Higher Education Loans and Tax Evasion: A Response to Perceived Unfairness

Australian higher education funding policy has been a contentious and emotionally charged topic on the political agenda since the introduction of the Higher Education Contribution Scheme (HECS). Under HECS, students have options either to pay upfront or defer payment. This article examines the implications for the Australian Taxation Office, which has responsibility for debt collection among students who defer HECS payments. Results show that HECS debt undermines tax compliance directly, and indirectly through perceived injustice. The path model demonstrates how perceptions of government policy can shape cooperation with government in other spheres.

After an uprising overthrew Mubarak last year, elections were held in June in which the Muslim Brotherhood dominated—only to have the military once again assert its authority over any new parliament and constitution. What is at stake is whether Egypt will remain a secular state like Turkey, or take on a moretheocratic bent if ruled by Islamists. In this section, the Arab world's only Nobel laureate in science offers his views about Egypt's future. The Turkish president argues for a secularism that tolerates all religions in Egypt. The CIA's former top analyst on the Muslim world questions whether Islamist parties can deliver once in power instead of opposition.     

WHEN BUREAUCRACY MATTERS FOR ORGANIZATIONAL PERFORMANCE: EXPLORING THE BENEFITS OF ADMINISTRATIVE INTENSITY IN BIG AND COMPLEX ORGANIZATIONS

Administrative intensity is arguably a major determinant of public service performance. Although a large administrative function might constitute a bureaucratic burden, it could also enable organizations to better coordinate key activities. In particular, administrative intensity may strengthen or weaken the performance effects of other key organizational characteristics, such as size and task complexity. To explore these ideas, we analyse the separate and combined effects of administrative intensity, organization size and task complexity on the research and educational performance of UK universities between 2005 and 2011. The statistical results suggest that administrative intensity has a performance pay‐off for big and complex organizations.
