关于民族地区乡土人才资源开发问题的思考

实现农村经济增长方式的转变与农村生产力结构的战略调整,最关键是要加大农村资本的投资,下大力度搞好民族地区乡土人才资源的开发,开发培养农村的乡土人才。只有有了高素质的民族地区乡土人才资源,充分发挥民族地区乡土人才的作用,才能实现农村生产结构的战略性调整,才能将科技转化为生产力,才能振兴农村经济的发展。     

Small state or minor power? New Zealand’s Five Eyes membership,intelligence reforms,and Wellington’s response to China’s growing Pacific role

ABSTRACT

This article uses the lens of small state theory to assess New Zealand’s role in the Five Eyes Alliance and Wellington’s implementation of intelligence reforms in the last seven years that are intended to help the country deal with a transformed security environment. In this context, New Zealand decision-makers have become increasingly concerned about growing Chinese influence in the South Pacific region and in New Zealand itself. It is clear that the New Zealand’s response to these developments resembles that of a minor power rather than a classical small state.     

Acknowledging the Suffering Caused by State-Mandated Sexual Violence and Crimes: An Assessment of the Iraqi High Tribunal

The Iraqi High Tribunal (IHT), as a mechanism of transitional justice, took upon it a pioneering role within the Middle Eastern Region by prosecuting and convicting several high-ranking members of the former suppressive regime in Iraq. As part of this work, the IHT confronted the widespread impunity for and disregard of gender-based crimes, such as rape and other sexual violence, and took steps towards reforming the sector through its progressive statute and the specific acknowledgment of gender crimes within its judgments. It will be the aim of the following article to extend academic writings on Iraq, the IHT and gender, by providing insights into how the tribunal dealt with the issues of rape and sexual violence, the surrounding circumstances and how successful the IHT's recognition of these crimes proved for transitional justice in Iraq.     

Encounters with Europe in an Era of Domestic and International Turmoil: Is Turkey a De-Europeanising Candidate Country?

Abstract

This article provides a novel conceptual framework to understand the impact of the European Union on Turkish politics and policies in the aftermath of the opening of accession negotiations in 2005. It argues that the post-2005 developments in Turkey not only attest to lesser and more limited Europeanisation, but also entail a process that is increasingly gaining momentum in the country and which is referred to as ‘de-Europeanisation’.     

Legislative success in open sky congresses: weak gatekeeping prerogatives and the loss of majority support

In legislatures with weak gatekeeping institutions and constrained plenary time, scheduling rules and majority requirements explain inter-party differences in the consideration and approval of law initiatives. In this paper a mixture survival model is used to analyse legislative success in a legislature with very weak gatekeeping prerogatives, the House of Representatives of Uruguay. Evidence is provided that the loss of majority support depletes plenary time more rapidly and yields an ideological drift that benefits the median voter of the House. The results inform recent debates on the endogenous formation of a plenary schedule in open sky legislatures.

任务型组织的动态能力建构

在社会复杂性和不确定性迅速增长的时代,考察组织相对于环境变动的动态能力显得尤其重要。在组织能力的问题上,常规组织往往着重于组织的静态能力建设,而对其动态能力则很少给予关注。与常规组织不同,任务型组织要求发展出一种动态能力。这种动态能力虽然表现为一种与环境相适应的能力,而实际上则是一种更快更好地完成任务的能力。     

社会转型期利益群体与中国地方政府善治

社会利益分化和利益结构重构成为社会转型时期最重要、最深刻的变化。越来越多的利益群体对地方政府决策和公共政策产生着重要的影响,并已经成为影响地方政府善治的一个不可回避的现实问题。本文分析了社会转型时期利益群体的重要特点、利益群体对地方政府善治的积极与消极的双重意义,并提出了解决问题的途径与措施。     

治理河流污染的制度激励悖论分析

为了治理日益加剧的河流污染,从中央到地方都相应出台了各种激励措施,但是这些措施并未起到显著效果,却形成了制度激励悖论。排污企业与地方政府在经历了新政策出台初的短暂扰动后,恢复原有均衡。要打破这一均衡,必须改变博弈各方的收益结构、可选策略集以及信息结构等,才有望建立符合科学发展观的最优均衡。
