论社区内部治理

随着民主的呼声不断增加，人们对社群自治的要求也更加受到重视。本文主要以社区治理的案例为例。浅析社群自治的不同方式，并认为不同的社群禀赋决定了不同社区成员间采取不同的行为互动方式。

1. The International Protection of Women＇s Human Rights： Emergence of CEDAW
For a long time, women＇s rights have been excluded from traditional discourse on human right. The traditional discourse on human rights has developed without considering its impact upon women. Transforming this discourse to a perspective that will consider the needs and vindications of women is absolutely essential.1 Although international efforts addressing women＇s issues presumed to be associated with women began in the nineteenth century, it was in the postwar period that such activity gained a coherent focus under the auspices of United Nations.

The 3^rd Conference of the UN-NGO-Informal Regional Network/Asia-Pacific,sponsored by the China NGO Network for International Exchanges （CNIE） and the NGO Section of UN Department of Economic and Social Affairs （DESA）, was held in Beijing from April 28^th to 29^th 2008.
