The field of public administration is often seen as a late adopter of cutting-edge research methods. Related disciplines like political science use more advanced research methods for single or small-n case studies including techniques like process tracing. Many elements of process tracing are analogous to investigations. To inform process tracing practices, political scientists looked at Sherlock Holmes novels. We draw on the experiences of a police inspector and a former soldier who worked with intelligence to offer insights on the implementation of process tracing, bridge the academic–practitioner gap, and increase the methodological rigor in public administration research. 相似文献

The present work empirically analyzes diverse budgetary theories (incrementalism, garbage can, rational) in municipal cost programs, paying special attention to the utility of financial information in decision making. The sample analyzed corresponds to a set of Spanish city councils in the period 1996–2004, and the econometric methodology used is a dynamic panel data model. The main conclusion reached is that the budgetary allocation of municipal costs does not follow a random path; incrementalism is of particular importance, together with financial information variables. The utility of budgetary indicators is reflected in the fact that municipal managers adopt rational elements, although incrementalism remains the habitual behavior. 相似文献

The response of youth gangs to ‘zero tolerance’ policing in Honduras are examined with respect to territoriality. Focusing on two main gangs, the Mara Salvatrucha and the 18th Street Gang, the ways in which state authority is challenged are assessed from an analysis of body territoriality, the respatialisation of organisational structures across urban neighbourhoods, and the production of new enclosed spaces of gang territoriality. These redefinitions of group territoriality strengthen the emotional bonds and sense of belonging towards the gang, enabling the emergence of a transnational/imagined community. 相似文献

This article examines the relationship between red tape, Public Service Motivation (PSM) and a particular work outcome labelled ‘resigned satisfaction’. Using data from a national survey of over 3754 public servants working at the municipal level in Switzerland, this study shows the importance of looking more closely at the concept of work satisfaction and, furthermore, of thoroughly investigating the impact of the different PSM dimensions on work outcomes. Unsurprisingly, research findings show that red tape is the most important predictor of resignation. Nevertheless, when PSM dimensions are analysed separately, results demonstrate that ‘commitment to public interest/civic duty’ and, to a lesser extent, ‘attraction to policy‐making’ decrease resignation, whereas ‘compassion’ and ‘self‐sacrifice’ increase it. This study thus highlights some of the negative (or undesirable) effects of PSM that have not been previously addressed in PSM literature. 相似文献

The article shows that civil servants who believe that the long-term interest of society is best served by their detached policy advice to policy-makers also hold on to their opinion more than any other actor involved in policy development. However, more civil servants currently emphasise responsiveness, at the expense of detached analysis, owing to increased exposure to international consultancy and forums. As a consequence, the attitude of civil servants in developing public policy is more likely to be indistinguishable from that of actors who have political functions, without significant variation from country to country. Evidence supporting this argument is provided by an analysis of the results of a survey first conducted in 2006 and repeated in 2008. The two waves of the survey drew responses from civil servants, interest group representatives and non-governmental experts who contribute to biotechnology policy development in the United States, Canada, the United Kingdom, France and the European Union. 相似文献

Objectives
This study assessed the impact of a multi-component prevention program on personal and property violence across three developmental periods (early adolescence, mid-adolescence and late adolescence/early adulthood).Methods
The preventive intervention targeted disruptive kindergarten boys from low socioeconomic status families when they were 7 through 9 years of age. A randomized control trial was conducted to assess the impact of the preventive intervention relative to a control group.Results
Two different approaches to data analysis were adopted: an intention-to-treat (ITT) approach and an instrumental variable (IV) approach. Results from the ITT analysis showed that the level of property violence for the intervention group was persistently lower across the three developmental periods compared to the control group. However, the intervention group did not differ from the control group on personal violence throughout adolescence and early adulthood. Results from the IV analysis generally confirmed these findings.Conclusions

We develop a general theory of budgetary politics and examine its implications on a new data set on U.S. government expenditures from 1791 to 2010. We draw on three major approaches to budgeting: decision‐making theories, primarily incrementalism and serial processing; policy process models; and path dependency. We show that the incrementalist budget model is recursive and that its solution is exponential growth, and isolate three periods in which it operates in pure form. The equilibrium periods are separated by critical junctures, associated with wars or economic collapse. We assess policy process dynamics by examining the deviations within equilibrium periods. We offer three takeaways: (1) exponential incrementalism is fundamental to a theory of budgeting; (2) disjoint shifts in the level of exponential incrementalism are caused only by critical moments; (3) temporally localized dynamics cause bends in the exponential path, longer returns to the path within budgetary eras, and annual punctuations in budget changes. 相似文献
