eurasian Economic Union and the European Union and draws perspectives and policy implications for their future relations.     

Toward a comprehensive homelessness‐prevention strategy

Abstract

Because of the misery and deprivation suffered by homeless persons, the initial response to homelessness in the United States focused first on quickly addressing the dire need for emergency food and shelter, and then on providing additional assistance to already homeless persons—ideally to help them move out of homelessness. New preventive measures to help people avoid becoming homeless were largely ignored or put off.¹ But now that efforts to provide emergency food and shelter are well under way throughout the country, many more experts, policymakers, and service organizations have begun focusing on homelessness prevention.² Nevertheless, actual prevention efforts are still tentative and somewhat haphazard. In support of a more rapid expansion of effective homelessness‐prevention activities, this paper discusses the benefits of prevention, develops an initial framework for a comprehensive homelessness‐prevention strategy, and, using this framework, evaluates existing prevention efforts and suggests new initiatives.     

Race-Based Peremptory Challenges: An Empirical Analysis of Litigation from the U.S. Court of Appeals, 2002–2006

This paper examines race-based peremptory challenges. Such challenges occur during the voir dire jury selection process. The process allows both the defense and the prosecution to strike jurors who they believe will not decide cases fairly. However, in the case of Batson v. Kentucky 476 U.S. 79 (1986), the Supreme Court ruled that race could not be used as a factor in eliminating prospective jurors. This paper examines federal litigation for five years in which it was alleged that race was used as a factor in removing a juror. An examination of the cases revealed that most of the cases involved sole male litigants who allege that there were multiple race-based peremptory challenges used in their cases. Moreover, most of the cases that led to the allegations involved violent offenses. Other case characteristics are noted, but of most significance was the finding that most appellants lost their cases. As such, the courts felt that most of the challenges were, in fact, race neutral. The implications of this research are discussed. This study was funded by an undergraduate research grant from Penn State University.     

The Gender Ethics and Politics of Affection: The ‘Feminine’Melodramatic Mode in Walter Salles' Central do Brasil (1998)

This article reads Walter Salles's Central do Brasil (1998) through a reappraisal of the film's relationship to melodrama in order to emphasise the significance of the association of affect with ethical judgment in thinking about the complex and contradictory gender politics of the film, thereby challenging the conventional tension between pathos and logos. Using a number of filmic and psychoanalytic theories, this article argues that Central do Brasil's melodramatic search for a ‘space of innocence’ in the Sertão could offer less a nostalgic return to anachronistic forms of living than a survival strategy for living in late modernity. Finally, this article argues that Central do Brasil, while lamenting the state's withdrawal from the public sphere, calls for an ethical imperative that is associated with a ‘feminine’ responsible and generous capacity to embrace the other as a necessary form of social and political action for the redefining of citizenship in Brazilian neoliberal society.
